Workshop Session
With a quorum of the Councilmembers present, the Workshop Session of the Allen City Council was called to
order by Mayor Terrell at 6:38 p.m. on Tuesday,January 8, 2019, in the City Council Conference Room of the
Allen City Hall, 305 Century Parkway,Allen,Texas.
1. Update Regarding the Exchange Parkway Recreation Center.
2. Committee Updates from City Council Liaisons.
3. Questions on Current Agenda.
With no further discussion, the Workshop Session of the Allen City Council was adjourned at 6:53 p.m. on
Tuesday,January 8, 2019.
Call to Order and Announce a Ouorum is Present
With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to
order by Mayor Terrell at 7:04 p.m. on Tuesday, January 8, 2019, in the Council Chambers of the Allen City
Hall, 305 Century Parkway,Allen,Texas.

1. Citizens'Comments.
• Adelia Scaif,403 W.Coats Drive,Allen,Texas, spoke in opposition to the Allen City Mixed Used
Project proposed in Central Business District.
o Pervez T. Mahmud, 405 Coats Drive, Allen, Texas, did not speak but wished to record his
support of Ms. Scaif's statements.
• Judy Cote, 710 Rockcrossing Lane, Allen, Texas, spoke in support of the City holding a public
Menorah lighting in Allen.
o Mai El Maughayar,410 Allenwood Drive,Allen,Texas,did not speak but wished to record his
support of Ms. Cote's statements.
• Mike Jabary,977 Rutgers Court,Allen,Texas,spoke regarding a denied claim he had filed with the
City.
Consent Agenda
MOTION: Upon a motion made by Councilmember Doherty and a second by Councilmember Brooks,the
Council voted seven (7)for and none(0) opposed to adopt all items on the Consent Agenda as
follows:
2. Approve Minutes of the December 11,2018,Regular City Council Meeting.
3. Approve Minutes of the December 17,2018,Special Called City Council Meeting.
4. Award Bid and Authorize the City Manager to Execute a Contract with SYB Construction
Company, Inc., in the Amount of$4,011,029 for the Construction of the Hillside Village Water
and Sanitary Sewer Rehabilitation-Phase II.
The motion carried.
Regular Agenda
5. Conduct a Public Hearing and Adopt an Ordinance Granting Specific Use Permit No. 166 for a
Private Club Use on Lot 3, Block 1, Allen Tech Center Addition, Generally-Located North of
Bethany Drive and East of U.S.Highway 75. [Private Club SUP-Bethany Tavern]
Mayor Terrell opened the public hearing and asked anyone wishing to speak for or against this item to
do so at this time.
Judy Cote, 710 Rock Crossing, Allen, Texas, spoke neither in support or opposition but posed a
question regarding this item.
With no one else speaking,Mayor Terrell closed the public hearing.
ORDINANCE NO. 3635-1-19: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN,COLLIN COUNTY,TEXAS,AMENDING THE ALLEN LAND DEVELOPMENT CODE
AND ZONING MAP, AS PREVIOUSLY AMENDED, BY GRANTING SPECIFIC USE PERMIT

PORTION OF A BUILDING LOCATED ON LOT 3, BLOCK 1, ALLEN TECH CENTER
ADDITION (COMMONLY KNOWN AS 604 W. BETHANY DRIVE, SUITE 102) PRESENTLY
ZONED FOR PLANNED DEVELOPMENT "PD" NO. 68 CORRIDOR COMMERCIAL "CC";
REPEALING SPECIFIC USE PERMIT NO. 82 FOR RESTAURANT/PRIVATE CLUB USE;
PROVIDING A CONFLICTS RESOLUTION CLAUSE; PROVIDING A SEVERABILITY
CLAUSE; PROVIDING A SAVINGS CLAUSE; PROVIDING A PENALTY OF FINE NOT TO
EXCEED THE SUM OF TWO THOUSAND DOLLARS ($2,000) FOR EACH OFFENSE; AND
PROVIDING AN EFFECTIVE DATE.
MOTION: Upon a motion made by Councilmember Sedlacek and a second by Councilmember Brooks,
the Council voted seven (7) for and none (0) opposed to adopt Ordinance No. 3635-1-19, as
previously captioned,granting Specific Use Permit No. 166 for a Private Club use for Bethany
Tavern.The motion carried.
6. Conduct a Public Hearing and Adopt an Ordinance to Amend the Development Regulations of
Planned Development No. 54 Corridor Commercial and Adopt a Concept Plan, Building
Elevations, and Photometric Plan for the Property Generally Located at the Northwest Corner
of the Intersection of U.S.Highway 75 and McDermott Drive. [Fueling Station and Convenience
Store-QuikTrip]
Mayor Terrell opened the public hearing and asked anyone wishing to speak for or against this item to
do so at this time.
With no one speaking,Mayor Terrell closed the public hearing.
ORDINANCE NO. 3636-1-19: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN,COLLIN COUNTY,TEXAS, AMENDING THE ALLEN LAND DEVELOPMENT CODE
ZONING REGULATIONS AND ZONING MAP,AS PREVIOUSLY AMENDED,BY AMENDING
THE REGULATIONS RELATING TO THE USE AND DEVELOPMENT OF LOT 8R, BLOCK D,
BRAY CENTRAL ONE ADDITION (COMMONLY KNOWN AS 802 W. MCDERMOTT DRIVE)
PRESENTLY ZONED AS PLANNED DEVELOPMENT"PD"NO.54 CORRIDOR COMMERCIAL
"CC" AND ADOPTING A CONCEPT PLAN, BUILDING ELEVATIONS, AND PHOTOMETRIC
PLAN; PROVIDING FOR A CONFLICTS RESOLUTION CLAUSE; PROVIDING FOR A

7. Appoint to Fill Vacancies on the Following Boards, Commissions, and Committees: Animal
Shelter Advisory Committee, Board of Adjustment/Building and Standards Commission/Sign
Control Board,and Convention and Visitors Bureau Advisory Board.
MOTION: Upon a motion made by Councilmember Sedlacek and a second by Councilmember
Clemencich, the Council voted seven (7) for and none (0) opposed to nominate the following

individuals as recommended by the Council Nominating Committee to fill the unexpired terms
in the designated places on the respective Boards, Commissions, and Committees:

• Council recognized a Boy Scout from Troop 102 in attendance as a requirement for earning a Merit
Badge.
Mayor Terrell announced the Executive Session then recessed the Regular Agenda at 7:52 p.m.
Executive Session
In accordance with the Texas Government Code, the Allen City Council convened into Executive Session at
8:11 p.m. on Tuesday, January 8, 2019, in the Council Conference Room, 305 Century Parkway,Allen,Texas,
in order to discuss matters pertaining to:
10. Personnel Pursuant to Section 551.071 (2) of the Texas Government Code—
Discussion Regarding City Manager Selection Process.
The Executive Session adjourned at 8:25 p.m. on Tuesday,January 8, 2019.
11. Reconvene and Consider Action on Items Resulting from Executive Session.
The Allen City Council reconvened into the Regular Meeting at 8:26 p.m. on Tuesday,
January 8, 2019. No action was taken on items discussed during the Executive Session.

Council voted seven (7)for and none(0)opposed to adjourn the Regular Meeting of the Allen
