The regular meeting of the Allen Planning and Zoning Commission
was called to order by Chairman Pendleton at 7:30 p.m. on Thursday,
October 14, 1982, at Rountree Elementary School, 800 E. Main Street.
Approval of Minutes:
October 14, 1982 (Agenda Item II)
Chairman Pendleton read the agenda item into the record as
follows:
"Approve minutes of October 14, 1982, Regular Meeting."
MOTION: Upon a motion by Commissioner Decatur and second by Commi-
ssioner Larsen, the Commission voted six (6) for and none (0)
opposed to approve the minutes of October 14, 1982, as
presented. The motion carried.
Public Hearing - On Site Plan Approval
of the First United Methodist Church (Agenda Item III)
Chairman Pendleton read the request into the record as follows:

"Public Hearing - On Site Plan approval of the First United
Methodist Church. The property described as being a 4.015
acre tract situated in the William Perrin Survey, Abstract No.
708, and the George W. Ford Survey, Abstract No. 328, and being
a 3.015 acre tract as recorded in Volume 672, Page 127, of the
Collin County Deed Records, and a one acre tract as recorded
in Volume 1510, Page 276, of the Collin County Deed Records.
Further described as fronting State Highway 5 and extending,
in part, back to Jupiter Road. Zoning Case No. Z9-27-82-18"
Ron Workman, representative for the church, presented the site
plan to the Commission. He explained the proposed addition to
the church and how they planned to develop it in phases.
There was some discussion on parking for the church and the
easements on the property.
Bill Petty, Director of Community Development, explained to
the Commission that staff has reviewed the Site Plan and, when
completely developed, it will meet all city requirements.
John Hall Brown, with Brown and Brown Associates Architects,
presented the landscape plan to the Commission for their review.
Chairman Pendleton opened the Public Hearing.
No one appeared to speak either for or against the request.
Chairman Pendleton closed the Public Hearing.
MOTION: Upon a motion by Commissioner Glass and second by Commissioner
Decatur, the Commission voted five (5) for and none (0)
opposed, with Commissioner Wolfe abstaining from the vote,
to approve the Site Plan as submitted. The motion carried.
Approve Preliminary and Final

Methodist Church
(Agenda Item IV)
Chairman Pendleton read the request into the record as follows:
"Approve preliminary and final plat for the First United Methodist
Church. The property described as being a 4.015 acre tract
situated in the William Perrin Survey, Abstract No. 708, and
the George W. Ford Survey, Abstract No. 328, and being a 3.015
acre tract as recorded in Volume 672, Page 127, of the Collin
County Deed Records, and a one acre tract as recorded in Volume
1510, Page 276 of the Collin County Deed Records. Further
described as fronting State Highway 5 and extending, in part,

Plat for First United
Methodist Church

Bill Petty, Director of Community Development, presented the
preliminary and final plat to the Commission. He explained the
utility easement that would be dedicated to the city and showed
where the fire lane would be located. He further explained that the
property has never been platted. Mr. Petty told the Commission that
the plat does meet all requirements of the City's Subdivision
Ordinance.
MOTION: Upon a motion by Commissioner Larsen and second by Commissioner
Glass, the Commission voted five (5) for and none (0) opposed,
with Commissioner Wolfe abstaining from the vote, to approve
the preliminary and final plat for the First United Methodist
Church as presented. The motion carried.
Public Hearing - For Site Plan
Approval of the Proposed Allen
Bowl Addition (Agenda Item V)
Chairman Pendleton read the request into the record as follows:
"Public Hearing - For Site Plan approval of the proposed Allen
Bowl Addition to the City of Allen. The property described as
a 4 acre tract located in the Rufus Sewell Survey, Abstract No.
875. Said tract of land also described as being a resurvey of
the 4 acres of land described in a deed from H. D. Walthall,
et al, to Mr. Quik of Texas, Inc., dated August 28, 1981, recorded
in Volume 1429, Page 415, of the Collin County Deed Records.
Further described as fronting State Highway 5 west of the Wind -
ridge Addition. Zoning Case No. Z9-5-82-19"
Melvin Solotorovsky, agent for the investment group, presented
the site plan for the proposed bowling alley to the Commission. He
addressed what the exterior of the building would consist of, fire
lanes, where fire hydrants would be placed, the landscaping, access
from from Highway 5, and the drainage system for the proposed project.
There was considerable discussion on the proposed drainage
system for the project. Gene Geer, engineer for the addition,
explained the concept and design of the drainage system. Some items
discussed concerning the proposed drainage system include whether
there would be any ponding of water; which way the water would be
channeled; how this system would affect future development of the
land north of this project, landscaping of the detention pond;
whether a periodic check of the drainage systems would be done;
liability if adjacent property owners' land was flooded by this
type of drainage system being installed; and slope of the detention
pond.
L Ron Fix, City Engineer, explained to the Commission the present
drainage problems in this area and expressed his approval of this
proposed drainage system.
Bill Petty, Director of Community Development, explained the

