WORKSHOP MEETING

The workshop Meeting of the Allen Planning & Zoning Commission
was called to order by Chairman Glass at 7:35 P.M. in the Open
Space Area of the Allen Municipal Annex, One Butler Circle,
Allen, Texas.
Workshop
Bryan Bush Tract (Agenda Item II)
Chairman Glass read the agenda item into the record as follows:
"Workshop for Bryan Bush on 180.170 acres of land
currently zoned "AO" Agriculture Open Space."
Mr. Dunkin discussed the right-of-way shown. Mr. Petty stated
that it will be important to stay as close to the Comprehensive
Plan as possible.
Chairman Glass asked if there were any questions or concerns that
the property owners wished to express at this time. Mrs. Elizabeth
Roberts, Owner, expressed concern about the proposed bridge on her
property, and questioned the fairness of being financially
responsible for the entire bridge as proposed. Mr. Petty commented
that the property owner is responsible for that portion of the work
on her property.

Mr. John Springer of Campbell Company expressed concern that
the zoning and thoroughfare plan presented in their portion
of the Bryan Bush Tract submission greatly differs from the
Comprehensive Plan which they have already used for planning
purposes. This proposal shows their intersection with only
3 corners rather than 4 corners as shown on the land use map,
and he claimed that variation might be detrimental to their
plans.
Mr. Wines, Owner, argued that the existing back road to his
property should remain the same as shown in the Comprehensive
Plan.
Mr. Mike Allison representing himself and Dr. Stringfellows'
tract stated that they wanted the zoning and the road already
shown in the Comprehensive Plan to remain as shown in the
Comprehensive Plan, Neighborhood Residential Tract, and
Shopping Center tract north and south of Stacy Road to remain
the same. He has no objection to the thoroughfare plan being
proposed.
Mr. Hal Jones of Sones-Friebele, Consulting Engineers, Inc.,
did a traffic analysis of this proposed tract and the roads.
He found that the traffic generated by these tracts on to
Watters Road and 121 would be substantial.
Mr. Petty stated that the traffic analysis should be reviewed
by the Council of Governments. The flood plain in this area
will not be known until FEMA finishes their Green Belt Study.
The uses are compatible for this area at this time.
Commission expressed concern in Tract 4 of the height requirement.
The 3 story is not to exceed 45 feet.
Mr. Petty commented on the thoroughfare plan for this area. He
asked Mr. Dunkin to do a comparison study on the traffic analysis
for this proposal and compare it to the tables in the Comprehensive
Plan.

Adjourn:
MOTION: Upon a motion by Commissioner Garcia and second by
Commissioner Wilson, Commission voted 7 FOR and 0
AGAINST to adjourn the Workshop Meeting of the Allen
Planning & Zoning Commission at 9:50 P.M. The motion
carried.
