The Regular Meeting of the Allen Planning & Zoning Commission was
called to order by Vice Chairman Wilson at 7:34 p.m, in the
Council Chambers of the Allen Municipal Annex, One Butler Circle,
Allen, Texas.
Minutes
June 13, 1985 (Agenda Item II)
Vice -Chairman Wilson read the agenda item into the record as
follows:
"Approve minutes of June 13, 1985, Regular Meeting."
MOTION: Upon a motion by Commissioner Armand and seconded
by Commissioner Pennington, Commission voted
4-0 to approve the minutes of June 13, 1985.

Carnes Development (Agenda Item III)
Vice -Chairman Wilson read the agenda item into the record as
follows:
"Consider a request by J. T. Dunkin, Agent for Carnes
Development Company, regarding 60± acres, having 56.9
acres situated in the John Davis Survey, Abstract No.
255, and 3.5 acres situated in the J. A. Taylor Survey,
Abstract No. 908, in the City of Allen, Collin County,

"Texas. These two tracts are identified and delineated
in the Official Zoning Map as P.D. 2 and P.D. 12, further
described as being south of F.M. 2170, east of Hillside
Lane, and west of Allen Heiahts Road. The request is to
change the present zoning of P.D. 2 and P.D. 12 to Planned
Development (PD) 33, which would include residential,
office, and retail development."
Mr. J. T. Dunkin, representing Carnes Development Company,
presented the zoning case to the Commission. He stated the uses
in this area will be Office, Shopping Center, Multifamily, and
Patio Home. They are changing from three service stations to
two stations. He indicated he has discussed park access with
Mark Thornton. The open space requirement of 3.7 acres is met.
He added that screening would be used behind the local retail to
block the buildings from the view of the apartments. Allen Heights
will be landscaped as a buffer from the residential across the
street. This landscaping will continue through the office tract.
Vice Chairman Wilson opened the Public Hearing.
With no one wishing to speak either for or against this zoning
action, Vice Chairman Wilson closed the Public Hearing.
Tom Keener spoke for staff. He questioned the site plan as to
the alleys in Tract G. Mr. Dunkin stated space is allowed for
either front or rear entry garages and alleys are shown on the
plan. Tom Keener stated there as been a decrease in the multi-
family and the housing changed from duplex to zero lot line
homes. He stated this is basically a redistribution of existing
zoning. He added the request for the service station was reduced from
three service stations and one station only. He discussed his
analysis in relation to the Comprehensive Plan.
Bill Petty stated he has talked with Mr. Bass regarding the
extension of Allen Heights Road. Staff did not want this
development to go in before Allen Heights Drive is completed.
The alignment of Hillside with Allen Heights Drive is very
important and needs to be addressed. Mr. Petty stated that
Allen Heights needs to be built before any construction in this
development.
Mr. Carnes would be responsible only for the north side of the
road. He would put in two lanes of an eventual six -lane divided
road.
Vice Chairman Wilson asked for a presentation on the traffic impact.
Mr. Jones presented the study.

