WORKSHOP MEETING

The Workshop Meeting of the Allen Planning and Zoning
Commission was called to order by Vice Chairman Glass at 7:00
p.m. in the Council Chambers of the Allen Municipal Annex,
One Butler Circle. Allen. Texas.

Vice Chairman Glass read the agenda item into the record
as follows:
"Workshop as requested by Russell Smith, attorney and
agent for Martin Tycher Properties, on a presubmission
zoning request for approximately 440 acres of land."
Russell Smith, attorney for Martin Tycher, began the
meeting by introducing all the people involved with Tycher
Properties. Those being, Fred and Martin Tycher, David Reisinger,
Ralph Kilman, and Joe Barta.

David Reisinger presented the majority of the plan. The
major consideration on this property is the grade separation
over the railroad and flood plain. David handed to each of
the Commissioners a map of the proposed concept development
plan. He pointed out that there are 45 acres in the flood
plain, and 25 acres in the flood way.
Commissioner Garcia asked Mr. Reisinger about the trees.
David stated that most of the trees are in the flood way.
Commissioner Armand told the proponents that a traffic
analysis would need to be done. Mr. Reisinger told the Commission
that Mr. Jack Hatchell, with Barton -Ashman, is the traffic
engineer for the project.
Commission showed some concern with the size of the
business park district. Mr. Reisinger responded by stating
that the district is 300 to 500 feet in depth.
It was also pointed out that 4% of the property is
right-of-way, and 58 is flood way. The approximate costs
to the developer for structural improvements will be 4 million
dollars. There will probably be a need for a culvert over the
flood plain on Exchange.
There have been 75 acres designated for a community park,
25 acres which are in the flood plain. The map that was passed
out showed an extreme bend in Exchange Parkway to the south.
Commission suggested that the proponent bend the roadway more
to the north.
Bill Petty stated that there is too much multi -family,
especially too close. He told the developer to try and follow
the proposed land use plan for the south side of their project.
It was brought up that the commercial is extremely large for
the intersection, and the other commercial district to
the south should not exist. It was suggested to buffer with
multi -family. Bill also stated that the proposed land use plan
does not show LI where the proponent is proposing LI. The
new proposed plan shows mostly residential for that area.
Commissioner Wilson stated that he had a problem with
the proposed 702 units of continuance multi -family, and
suggested possibly changing Tract G to TH.

Consensus of the Commission was to hold another workshop
meeting.
Adjournment:
MOTION: Upon a motion made by Commissioner Wilson and seconded
by Commissioner Garcia, the Commission voted 5-0 to
adjourn the meeting at 8:95 P.M. The motion carried.
