REGULAR MEETING
SEPTEMBER 23. 1982

The regular meeting of the Allen Planning and Zoning Commission
was called to order by Chairman Pendleton at 7:38 p.m. on Thursday,
September 23, 1982, at Rountree Elementary School, 800 E. Main Street.
Approval of Minutes:
September 9, 1982
(Agenda Item II)
Chairman Pendleton read the agenda item into the record as
follows:
"Approve minutes of September 9, 1982, Regular Meeting."
MOTION: Upon a motion by Commissioner Koch and second by Commissioner
Stallings, the Commission voted five (5) for and none (0)
opposed to approve the minutes of the September 9, 1982,
regular meeting as presented. The motion carried.
Public Hearing - On Site Plan
Approval for Allen High
School Addition (Agenda Item III)
Chairman Pendleton read the request into the record as follows:
"Public Hearing - On Site Plan approval for expansion of
structural development for education use in the Allen High
School Addition. Said addition is a tract of land containing

33.793± acres situated in an approved plat by the City of Allen
in the Peter Wetzel Survey, Abstract 11990, Collin County, Texas.
Further described as being at the corner of F.M. 2170 and
Jupiter Road and extending, in part, back to Pebblebrook
Drive. Zoning Case No. Z8-20-82-16"
Mr. Brian Thruston, architect with STB Architects and Planners,
presented the Site Plan to the Commission. He explained that the
addition would add approximately 115,000 square feet to the school.
Some items discussed by the Commission include what the
proposed parking lot on the northeast end of the tract would be made
of; what the total parking capacity of the school would be when this
development was finished; what kind of fence would run on the school
property line up to Pebblebrook Drive; and what changes there would
be in the seating capacity of the football stadium.
Mr. Thruston indicated that the exterior of the buildings would
be masonry.
Chairman Pendleton opened the Public Hearing.
No one appeared to speak either for or against the request.
Chairman Pendleton closed the Public Hearing.
There was some discussion as to whether the Commission should
approve the site plan without the landscape plan.
MOTION: Upon a motion by Commissioner Koch and second by Commissioner
Glass, the Commission voted four (4) for and none (0) opposed
to approve the site plan as submitted and that the landscape
plan be brought back for approval by the Planning & Zoning
Commission prior to the issuance of a building permit. Commis-
sioner Wolfe abstained from the vote. The motion carried.
Public Hearing - On Site Plan
Approval and Specific Use Permit
Request from M & M Company (Agenda Item IV)
Chairman Pendleton read the request into the record as follows:
"Public Hearing - On Site Plan approval and a Specific Use Permit
by M & M Company.
A. Site Plan approval is for a shopping center including
retail stores, convenience store, and day care center.
B. The request for Specific Use Permit is for gasoline sales
as an accessory use to the convenience store.

This tract of land being the northern 2 acres out of a 8.545
acre tract situated in the Peter Wetzel Survey, Abstract #990
and being the same 8.54 acre tract of land described as Tract 3
in a deed from Metrotex Properties, Inc., A Texas Corporation,
as recorded in Volume 1051, Page 208, of the Collin County
Deed Records. Further described as being at the southeast
corner of Pebblebrook and Highway 5. This tract of land is
presently zoned PD -SC No. 6 (Planned Development-Shoppping
Center). Zoning Case No. Z9-1-82-17"
Bill Minyard presented the Site Plan to the Commission. He
explained that he is to be co -developer of the shopping center,
along with H.T. Morris, and told the Commission where some of the
other shopping centers that he had developed are located.
Mr. Minyard asserted that the buildings would be of masonry
construction and that the paving for the shopping center would be
5" concrete.
Some of the items discussed by the Commission include, a
screening wall between the shopping center and the school property;
ingress -egress on the property; and the number of curb cuts along
Highway 5 and the distance between each.
Chairman Pendleton recessed the Regular Session of the Allen
Planning & Zoning Commission at 9:02 p.m. The meeting reconvened
at 9:20 p.m.
Chairman Pendleton opened the Public Hearing.
The following persons spoke before the Commission for the
request:
Milton Radcke 102 W. Belmont
Discussion continued by the Commission on the fire lanes
on the property; why the convenience store and day care center are
located as they are; whether an arcade could go into the shopping
center; and ingress -egress to the day care center.
Chairman Pendleton closed the Public Hearing.
The Commission discussed the Specific Use Permit for gasoline
sales as an accessory use to the convenience store.
�w The Commission asked the developer to take the request and
{L return with a landscape plan and any reports from a traffic engineer
he may receive concerning the number of curb cuts allowed along
Highway 5.

MOTION: Upon a motion by Commissioner Wolfe and second by Commissioner
Koch, the Commission voted five (5) for and none (0) opposed
to table this item until the next regular meeting of the
Allen Planning & Zoning Commission. The motion carried.
General Discussion:
There was some discussion on the timing of the traffic light at
Highway 5 and F.M. 2170.
Bill Petty, Building Official, showed the Commission some
photographs of the Courtyard home development by Fox & Jacobs in
Carrollton.
Bill Petty gave the Commission an article out of the Dallas
Morning News newspaper for their information.
Adjournment:
