Call to Order and Announce a Quorum is Present
With a quorum of the Parks and Recreation Board present, Chair Losavio called
the meeting to order at 7:01p.m. on Monday, August 13, 2018 in the Community
Room of the Municipal Court and Parks and Recreation Administration Building at
301 Century Parkway, Allen, Texas.
1) Approve Minutes of the May 14, 2018, Regular Meeting
Motion: Upon a motion by Member Cowart and a second by Member Johnson,
the Parks and Recreation Board voted five(5) for and none(0) opposed to
approve the minutes from the May 14, 2018 Regular Meeting as presented.
The motion carried.

2) Approve Minutes of the May 14,2018, Townhall Meeting
Motion: Upon a motion by Member Smiddy and a second by Member Johnson,
the Parks and Recreation Board voted five(5) for and none(0) opposed to
approve the minutes from the May 14, 2018 Townhall Meeting as
presented. The motion carried.
3) Appoint Four Senior Advisory Committee Members
Travis Cunniff, Recreation Manager, gave background on the selection and interview
process. Member Smiddy then presented the following candidates for approval:
Clarence Carter, Bob Hannah, Bruce Howard and Terry Jones.
Motion: Upon a motion by Member Johnson and a second by Member Holley,
the Parks and Recreation Board voted six (6) for and none(0) opposed to
appoint Clarence Carter, Bob Hannah, Bruce Howard and Terry Jones to
the Senior Advisory Committee. The motion carried.
4) Receive Subcommittee Update
Member Smiddy reported that he filled in for Chair Losavio at the July Senior
Advisory Committee meeting. He noted that the garden was well liked, the Hotdog
Hoedown was a success and there are two upcoming trips. Also the facility will be
closed for maintenance August 13 -17.
5) Update on Special Event Programming
AnnaMarie Underwood, Special Event Coordinator,provided a recap of Allen USA
event. She then updated the board on the new expanded Christmas Tree Lighting
event, including relocation to the roundabout adjacent the library, the addition of
carriage rides, a beverage tent and food trucks.
Carrie Cessna, Assistant Director, shared with the board background and photos of the
Boyd Outreach program that staff participated in this summer. The department
partnered with Allen Arts Alliance to offer recreational programming Mondays,
Wednesdays and Fridays at Boyd Elementary during the lunch program offered by the
Allen Ministerial Alliance.
6) Update on Trail Master Plan and Ongoing Projects
Randy Thompson, Trail Planner, shared that the Trail Master Plan report is nearing
fifty percent completion. The consultant is almost done collecting data and has
incorporated the input provided during the townhall meeting. A draft report will be
presented to the board once complete.
Matt McComb, Landscape Architect, updated the Board on the progress of Spirit Park
construction and art installation. He also shared upcoming design projects at Rolling
Hills Park, Heritage Park and Allen Station Park..

Tim Dentler, Director, shared that the Parks and Open Space Master Plan is in the
process of being updated and will now include a maintenance and recreation
component.
He also shared that the selection process for an architect for the Westside Recreation
Center is currently underway. Once this process is complete, a steering committee will
be assembled and two members of the board with daytime availability may be asked to
serve.
A review and update of the current ordinances will be conducted in the near future and
board members will be asked to provide input during this process.

Motion: Upon a motion by Member Johnson and a second by Member Holley,the
Parks and Recreation Board voted six (6) for and none(0) opposed to
adjourn the meeting at 7:56 p.m. The motion carried.
