WORK SHOP SESSION

The called work shop session for the Allen Planning and
Zoning Commission was called to order by Chairman Pendleton
at 8:37 a.m. on Saturday, February 6, 1982 at Rountree Elementary
School, 800 E. Main Street.
This work shop session was called by the Planning and Zoning
Commission to continue the review and discussion on the 855+ acres
of land for planned development as requested by Del Morton of the
Willard McDaniel, Inc., and the Cambridge Companies Development
Corporation. The property being located north of Chaparral Road,
east of Jupiter Road and west of Allen Heights Road (Zoning Case
No. Z11-11-81-1).
Bob Allison, with Cambridge Companies, spoke before the Com-
mission on his contact with Sam Wyse, who had prepared the City
of Allen's Comprehensive Plan in 1977, and his findings from
their discussion. Mr. Allison advised that due to the lateness
of their meeting, he did not have the figures typed up for pre-
sentation to the Commission at this time, however, they would
be forthcoming.
Mr. Allison advised the Commission on how the economy, the
market conditions, and housing requirements had changed so con-
siderably since the adoption of the Comprehensive Plan by the
City of Allen and that the location of Allen was in the rapid
growth pattern of the Dallas/Fort Worth metroplex.
Mr. Allison presented a topography map of the proposed
855+ acres of land for the planned development and advised that
the topography of the land would limit the development or number
of dwelling units in certain areas, however, the exact figures
could not be determined at this time.

a Commissioner Jim Wolfe presented to the Commissioners and
others present his proposed general guidelines for the planned
development district on the 855+ acres of land, showing the
percentages of residential, public, commercial and industrial
districts that are in the Comprehensive Plan as well as what
he proposes for the planned development district.
The other Commission Members also provided the percentages
of residential, including single family and multi -family, that
they would propose for this planned development.
There was considerable discussion on the proposed percentages;
the development of multi -family as condominiums with individual
owners as opposed to duplexes and apartments for rental facilities;
additional criteria to be included in the planned development
ordinance for By -Laws for the condominium developments; a thorough
review of the proposed commercial properties, being the retail
and shopping center tracts, to see what uses are needed for this
large a development; and the transitions of development from the
commercial tracts to multi -family to single family dwellings.
Mr. Wolfe had also prepared some guidelines for the Com-
mission's use on a request for consulting assistance and asked
that the Commissioners review it before their next regular meeting.
He also passed out a news article from "The Kiplinger Washington
Letter" on forecast for housing for the Commission's review.
Chairman Pendleton recessed the work shop session at 11:17 a.m.
These minutes approved on the 11th day of February
1982.