background research that was done on this drainage system and told
the Commission that since this is the first time this concept is being
utilized in the City of Allen that the city is requiring some legal
measures be taken by the developer to safeguard the property abutting
the proposed bowling alley (copy of these requirements attached).
Some of the other items discussed regarding this agenda item
include ingress -egress to the proposed bowling alley; distance between
curb cuts along Highway 5; how wide these curb cuts are to be;
distance between rear property line to property owner's fences;
insulation to be utilized to control sound in the bowling alley;
who would maintain landscaping; noise levels as addressed in the
Zoning Ordinance; lighting and signs that would be placed on the
building; the living screen to the rear of the property.
Chairman Pendleton opened the Public Hearing.
The following persons appeared before the Commission and
spoke against this request:

Some of the concerns expressed by the citizens included possible
increased flooding of the area; parking lot lighting; and noise from
the bowling alley.
The Commission explained to the citizenry at the hearing that
the proposed bowling alley and restaurant are approved uses in this
zoning district, which is PD -SC No. 4 (Planned Development -Shopping
Center), and that the developer is only here to have his site plan
approved by the Commission.
Chairman Pendleton closed the Public Hearing.
MOTION: Upon a motion by Commissioner Wolfe and second by Commissioner
Stallings, the Commission voted six (6) for and none (0)
opposed to approve the site plan for the Allen Bawl Addition
as submitted including staff recommendations with approval
by the City Attorney. The motion carried.
Chairman Pendleton recessed the regular meeting of the Allen
Planning and Zoning Commission at 10:20 p.m. The meeting reconvened
at 10:45 p.m.

Chairman Pendleton read the request into the record as follows:
"Approve preliminary and final plat for the Allen Bowl Addition
to the City of Allen. The property described as a 4 acre tract

Consider a Recommendation for
Change of Street Name as
Requested by MCR International
Corporation for Timbercreek
Addition (Agenda Item VII)
Chairman Pendleton read the request into the record as follows:
"Consider a recommendation for change of street name as requested
by MCR International Corporation for Timbercreek Addition."
Bill Petty, Director of Community Development, explained to
the Commission that the request for name change was due to the fact
that there are two streets in Allen that have a very similar name
(Timbercreek Court and Timbercreek Trail). These two streets are
in separate subdivisions and Timbercreek Court presently has people
occupying houses on it. Since Timbercreek Trail does not have
anyone living on it as yet and the street signs have not been ordered
for it, the developer agreed to a name change.
HER International recommended three names to be used in the
place of Timbercreek Trail - Pine Trail, Poplar Trail, or Maple Trail.
MOTION: Upon a motion by Commissioner Wolfe and second by Commissioner
Glass, the Commission voted six (6) for and none (0) opposed
to change the name of Timbercreek Trail to Pine Trail. The
motion carried.

