CALL TO ORDER:
The Allen Planning & Zoning Commission was called to order at 7:30 p.m. by
Acting Chairman Armand, at the Allen Municipal Annex, City Council Cham-
bers, One Butler Circle, Allen, Texas.
Approve Minutes
May 12, 1988
(Agenda Item II)
Acting Chairman Armand read the agenda item into the record as follows:
"Approve minutes of May 12, 1988, Regular meeting."
MOTION: Upon a motion by Commissioner Karlsruher and a second by Commis-
sioner Lee, the Commission voted 4 FOR and 0 OPPOSED to approve
the minutes of May 12, 1988, as presented.
Acting Chairman Armand discussed a brochure supplied by Mr. Tom Keener
regarding seminars being offered by Council of Governments for planing and
zoning commissioners. Mr. Keener suggested the seminar on June 24 would be
especially beneficial to new commissioners and the one on September 9 to
experienced commissioners.
However, all commissioners are encouraged to attend both classes.

Revision of
Subdivision Ordinance (Agenda Item III)
Acting Chairman Armand read the agenda item into the record as follows:
"Consider schedule and agenda for Subdivision Ordinance review."
The Commission discussed the method of reviewing the Subdivision Ordinance
and whether they desired to proceed at a fast or slow pace. It was recog-
nized that if a fast pace is considered, it will be necessary to hold workshop
meetings in addition to the regularly scheduled meetings. At this pace (1
meeting a week), the review could possibly be complete by the end of summer.
If no workshops are considered, agenda items might interfere with the review
process and delay the procedure.
Mr. Tom Keener advised the Commission that he had been in contact with Dr.
Goldsteen and Mr. J. T. Dunkin in regard to their speaking to the Commission
from an academic standpoint regarding subdivision ordinances.
The Commission discussed the process, and it was decided that through the
summer only regular meetings would be held and then, when necessary, they
would consider speeding up the process with additional workshop meetings. It
was the consensus that a target date of October 1, 1988, be set to complete
the review. It was decided that a workshop session be held at the end of
each regular meeting; however, if speakers are scheduled for the meeting, their
schedule should be taken into consideration.
The Commission discussed the reasons for the removal of Section 2.06 (Park
Dedication) from the Subdivision Ordinance. Mr. Keener stated that it was
removed as a result of a court ruling. The status of this ruling is in question
at this time. He suggested that he would contact Mr. Mark Thornton, Director
of Parks and Recreation, for input regarding this.
Mr. Keener advised that he is in the process of obtaining subdivision ordinan-
ces from other cities, and will be providing these to the commissioners in the
near future.

MOTION: Upon a motion by Commissioner Lee and a second by Commissioner
Karlsruher, the Commission voted 4 FOR and 0 OPPOSED to adjourn
the May 26, 1988, meeting of the Allen Planning & Zoning Commis-
sion, at 8:00 p.m.
