The regular session of the Allen Planning and
Zoning Commission was called to order by Vice Chairman
Wolfe at 7:30 p.m., on Thursday, June 24, 1982, at
Rountree Elementary School, 800 E. Main Street.
Approval of Minutes:
June 10, 1982 - Regular Meeting (Agenda Item II)
MOTION: Upon a motion from Commissioner Koch and second
by Commissioner Armand, the Commission voted
five (5) for and none (0) opposed to accept
the minutes of June 10, 1982, as presented.
The motion carried.
Public Hearing - For Specific
Use Permit for Church Use for
Grace Union Presbytery Church (Agenda Item III)
Vice Chairman Wolfe read the request into the record
as follows:
Public Hearing - For Specific Use Permit for church
use from Grace Union Presbytery Church. The property
described as being the northern 4 acres out of a
7.042 acre tract in the Lewis Wetzel Survey, Abstract
#978, and being a part of the Fountain Park First

Grace Union Presbytery Church (Cont.)
Section as recorded in Volume 7, Page 6B, Collin
County Deed Records, and further described as being
located at the northeast corner of Rivercrest and
fronting Highway 5. (Zoning Case No. Z5-7-82-12)"
Chuck Hudson, realtor with Hudson and Hudson, came
before the Commission and presented this agenda item. He
gave some background of the purchase of the property and
explained that, if approved by all parties, the church
would be constructed in approximately 12 months.
Some of the questions asked by the Commissioners
concerned easements, placement of the church on the site,
and ingress -egress from the property.
Vice Chairman Wolfe opened the Public Hearing.
The following persons spoke for and/or asked a
question pertaining to the request:
Robert Pulse 604 Thoreau
Vice Chairman closed the Public Hearing.
MOTION: Upon a motion by Commissioner Koch and second
by Commissioner Stallings, the Commission voted
five (5) for and none (0) opposed that a
Specific Use Permit for church use be granted
to the Grace Union Presbytery Church. The motion
carried.
Public Hearing - To Consider
Amendments to Section 3.08 and
Section 2.07 of the City's
Comprehensive Zoning Ordinance (Agenda Item IV)
Vice Chairman Wolfe read the request into the record
as follows:
"Public Hearing - To consider an amendment to Section
2.07, TEMPORARY USES, and Section 3.08, ACCESSORY
BUILDINGS, in the City of Allen's Comprehensive
Zoning Ordinance. Section 2.07 to be amended to
include temporary office structures and Section
3.08 to be amended to define commercial accessory
buildings."
Bill Petty, Building Official, gave the Commission a
copy of the proposed ordinance and reviewed it with them.
The commission expressed some concern over the time
that should be allowed before a business with a temporary

accessory building gets a permit or shows that they have
completed the design for a new structure, whether a
12 month extension should be granted as opposed to two
6 month extensions, and the format that the amendments
would take in the Zoning Ordinance.
Vice Chairman Wolfe opened the Public Hearing.
No one appeared to speak either for or against
the request.
Vice Chairman Wolfe closed the Public Hearing.
There were several suggestions as to some revisions
the Commission wanted made to the Ordinance. These
revisions include:
I. That Section 1, Number 1 shall read as follows:
1. That application for Temporary Accessory
Buildings in commercially zoned districts shall be made
to the Building Official.
a. Permit fee to accompany application.
b. A written statement from the Owner of
the existing facility, or his authorized agent, setting
forth need and/or justification for the Temporary
Accessory Building.
C. The estimated schedule for a permanent
building to be completed.
II. Deleting the sentence in Section 1, Number 2,
Building Regulations that refers to the type of roof
coverings that cannot be used on Temporary Accessory
Buildings, as these are included in the Allen Building
Code.
MOTION: Upon a motion by Commissioner Armand and second
by Commissioner Koch, the Commission voted five
(5) for and none (0) opposed to amend Section
2.07 and Section 3.08 in the City of Allen
Comprehensive Zoning Ordinance with the above
mentioned revisions to the Ordinance. The motion
carried.
Set a Date for Public Hearing
on Site Plan Approval by Gulf
Oil Company for Development
of a .99 Acre Tract in the
Molsen Addition (Agenda Item V)
Vice Chairman Wolfe read the request into the record
as follows:

by Gulf Oil Corporation for development of a .99
acre tract, being part of the Molsen Addition.
as described in a deed from Homer L. Adams to H.
Molsen and Company, recorded in Volume 639, Page
344, Deed Records, Collin County, Texas, and lying
within the Wm. Perrin Survey, Abstract No. 708,
further described as being Lot 2, Molsen Addition,
and at the southwest corner of F.M. 2170 and U.S.
Highway 75. (Zoning Case No. Z6-18-82-14)"
MOTION: Upon a motion by Commissioner Decatur and second
by Commissioner Koch, the Commission voted five
(5) for and none (0) opposed to set the date
for Public Hearing on this item for the regular
meeting on July 22, 1982. The motion carried.
Set a Date for Public Hearing
on a Request from Charles
Mitchell for a Zoning Change
From LR to GB on Property Located
at 203 A. East Main Street (Agenda Item VI)
Vice Chairman Wolfe read the request into the record
as follows:
"Set a date for Public Hearing on a request from
Charles Mitchell for a zoning change from LR
(Local Retail) to GB (General Business) on property
located at 203A East Main Street. Further described
as being Lots 3B and 4B, Block 15, of the Original
Donation to the City of Allen. (Zoning Case No.
Z6-16-82-13)"
There was some discussion by the Commission as to
if there should be a time period before the same property
could come before the Commission for rezoning.
MOTION: Upon a motion by Commissioner Koch, and second
by Commissioner Stallings, the Commission voted
five (5) for and none (0) opposed to set the
date for Public Hearing on this item for the
Regular Meeting on July 22, 1982. The motion
carried.
General Discussion:
Commissioner Wolfe felt that the Planning and Zoning
Commission should have a budget this next year. He felt
the following are some items that should be included in
the budget:
1. Dollars to complete the update of the Comprehensive
Plan.

General Discussion (Cont.)
2. Dollars for at least one training session for the
Planning and Zoning Commission.
3. Dollars for supplies and operating funds.
4. Subscription to at least one periodical for
each of the Planning and Zoning Commissioners.
5. Overtime pay for staff attendance at Workshop
Sessions.
6. Professional services assistance.
7. Dollars for an adequate tape recorder.
There was a concensus of the Commission that the above
items should be considered as budget items.
There was some discussion as to the possible hiring
of a city planner.
The Commission members discussed whether they should
recommend to the City Council adoption of the update on
Planning District #4 so that it would become a part of
the Comprehensive Plan.
The Commission discussed the possibility of recommend-
ing to the City Council that the city do an update of
the Comprehensive Plan instead of including it as a budget
item.
Bill Petty, Building Official, gave the Commission
a copy of the Policy Statements and Technical Standards
Survey. Mr. Petty then explained and clarified the
information.
Adjournment:
MOTION: Upon a motion by Commissioner Koch and second
by Commissioner Stallings, the Commission voted
five (5) for and none (0) opposed to adjourn the
Regular Session of the Allen Planning and Zoning
Commission at 9:44 p.m.
