The called workshop session of the Allen Planning and Zoning
Commission was called to order by Chairman Pendleton at 7:40 p.m.,
on Wednesday, January 19, 1983, at Rountree Elementary School, 800
E. Main Street.
This workshop session was called by the Planning and Zoning
Commission to fully review the Deed Restrictions for Collin Square
Marilyn Putnam, of Fox & Jacobs, introduced her party to
the Commission and asked if the Commissioners had any questions
regarding the Deed Restrictions.
Tom Cravens, of Fox & Jacobs, explained the sequence of events
that will come about from the present time until Collin Square is
fully developed.
Charles Jordan, Attorney for Fox & Jacobs, discussed how the
Homeowner's Association is brought into existance and how the voting
in said Homeowner's Association works.
Some questions asked by the Commission included, how the dues
for the Homeowner's Association are assessed each year; whether there
is a reserve fund included in the Homeowner's Association budget.

Ann Donmyer, with Falcon Management Company, manager of the
Homeowner's Association, gave the Commission a copy of a document
that explains what the management corporation does in relation to
the Homeowner's Association.
There was some discussion on the ceiling on Homeowner's Association
dues; whether a Homeowner's Association can operate without a management
company; how the dues for the Homeowner's Association are collected;
how the rules and regulations of the Homeowner's Association are
transferred to the individual homeowner; and at what point in time an
individual receives a copy of the Deed Restrictions.
There was considerable discussion on how the city can be assured
that a homebuyer knows about the Homeowner's Association and the fees
associated with it when he or she buys a home. There was also some
discussion on whether Fox & Jacobs can provide a summary of the Home-
owner's Association to a prospective buyer.
The Commission discussed, in detail, the Deed Restrictions and
made recommendations for some changes in said restrictions. There
was also some discussion on whether the City Attorney should review
the Deed Restrictions for form and content.
Chairman Pendleton recessed the Workshop Session at 9:50 p.m.
These minutes approved on the 27th day of January 1983.
