WORK SHOP SESSION

The called work shop session for the Allen Planning
and Zoning Commission was called to order by Vice Chair-
man Wolfe at 7:30 p.m., on Tuesday, February 16, 1982,
at Rountree Elementary School, 800 E. Main Street.
This work shop session was called by the Planning
and Zoning Commission to continue the review and
discussion on the 855 + acres of land for planned
development as requested by Del Morton, of the Willard
McDaniel, Inc., and the Cambridge Companies Development
Corporation. The property being located north of
Chaparrel Road, east of Jupiter Road and West of Allen
Heights Road (Zoning Case No. Z11-11-81-1).
Vice Chairman Wolfe opened the work shop for
review and analysis of the commercial phases of the
855 + planned development.
Bob Allison, with Cambridge Companies, spoke
before the Commission with reference to the proposed
planned development site plan. On the plan, he pointed

out the phase areas of development and reiterated
the meaning of each area zoned as follows:
P.D. Area 1: Single Family Homes
P.D. Area 2: Multi -Family & Townhouses
P.D. Area 3: Multi -Family
P.D. Area 4: Shopping Center
P.D. Area 5: Office
L.R.: Local Retail
C.F.: Community Facilities
Using the Comprehensive Plan as a reference, there
was considerable interaction regarding the definitions
and calculations for the local retail development. Del
Morton, of Willard McDaniel, Inc., spoke before the
Commission, discussing the interpretation of what type
of use will be accomplished by the LR (Local Retail) and
SC (Shopping Center) areas. The Commission expressed a
concern as to if the SC (Shopping Center) areas would
develop to serve the needs of the community and if there
was enough LR (Local Retail) zoning to serve these needs.
In further discussion regarding transitions from
the commercial phases to dwelling units, concern was
expressed as to the buffer between Planned Development
Area 5 (Office) and Planned Development Area 1 (Single
Family Housing). Del Morton addressed this issue by
advising the Commission that there could be a 2-F (single
family, attached) buffer. Mr. Morton also stated that
there would be no access into the office area from Jupiter
Road, access could only be achieved at Bethany Road. It
was pointed out that the buffer of 2-F (single family,
attached) homes between the office area and the single
family houses should be written into the ordinance.
Vice -Chairman Wolfe recessed the work shop at
8:56 p.m. (Commissioner Henry left the meeting at this
time). The work shop reconvened at 9:15 p.m.
Commissioner Jim Wolfe brought back for the
Commissioner's continued considerations the Decision
Flow Chart that he presented the Commissioners at the
January 23, 1982, work shop session.
Discussion was held on the third question on the
Flow Chart, "Should we consider a planned development
ordinance or site plan without district locations specified?"
The Commission addressed the issue of whether the develop-
ers should specify certain district locations for certain
! types of housing. Del Morton injected that the site plan

that they submitted to the Commission is a concept of the
planned development and, at this time, the location of
specific types of dwelling units is not known. However,
each phase would be laid out and site plans provided for
approval at the time of actual development. The Proponents
advised that they would like to work with the Commission
on determining these areas.
If the concept of planned development was approved,
the Commission expressed a concern about whether the
site plan for Planned Development Area 1 was going to
stay as is presently laid out or have to be amended. After
considering the matter, there was discussion on the with-
drawal of the site plan by Willard McDaniel, Inc. and
the Cambridge Companies Development Corporation.
Further discussion was held regarding whether there
was sufficient open space for the number of dwelling
units (1 acre of land for each 75 dwelling units).
According to the Zoning Ordinance, there should be approx-
imately 90 acres of open space in the Planned Development,
but only 45 acres are shown on the concept plan. The
Commission discussed with the proponents the necessity
of a variance -- if that requirement was not adhered to.
It was the consensus of the Commission that they
could consider a Planned Development Ordinance w4:6H
district locations specified.
The Commission moved on to the next question, that
being, "Is maximum density (dwelling units) per zone
acceptable?". The Commission discussed the distribution
of apartments and dwelling units. The Commissioners
indicated that they needed to work with the present figures
and discuss in further detail at a later date.
The Commission discussed the next question, which
was, "Is percentage balance of districts acceptable?".
In discussion on this question, it was concluded by the
Commission that more information was needed before this
determination could be made.
The Commission considered the next question on the
flow chart, "Do we consider a new district allowing "0"
lot line housing?". The term "0" lot line housing, as
understood in the question, is defined as garden homes
or patio homes, in the Cottonwood Creek Zoning Request.
Each Commissioner advised of his or her opinion on the
aforementioned "0" lot line housing.

The proponents discussed with the Commission the
trends in today's market of this type of housing and the
success of them.
Chairman Pendleton recessed the work shop session
at 11:05 p.m.
These minutes approved on the 25th day of
February 1982.