Jack Pennington stated this is a better distribution of land uses.
He will want to see rear entry garages and we need some sort of
agreement on Allen Heights Drive in conjunction with the develop-
ment.
Mr. Carnes stated that his understanding with Don Bass was that both
of them would develop Allen Heights Drive at the time of this
development. Discussion followed as to whether this meant Allen
Heights all the way to Hillside or only within the distance of
the development.
Mr. Carnes stated his intention is that as he develops along Allen
Heights section of this property only, the road would be constructed.
Mr. Bass would develop the southern two lanes and continue to
Hillside Lane. Mr. Carnes stated he had not addressed the
question of development of Allen Heights being completed before any
■�''+, section of Tract D or C is developed.
Commission expressed concern with Tract C and D being developed
without Allen Heights being developed.
Commissioner Armand questioned the height of the office buildings.
Mr. Dunkin stated they would not be over two stories.
Commissioner Hoover questioned the difference in flood plain between
what the FEMA maps say and the presentation here tonight. Mr. Petty
stated Mark Thornton has reviewed from the standpoint of the linear
park system and finds it satisfactory.
Commissioner Hoover asked about Tract D, on the west side, as to
the screening used. The cul-de-sac at Hillside needs a buffer.
Mr. Dunkin stated there will be private property between the
cul-de-sac and Hillside which could be a buffer.
Vice Chairman Wilson agreed that private property in the cul-de-sac
needs to buffer Hillside. He added he would like screening along
Hillside. He mentioned one lot on Allen Heights Road abuts the ROW
of Allen Heights Road.
Mr. Petty stated the policy would call for all lots on Allen Heights
to be screened.
Commissioner Wilson stated he would like to see rear entry garages.
Mr. Carnes' portion of Allen Heights Drive should be completed before
any certificate of occupancy is issued on any tract in the proposed
P.D. Maximum height in the office district should be two stories.
Commissioner Garcia stated he would like to see more office and
less commercial.

Commissioner Pennington stated the following findings:
1. Open space reclamation... we have considered
that the Parks and Recreation is in approval of
the plan as submitted and it does not conflict
with our linear park system.
MOTION: Upon a motion by Commissioner Pennington and seconded
by Commissioner Armand, Commission voted 4-0 with 1
abstaining, to approve Agenda Item III with the
following modifications:
1. Tract G, the homes will have rear entry garages.
2. The office district be limited to 2 -story maximum.
3. Any reclamation done in the Flood Plain be carried
through the proper procedure with FEMA people and
approved by city engineers.
4. Screening be required along Hillside in Tract G
along Hillside and Allen Heights.
5. Allen Heights Drive, before any Certificate of
Occupancy is issued for any tract, that developer's
portion of Allen Heights be completed to Hillside,
and that they coordinate with Mr. Bass to hopefully
complete it.
Final Plat
Cottonwood Bend #6B (Agenda Item IV)
Vice Chairman Wilson read the agenda item into the record as
follows:
"Consider Final Plat approval by Don Tipton Engineering
for Cottonwood Bend #6B Addition to the City of Allen.
This tract of land is situated in the R. L. Ingram Survey,
Abstract No. 462, and the MCBain Jamison Survey, Abstract
No. 491, City of Allen, Collin County, Texas, and further
described as being north of Cottonwood Bend No. 4 and east
of Jupiter Road."
Pat Atkins presented this plat as a continuation of the Landmark
Development in Cottonwood Bend. He stated his company is in
agreement with all the changes recommended by city engineer. He
stated this is the remaining piece that Landmark owns on the
south side of Bethany Road.
Vice Chairman Wilson asked for staff comments. Bill Petty stated
that there are a few minor engineering items, but nothing in
relation to this plat.

Final Plat
Cottonwood Bend #6B (Continued)
MOTION: Upon a motion by Commissioner Garcia and seconded
by Commissioner Hoover, Commission voted 5-0
to approve Agenda Item IV.
Staff Report
Housing, Population and Employment Projections (Agenda Item V)
Vice Chairman Wilson read the agenda item into the record as
follows:
"Review staff report on Housing, Population, and Employment
Projections."
Bill Petty presented the report to the Commission. He summarized
the report and stated population is based on permit activity, and
is projected at 51,720 for the year 2000.
He added Don Walden expressed his appreciation for the City's
effort in putting this report together. Mr. Walden has forwarded
this report to the State.
Mr. Petty requested that the Commissioners maintain this report
and use it as a tool in association with the Comprehensive Plan.
Other Business:
Vice Chairman Wilson recognized this as being Commissioner Hoover's
last meeting.
Adjournment:
MOTION: Upon a motion by Commissioner Garcia and seconded
by Commissioner Armand, Commissioner voted 5-0
to adjourn to Regular Meeting of the Allen Planning
& Zoning Commission at 9:35 P.M.
