CALL TO ORDER AND ANNOUNCE A OUORUM:
With a quorum of the Commissioners present, the Allen Planning & Zoning Commission was
called to order at 7:30 p.m. by Chairman Garcia at the Allen Municipal Annex, City Council
Chambers, One Butler Circle, Allen, Texas.
Approve Minutes

Chairman Garcia read the agenda item into the record as follows:
"Approve minutes of August 12, 1993, Regular Meeting."
Commissioner Gallagher stated that he was not in attendance at the meeting as was noted in
the proposed minutes.
MOTION: Upon a motion by Commissioner Crume and a second by Commissioner
Biggs, the Commission voted 7 FOR and 0 OPPOSED to approve the minutes
with the correction indicated that Commissioner Gallagher was absent.

Final Plat
Oak Ridee Ii (Agenda Item III)
"Final Plat - Consider final plat approval for Sumeer, Inc., represented by HAP
Engineering & Associates, Inc. for Oak Ridge II, a 9.3504 acre tract of land situated
in the Peter Fisher Survey, Abstract No. 324, City of Allen, Collin County, Texas,
and being a part of a 10.193 acre tract conveyed to University Savings Association by
abandonment trustee's deed as recorded in Volume 3264, Page 520 of the Land
Records of Collin County, Texas; further described as being located south of Ex-
change Parkway and west of Malone Road."
Mr Tom Keener presented the plat to the Commission. He stated it is consistent with the
preliminary plat and the zoning on this property. The City Engineer and Fire Marshal have
reviewed the plat. Staff recommends approval of the plat.
MOTION: Upon a [notion by Commissioner Biggs and a second by Commissioner Fulk,
the Commission voted 7 FOR and 0 OPPOSED to approve the final plat for
Oak Ridge II.
Review of Subdivision Ordinance (Agenda Item IVl
The Commission reviewed changes proposed by staff as follows:
1. Caption has been added.
2. Whereas paragraph have been added.
3. Section 405 4 - Text was added to require acreage and number of lots was added.
4 Section 405.4. 10 - This section should be changed to reflect the original text regard-
ing "location map."
5 Section 406.3 - Text was added to require total lots and acreage.
6. Section 406.3 - Text was added regarding dedication or reserved property
7 Section 406.3 - Text was added requiring tax certificate.
8. Section 406.3 - Text was added requiring location map.
9. Section 407 - Text was added for process for combination plat.

10. Section 408 - Text was added for development permit. This text should be changed
to reflect a development permit could be issued after preliminary plat, instead of after
final plat, so as to allow grading prior to final plat approval.
11. Section 602.4.3; 602.4 4, 602.4.5; 602.4.6 - These paragraphs were added.
12. Section 602.5 - Text was added for cul-de-sacs which reflects the wording used to the
Twin Creeks zoning case.
13. 604 6 - Turnouts - Remove this paragraph.
14 Section 604.7 - Change this text into two separate sentences.
15. Section 605 - Change heading to "Screening Walls, Entry Walls and Traffic Barrier
Standards. Add text such as "or as approved by the City of Allen" to allow for a
variety of design.
16. Section 611 - Section on irrigation was added.
17 Article 900 - Text was added.
The Commission reviewed the above additions/changes. They further requested that the
proposed language regarding street lights be added in the recommendation to the City
Council.
Commissioner Crume questioned the status of the landscaping ordinance and Mr. Keener
stated it was near completion.
The City Engineer was requested to develop a "Standard Lighting Design Manual."
Chairman Garcia discussed the need for alternate transportation design plan. He suggested
adding text to the Subdivision Ordinance such as "Upon completion of a master alternative
transportation plan, details will be provided by the City for the construction."
Other Business
Mr. Keener advised that the next agenda will probably include one or more plats, the final
draft of the Subdivision Ordinance, and the first draft of the landscape ordinance.

tember 9, 1993 meeting of the Planning & Zoning Commission at 9:40 p.m.
