was called to order at 7:30 p.m.

Approve Minutes
February 9, 1989 (Agenda Item I1)
Chairman Armand read the agenda item into the record as follows:
"Approve minutes of February 9, 1989, Regular meeting."
MOTION: Upon a motion by Commissioner Fulk and a second by Commissioner
Karlsruher, the Commission voted 5 FOR and 0 OPPOSED to approve
the minutes as presented.

Review of Allen Subdivision Ordinance (Agenda Item III
Mr. Keener presented a chart of thoroughfare standards comparing Allen, Council
of Governments (COG), and Plano standards.
Allen standards for lane widths is 12 feet; however, in recent years 11 feet has
been allowed by policy. Mr. Keener stated that staff will be recommending that
we continue with this policy.
It was suggested that Row "D" (Average Vehicle Capacity) might not be necessary
in this chart.
It was noted that only Allen uses ranges in the chart, rather than one fixed
number.
On Row "F" (Maximum Grade), possibly one number would be sufficient as a
maximum number. Possibly, the range is tied to the range listed under Design
Speed.
Regarding "Horizontal Curve," staff is suggesting to change the chart from
"maximum" numbers to "minimum" numbers as adopted by the COG.
Regarding "Stopping Site Distance," there is a disparity between Allen's numbers
and COG'S. There is also a disparity in the numbers on "Minimum Median Width."
Mr. Keener advised he would question COG as to why they are recommending 28'.
There are further deviations in Row J (Minimum Spacing Median Opening).
Regarding Row L "Minimum Driveway Spacing," Allen has no policy at this time.
Plano and COG standards are very different. Cog standards were updated last
month; Plano's three years ago.
Mr. Keener stated that staff's workload may require that this item not be placed
on every agenda to allow proper time for research in the near future.
Commissioner Fulk asked if we are going to include parkway widths in the chart,
and Mr. Keener stated we would consider adding this item to the chart.
Commissioner Fulk questioned whether the roadway cross sections page will be
revised and Mr. Keener advised we would address this page at a later date.

Karlsruher, the Commission voted 6 FOR and 0 OPPOSED to adjourn
the February 23, 1989, meeting of the Allen Planning & Zoning
