WORKSHOP MEETING

The Workshop meeting of the Allen Planning & Zoning Commission
was called to order by Chairman Glass at 6:50 P.M. at the Allen
Municipal Annex, One Butler Circle, Allen, Texas.
Workshop Session
(Agenda item II)
Consensus of the Commission was to send a recommendation to
City Council that an ordinance should be drafted giving police
power to ticket and/or tow away cars that are illegally parked
in a handicapped zone.
Consensus of the Commission was to send a recommendation to
City Council that a joint workshop be held to consider the
following recommendations for changes and/or additions to the
Comprehensive Zoning Ordinance. These would be in two categories;
Technical revisions and Major revisions, which would require
in depth discussions between the two bodies.
The technical changes and/or additions would be as follows:

I. Put amendments in order; such as Private Club and
Restaurant/Private Club, Central Business District,
and Site Plan.
II. Section 1.09 - suggest additional cul-de-sac drawings
III. Section 2.03 - paragraph 1, suggest adding the wording...
"and faces upon a dedicated street with some frontage to
a dedicated street."
IV. Section 2.07 - Temporary Uses: in paragraph 2, add
"No more than one model park, including one sales
office, shall be allowed for any one builder in any
one subdivision.
Delete remainder of paragraph after "construction remains
continuous.." and replace with "and the builder has unsold
lots remaining in the subdivision."
V. Section 2.10 - Definitions
For definition No. 47, remove the word "lot."
For definition No. 105 and 133, change the wording
to reflect "a visual screen is a wall permanently
affixed..."
VI. Section 3.02 - paragraph 2.1 - appendix should be
clarified in details.
VII. Section 3.03 - parking...parking spaces shall not be
less than nine (9) feet wide.
- parking... paragraph 18 change wording to
,.one space for every 200 square feet."
VIII. Section 3.05 - Consensus of the Commission was that
a statement indicating that five (5) percent landscaping
was required should be sufficient.
IX. Section 4.03 - Criteria in this section should be changed
to reflect the following items in addition to the ones
indicated as remaining, paragraph 3.
a. delete
b. should remain
C. delete
d. delete statements following the comma.
e. delete
f. should remain
g. delete, change to read "would necessary utilities be
available at this time or adequately planned?"

1. Consider additional statement regarding what
safety items should be considered.
m. Consider additional statement regarding whether
this would be considered spot zoning.
The major revisions to be addressed would be as follows:
I. Section 2.06 - Specific Use Permits, add the following
criteria to be considered:
a. no outside storage
b. no outside display
c. screening required if property is an outparcel
d. consider compatibility to adjacent uses (including
but not limited to noise, smoke, odors, lighting, etc.)
e. are there any safety factors that should be considered?
f. if permitted use requires parking above and beyond
the normal needs, this should be considered
g. alleys and fire lanes shall not provide ingress/
egress for entry
II. Section 2.09 - Site Plan Approval - the following items
are recommended for consideration:
a. criteria should be definite
b, consider staff approval as sufficient, except in
Planned Developments
c. Any exceptions requested would go to Board of Adjustment
d. PD site plans would go to Commission, except on
residential—the plat would continue to serve as
site plan
e. Commission's approval of preliminary plat would
suffice the need for site plan approval
f. If staff desires site plan to go to Commission, staff
shall request the same.
III. Section 2.10 - Definitions
a. Definition 58: staff will work on recommendation
IV. Section 3.01 - Zoning Districts
Recommendation is to establish new zoning districts to
bring the Zoning Ordinance in compliance with the
Comprehensive Plan.

V. Section 3.05 - Landscaping
Recommendation is for a five (5) percent requirement
to be sufficient.
Recommendations regarding a secondary thoroughfare plan are
as follows:
I. A plan should include the entire ETJ
II. A specific need should be established
III. Recommend funding to be established for hiring a
consultant to do a plan for the City.
IV. Funding would be less than $10,000.
V. Findings:
a, if we intend for the secondary thoroughfares to go
in particular locations, we need to be the ones doing
the planning rather than developers.
b. This should be accomplished as soon as possible.
Adjourn: (Agenda Item III)
MOTION: Upon a motion by Commissioner Garcia and a second
by Commissioner Armand, Commission voted 6 FOR and 0
OPPOSED to adjourn the June 3, 1986 workshop meeting
of the Allen Planning & Zoning Commission at 10:00 p.m.
The motion carried.