Session Between the Commission
and the City Council (Cont.)
"Report by Commission Chairman concerning joint workshop
session between the Commission and the City Council."
Chairman Pendleton reported to the Commission that he spoke
to the City Council at their last regular meeting on October 21, 1982,
regarding a joint workshop session between the two bodies to
discuss future planning of the city. He told the Council the
dates that the Commission is available to meet and the City Council
decided the best date to meet would be November 1, 1982, at
6:00 p.m.
The Commission discussed what times should be placed on the
agenda and discussed during the meeting.
It was the concensus of the Commission that the following items
should be placed on the agenda for this meeting:
1. Discussion item - What is the concept of a
Comprehensive Plan.
2. Is there a need for a new Comprehensive Plan
for the City of Allen or a need to update the
existing plan.
3. Discussion item - The Frank Osgood Report
Commissioner Wolfe urged each Commissioner to consider how they
want the city to develop and work with the Council in trying to form
a general concensus with regard to the development of a Comprehensive
Plan.
No action was taken on this item.
Adjournment:
MOTION: Upon a motion by Commissioner Larsen and second by Commissioner
Wolfe, the Commission voted six (6) for and none (0) opposed
to adjourn the regular meeting of the Allen Planning and
Zoning Commission at 11:30 p.m. The motion carried.

Subj: Staff Recommendations for Drainage Control System on
Experimental Basis for the Allen Bowl Addition
During the preliminary meetings with the developers of the
proposed Allen Bowl Addition, storm drainage requirements for
developed property was a major concern.
The present drainage design standards for engineering of
storm drainage is to move that water through underground storm
sewers to the nearest waterway adequate in size to carry the
required flow. A concept was introduced to the city by the develop-
er's engineer that is evidently being used successfully by the
Texas Department of Highways and the City of Austin for an above
ground atom water retention area designed and engineered to hold
excess water and release it in small enough amounts that the present
drainage easement and flumes located in the Windridge Addition
would be able to sufficiently carry the water to the street and
to the existing storm sewers.
The design and engineering work was prepared by Mr. Gene
Geer, professional engineer, based on the City of Allen design
calculations for storm water drainage. This design and engineering
has been reviewed by the City Engineer and he has recommended its
use as an experimental drainage system based upon his belief (as
per his attached letter) that this method might be incorporated
as an alternate means in the City of Allen. Drainage Design Standards.
Staff has reviewed the City of Austin design standards for
this type of drainage and would make the following recommendations
if this is to be used as an experimental design:
1. The design and engineering meet bear the seal of a regis-

It should be recognized that according to the City Engineer
this design is adequate to meet city requirements and should be
considered as an alternate for future design and drainage for these
type of areas. The limits of protection recommended by the staff
above are merely safeguards based upon the fact that we, as a city,
at this time have no experience in this type of drainage design and
since it is the first of its nature in our area, we feel we must
C proceed cautiously in this first venture of an experimental nature.

2. Review and approval of the design and engineering by the
City Engineer.
3. In addition to city inspection of, construction the design
engineer must inspect all work and supply an affidavit upon completion
that all construction has met the design, engineering, and standards
required in his original submission.
4. A legal instrument filed of record as a running covenant
with the land involved guaranteeing the following:
a. Recognizing the design to be one of experimental
nature.
b. Assumption of liability for damages to life or adjacent
properties due to flooding because of accumulation or runoff of rain
water resulting in a lack of design standards to meet the current
acceptable City of Allen drainage design standards.
c. Agreement with the City of Allen that at any time the
city finds the experimental design to be of inadequate nature to
adequately carry the waters based upon the 100 year flood calculations
that the owners of the land, upon notice by the city, will install
to city standards underground storm sewer to the nearest waterway
adequate to carry the flow based on current drainage design standards
and that all flow of storm water across the property must be unrestr-
icted at that time.
d. That all shrubs, trees, grass, etc., used as part of
the water retention area be maintained properly at all times.
e. A hold -harmless clause holding the City of Allen harmless
to any cost or claim to any of the above mentioned requirements.
It should be recognized that according to the City Engineer
this design is adequate to meet city requirements and should be
considered as an alternate for future design and drainage for these
type of areas. The limits of protection recommended by the staff
above are merely safeguards based upon the fact that we, as a city,
at this time have no experience in this type of drainage design and
since it is the first of its nature in our area, we feel we must
