The regular meeting of the Allen Planning and Zoning Commission
was called to order by Chairman Pendleton at 7:30 p.m. in the City
Council Chambers of the Allen Municipal Annex, #1 Butler Circle,
Allen, Texas.
Approval of Minutes:
August 11, 1983 Regular Meeting (Agenda Item II)
Chairman Pendleton read the item into the record as follows:
"Approve minutes of August 11, 1983, Regular Meeting."
MOTION: Upon a motion by Commissioner Koch and second by Commissioner
Larsen, the Commission voted six (6) for and none (0) opposed
to approve the minutes of August 28,1983, as submitted. The
motion carried.
Request to Appear by
Joel B. Goldsteen
(Agenda Item III)
Chairman Pendleton read the item into the record as follows:
"Request to appear by Joel B. Goldsteen Planners, Inc., to
request a Workshop Meeting on Zoning Cases No. Z8-15-83-36 and
No. Z8-15-83-37."
MOTION: Upon a motion by Commissioner Andrew and second by Commissioner
Larsen, the Commission voted six (6) for and none (0) opposed
to set the date for a Workshop for this agenda item on September
8, 1983, at 6:30 p.m. The motion carried.

Set a Date for a Public Hearing
by Joel B. Goldsteen, Planners (Agenda Item IV)
Chairman Pendleton read the item into the record as follows:
"Set a date for a Public Hearing as requested by Joel B. Goldsteen
Planners, Inc. A 20.595 acre tract of land out of the David Wetsel
Survey, Abstract No, 977, recorded in Volume 683, page 784, Deed
Records of Collin County, Texas. Further described as located at
the intersection of Park Place Drive and the east side of Jupiter
Road. Current zoning on this property is MF -1 (Multi -Family) and
TH (Townhouse). Their request is for rezoning to PD (Planned Dev-
elopment) and Site Plan Approval for the purpose of development of
Multi -Family and Townhouse Development. Zoning Case No. Z8-15-83-36"
MOTION: Upon a motion by Commissioner Larsen and second by Commissioner
Wolfe, the Commission voted six (6) for and none (0) opposed to
set the date for Public Hearing on September 8, 1983. The motion
carried.
Set a Date for a Public Hearing

Chairman Pendleton read the item into the record as follows:
"Set a date for a Public Hearing as requested by Joel B. Goldsteen
Planners, Inc. A 4.12 acre tract of land out of the David Wetsel
Survey, Abstract No. 977, recorded in Volume 683, page 784, Deed
Records of Collin County, Texas. Further described as fronting
the north side of the realignment of Park Place Drive approximately
1327 feet east of Jupiter Road. Current zoning on this property
is TH (Townhouse); and Site Plan Approval is the request. Zoning
Case No. Z8-15-83-37"
MOTION: Upon a motion by Commissioner Andrew and second by Commissioner
Larsen, the Commission voted six (6) for and none (0) opposed to
set the date for Public Hearing on September 8, 1983. The
motion carried.
Set a Date for a Public Hearing
by Exchange Group, Inc. (Agenda Item VI)
Chairman Pendleton read the item into the record as follows:
"Set a date for a Public Hearing as requested by Exchange Group, Inc.
A 1.829 acre tract of land out of the Lewis Weisel Survey, Abstract
N. 978, fronting the west side of Highway 5. This request is for
Planned Development Zoning and Site Plan Approval to coincide with
annexation request. Zoning Case No. Z8-22-83-28"
MOTION: Upon a motion by Commissioner Wolfe and secondy by Commissioner
Larsen, the Commission voted six (6) for and none (0) opposed
to set the date for Public Hearing on September 8, 1983. The
motion carried.

Public Hearing -Consider Final Site
Plan by 4 -Way Development (Agenda Item VII)
Chairman Pendleton read the item into the record as follows:
"Public Hearing -Consider Final Site Plan Approval requested by 4 -Way
Development Company for the Single Family Detached zoning on a tract
of land being situated in the Peter Fisher Survey, Abstract No. 324,
and being a resurvey of a called 183 acre tract of land conveyed by
H.A. Rothfus and wife, Halye Rothfus to Cecil 0. Patterson as re-
corded in Volume 397, page 335 of the Collin County Deed Records.
Further described as being a part of a Planned Development request
at the southwest corner of Exchange Boulevard and Malone Road.
Zoning Case No. Z6-8-83-28"
Greg Boyd presented this item on behalf of 4 -Way Development Co.
He stated that the open space area would be provided as a park area to
the City of Allen.
Bill Petty, Director of Community Development, spoke on behalf of
the Staff. He stated that only two (2) house would back on Exchange
Boulevard. This was do to the design of the development.
Chairman Pendleton opened the Public Hearing.
There was no one to speak for or against this item.
Chairman Pendleton closed the Public Hearing.
MOTION: Upon a motion by Commissioner Koch and second by Commissioner
Larsen, the Commission voted six (6) for and none (0) opposed
to recommend approval of theSitePlan_and.screeaingwahi detail
be approved by Staff at the time of construction . The motion
carried.
Public Hearing -Consider Rezoning
by Bob Carr (Agenda Item VII)
Chairman Pendleton read the item into the record as follows:
"Public Hearing -Consider rezoning 34.7005 acres out of the 41.7105
acre tract of land presently zoned R-2 to 5.19 acres R-3 (Residenti-
al), 27.4633 acres R-4 (Residential) and 2.0472 acres LR (Local
Retail). The 41.7105 acre tract of land is situated in the William
Snider Survey, Abstract No. 821, and is a part of a 43.17 acre tract
of land recorded in Volume 516, pages 47-48 of the Collin County
Deed Records. Further described as being the southeast corner of
F.M. 2170 and Malone Road. Zoning Case No. Z6-6-83-27-2"
L Bob Carr presented this item to the Commission. He pointed out that
a provision to help the surrounding property owners was made by locating
the R-2 and R-3 next to their property.

Bill Petty, Director of Community Development, spoke on behalf of
the Staff. He pointed out that Mr. Carr had revised this agenda item
from his first presentation.
Chairman Pendleton opened the Public Hearing.
There was no one to speak for or against this item.
Chairman Pendleton closed the Public Hearing.
MOTION: Upon a motion by Commissioner Larsen and second by Commissioner
Andrew, the Commission voted six (6) for and none (0) opposed
to recommend approval of agenda item VIII to the City Council.
Other Business -Parks and
Rec. Dept. Proposal (Agenda Item IX)
Chairman Pendleton read the item into the record as follows:
"Other Business. Update from Parks and Recreation on Rowlett Creek
Request for Proposal presented by Mark Thornton"
Mark Thornton, Director of Parks and Recreation Department, presented
this item to the Commission. He recommended that a Workshop between Parks
and Recreation Department and the Planning and Zoning Commission be planned
to determine the guide lines for the park development in Allen.
MOTION: Upon a motion by Commissioner Glass and second by Commissioner
Andrew, the Commission voted six (6) for and none (0) opposed
to set a date for a joint meeting for September 19, 1983, at
7:30 p.m. The motion carried.

This was a discussion item, there was no action taken upon it.
Budget Update (Agenda Item XI)
This was a discussion item, there was no action taken upon it.
Adjournment:
MOTION: Upon a motion by Commissioner Wolfe and second by Commissioner
Koch, the Commission voted six (6) for and none (0) opposed to
adjourn the Regular Meeting of the Allen Planning and Zoning
Commission at 8:45 p.m. /T-hfiee motion carried.
