CALL TO ORDER:
The Allen Planning & Zoning Commission was called to order by
1 Chairman Browning at 7:30 p.m. in the City Council Chambers,
Allen Municipal Annex, One Butler Circle, Allen, Texas.
Approve Minutes
May 28, 1987 (Agenda Item II)
Chairman Browning read the agenda item into the record as
follows:
"Approve minutes of May 28, 1987, Regular meeting."
MOTION: Upon a motion by Commissioner Latimer and a second
by Commissioner Karlsruher, the Commission voted
6 FOR and 0 OPPOSED to approve the minutes of May 28,
1987. The motion carried.

Chairman Browning read the agenda item into the record as
follows:
"Public Hearing - Consider a request by Mrs. Doyle
S. Stacy to change the zoning on 95.62 acres zoned
"11,-0" Agriculture -Open Space to "FP -PD" Flood Plain -
Planned Development to include Corridor Commercial uses
of retail and office and Light Commercial uses. The
property is located in the following surveys and
abstracts:

"A 95.81 acre tract or parcel of land lying
and being situated in the F. Wilmeth Survey,
Abstract No. 999, Collin County, Texas, and
being a portion of the 89.1 acre tract of land
described by the deed recorded in Volume 320,
page 82, of the Deed Records of Collin County,
Texas;
"A 12.78 acre tract or parcel of land lying and
being situated in the L. K. Pegues Survey,
Abstract No. 702, the F. Wilmeth Survey, Abstract
No. 999, and the Henry Wetsel Survey, Abstract
No. 1026, Collin County, Texas, and being a portion
of Tract One described by the deed recorded in
Volume 320, page 82, of the Deed Records of
Collin County, Texas;
"A 37.03 acre tract or parcel of land lying and
being situated in the F. Wilmeth Survey, Abstract
No. 999, and Henry Wetsel Survey, Abstract No.
1026, and the L. K. Pegues Survey, Abstract No.
702, Collin County, Texas, and being a portion
of Tracts One, Two, and Three, described by
the deed recorded in Volume 320, page 82, of
the Deed Records of Collin County, Texas;
further described as being south of Stacy Road and east and
west of S.H. 75."
Mr. Mike Hoffman presented the request to the Commission. The
proponent is requesting FP -PD zoning with Corridor Commercial
and Light Commercial uses which include office, retail, and limited
light industrial uses. They have requested that parking be allowed
within the second 50 feet of the front yard setbacks in Tract 1.
The traffic study has been completed by Jones and Friebele. The
study was done previous to the light commercial designation on Tract 2.
Mr. John Friebele, Jones and Friebele Consulting Engineers of
Garland, Texas, presented the results of the traffic study. He stated
that the study had shown office use for Tract 2 when originally
completed. With the change to Light Commercial, considering a 50-50
mix of office and retail, it would increase the daily trips by 2.103
per day. He stated there would be no additional negative impact on
the LOS caused by the addition of retail to Tract 2. The LOS would
be level C.

The Commission discussed the FAR proposed for the Light Commercial
tract. It was the consensus of the Commission that the request
should be for .3:1 for the retail and 1:1 for the office uses in
Tract 2, and the proponent requested this change be made to the
request. The change resulted from the fact that the .3:1 FAR
was used for retail in the calculation of traffic generation for
Tract 2.
Chairman Browning opened the public hearing.
Mr. Bryan Bush, 5797 S. Laredo Ct., Aurora, Colorado 80015,
spoke in favor of the request.
Chairman Browning closed the public hearing.
Mr. Keener stated that the proposal is in conformance with the
Comprehensive Plan. He suggested two items of concern:
1) The delineation of the flood plain acreage needs
to be removed because the flood plain study has
not been completed.
2) The right-of-way for Stacy Road needs to be shown
as 140 feet, which is appropriate for an 8 -lane
divided road.
Commissioner Armand stated concerns with the parking allowance
within the first 50 feet of the front yard setback in Tract 1.
This is not in conformance with the Corridor Commercial District
proposal currently before the City Council.
Commissioner Latimer stated that the Corridor Commercial uses
have not been approved by City Council at this time.
Mr. Keener advised the Commission that this request is for a
planned development, and the uses could be accepted or amended
as the Commission prefers.
MOTION: Upon a motion by Commissioner Garcia and a second
by Commissioner Karlsruher, the Commission voted
6 FOR, 0 OPPOSED, with 1 ABSTENTION to approve the
request for the Stacy Home Place tract with an
amendment to show the right-of-way for Stacy Road
as 140 feet; to remove the specifics of acreage for
the flood plain; and to remove the provision for
parking within the 100 -foot front yard setbacks in
Tract 1. The motion carried.

Findings:
1. The request is consistent with the Comprehensive Plan.
2. The request maintains a level C of traffic.
3. The request conforms to proposed uses for the
Corridor Commercial District, and are in keeping
with the plans for this area.
Commissioner Armand stated that he had abstained because he
is uncomfortable with the uses in the Corridor Commercial and
Light Commercial tracts since City Council has indicated concern
for these districts.
Chairman Browning stated that the uses in these districts conform
to those uses that were sent forward to Council for consideration
by this Commission by a unanimous vote.
Tom Keener stated he had discussed with the proponents the
possibility of submitting the request as straight zoning, but
they elected to submit it as a planned development because
the City Council has not yet approved the Corridor Commercial
District.
Other Business:
Staff advised the Commission that the City Council will meet
in workshop session on June 17, 1987, to consider revisions to
the Zoning Ordinance.

MOTION: Upon a motion by Commissioner Garcia and a second by
Commissioner Contreras, the Commission voted 7 FOR and
0 OPPOSED to adjourn the June 11, 1987, meeting at
8:03 p.m. The motion carried.
