was called to order by Chairman Pendleton at 7:30
p.m. at
the Allen
Municipal Annex,
Ill Butler Circle, Allen, Texas.
Approve Minutes of
February 23, 1984
Regular Meeting (Agenda Item II)
Chairman Pendleton read the agenda item into the record as follows:
"Approve minutes of February 23, 1984, Regular Meeting."
MOTION: Upon a motion by Commissioner Armand and second by Commissioner
Koch, the Commission voted six (6) for and none (0) opposed to
approve the minutes of February 23, 1984, Regular Meeting. The
motion carried.

MOTION: Upon a motion by Commissioner Koch and second by Commissioner
Glass, the Commission voted five (5) for and one (1) abstaining
vote, that being Commissioner Armand, to approve the minutes of
February 28, 1984, Workshop. The motion carried.
Set a Date for
a Public Hearing

Chairman Pendleton read the agenda item into the record as follows:
"Set a date for a public hearing requested by Tim Tompkins on a PD
(Planned Development) being 409± acres. Tract A being 197± acres
situated in R.C. Whisenant Survey, Abst. #1012, City of Allen, con-
veyed to Landtex Dev. recorded in Vol. 1171, Page 289, Collin County
Deed Records. Tract S being 1121 acres situated in R.C. Whisenant
Survey, Abst. 111012, City of Allen, conveyed to Landtex Dev. recorded
in Vol. 1207, Page 892. Tract C being 363 acres situated in G.W. Ford
Survey, Abst. 11328, City of Allen, being part of a 91± acres conveyed
to Joseph W. Reddick recorded in Vol. 1068, Page 496. Tract D being
63± acres in G.W. Ford Survey, Abst. #328, City of Allen, conveyed to
Landtex Dev. recorded in Vol. 1170, Page 871, Collin County Deed Re-
cords. Further described as 409± acres surrounded by proposed Chapparal
Road on the south, Allen Heights Drive on the east, Cottonwood Creek
on the west, and Park Place Drive on the north. Zoning Case No.
Z3-2-84-10."
MOTION: Upon a motion by Commissioner Armand and second by Commissioner Koch
the Commission voted six (6) for and none (0) opposed to set the
date for Public Hearing on March 22, 1984. The motion carried.

Chairman Pendleton read the agenda item into the record as follows:
"Set a date for a Public Hearing requested by Joel Goldsteen on a PD
(Planned Development) being 33± acres. This land situated in the James
T. Roberts Survey, Abst. 11777, being part of a 47.2 acre parcel des-
cribed and conveyed by deed recorded in Vol. 514, Page 531, of the
Collin County Deed Records. Further described as being north of Ex-
change, east of Hgihway 5, and north of proposed Allen Heights con-
tinuation. Zoning Case No. Z3-5-84-11."

Set a Date for
a Public Hearing
by Joel Goldsteen (Cont.)
MOTION: Upon a motion by Commissioner Koch and second by Commissioner
Glass, the Commission voted five (5) for and one (1) Commissioner
abstaining, that being Commissioner Armand, to set the date for
public hearing for April 12, 1984. The motion carried.
Public Hearing
Folsom 40t Acres (Agenda Item VI)
Chairman Pendleton read the agenda item into the record as follows:
"Public Hearing -A request by Folsom and Associates. Being a tract
of 40'_ acres on the northeast corner of Exchange Parkway and U.S. 75
in the James L. Reed, Abst. 4758, Vol. 1491, Page 383 of the Collin
County Deed Records. Zoning Case No. Z2-15-84-7."
J.T. Dunkin, planner for Folsom and Associates, presented the request
to the Commission.
Chairman Pendleton opened the public hearing.
James Shawn, 223 Exchange Parkway, asked the size of the houses and
whether they would front on Exchange Parkway. He was also concerned with
the change of zoning from AO to PD, especially being Single Family on the
north side of Exchange Parkway.
Mr. & Mrs. Don Fagan, 211 Exchange, questioned the sewer and water
flow through the existing subdivision and the new proposed area.
Willie Shaw, expressed concern with the change of Exchange Parkway
to New Exchange Parkway and having two streets with the same name.
Dick Bowers, 217 Shady Glen, expressed concern with the single family
houses and how they would front as to on Exchange or in another direction.
There was no one to speak against this request.
Chairman Pendleton closed the public hearing.
MOTION: Upon a motion by Commissioner Armand and second by Commissioner
Andrew, the Commission voted six (6) for and none (0) opposed to
recommend approval of the request. The motion carried.
Chairman Pendleton recessed the meeting at 8:15 p.m. The meeting
reconvened at 8:35 p.m.

Workshop Requested
by Bob Harper (Agenda Item VII)
Chairman Pendleton read the agenda item into the record as follows:
"Workshop as requested by Bob Harper. Being a tract of 7741 acres of
land in the Jesse A. Gough Survey, Abst. 347, David M. Tucker Survey,
Abst. 914, James W. Parsons Survey, Abst. 704, the Alfred Slack
Survey, Abst. 854; being tracts conveyed to Trustees of E Systems,
Inc. Pool Trust from Gary W. Brower Trustee recorded in Vol. 1016,
Page 162, of the Collin County Deed Records and being 153* acres
situated in James W. Parsons Survey, Abst. 704, a resurvey of 151
acres as described in a deed from John Willard Green and Leonard
Malcolm Green, Independent Co -Executors to John T. Green, et al,
dated May 1977, recorded in Vol. 1050, Page 514, of the Collin
County Deed Records. Zoning Case No. Z2-20-84-8."
Bob Harper presented the workshop proposal to the Commission. He had
with him their engineers Ron Fix and Dave Pierson. Also, Willard Baker and
the adjoining property owner John Green. They presented the land use plan,
the lot size and distribution of the request and the proposed thoroughfares
of the request.
Concerns of the Commission were the proposed thoroughfares placement
and the zoning around those areas. If the thoroughfares were in another
place, the office and general business zoning would not be appropriate at
the requested area. Also, distribution of the house sizes not in porportion
with the lot sizes. The mixture of dwelling sizes not distributed. Also,
there was concern with the proposed thoroughfares and the amount of traffic
to be generated from them onto 2170 and Rowlett Road.
The Commission suggested that more study be given to this request and
more detail consideration be given to the mixture of dwelling unit sizes.
They also suggested that a traffic study be done on the proposed thorough-
fares.
Concensus of the Commission was to set a date for another workshop
for March 14, 1984, Wednesday, at 7:30 p.m.

MOTION: Upon a motion by Commissioner Koch and second by Commissioner
Armand, the Commission voted six (6) for and none (0) opposed to
adjourn the meeting at 10):50 p.m. The motion carried.
