CALL TO ORDER AND ANNOUNCE A OUORUM:
With a quorum of the Commissioners present, the Allen Planning & Zoning Commission was
called to order at 7:30 p.m. by Chairman Garcia at the Allen Municipal Annex, City Council
Chambers, One Butler Circle, Allen, Texas.
Approve Minutes
October 28. 1993 (Agenda Item Ill
Chairman Garcia read the agenda item into the record as follows:
"Approve minutes of October 28, 1993 Regular Meeting."
MOTION: Upon a motion by Commissioner Biggs and a second by Commissioner
Crume, the Commission voted 5 FOR and 0 OPPOSED to approve the
Eminutes of October 28, 1993, as presented.

Final Plat
Estates of Heritage Park (Agenda Item 111)
Chairman Garcia read the agenda item into the record as follows:
"Final Plat - Consider final plat approval for D. R. Horton, Inc., represented by
Tipton Engineering, Inc., on Estates of Heritage Park, a 7.0320 -acre tract of land
situated in the G. W. Ford Survey, Abstract No. 328, City of Allen, Collin County,
Texas; further described as being located east of Heritage Parkway and south of
Heritage Way."
Mr. Keener presented the plat to the Commission. He stated that all City requirements are
satisfied and staff recommends approval of this plat.
Commissioner Allen questioned whether drainage will be blocked from the properties to the
south, and Mr. Pat Atkins addressed the issue of drainage. He further explained the fact that
the southern cul-de-sac will be removed with future development to the east.
Mr. George Conner advised that the proponent has agreed to extend a drainage easement
from the northern property south through this property onto Lot 40.
Mr. Keener clarified the fact that Lot 42 has access to the alley
MOTION: Upon a motion by Commissioner Biggs and a second by Commissioner
Crume, the Commission voted 5 FOR and 0 OPPOSED to approve the final
plat for Estates of Heritage Park.

Final Plat
Cottonwood Bend 4F (Agenda Item IV)
Chairman Garcia read the agenda item into the record as follows:
"Final Plat - Consider final plat approval for C.B. 4 Ltd, represented by Corwin
Engineering, Inc., on Cottonwood Bend No. 4F, an 11.437 -acre tract of land situated
in the R. C. Whisenant Survey, Abstract No. 1012, in the City of Allen, Collin
County, Texas, and being part of a 71.712 acre tract as described in Volume 3266,
Page 208, of the Deed Records of Collin County, Texas; further described as being
located north of Chaparral Road and east of Spring Creek Drive."
Mr. Keener presented the plat to the Commission.
Mr. Warren Corwin, Corwin Engineering, stated that the construction drawings indicate the
required 31h -foot traffic barrier along the alley adjacent to Chaparral, as well as the wrought
iron fences along the cul-de-sacs adjacent to Chaparral.
MOTION: Upon a motion by Commissioner Crume and a second by Commissioner
Allen, the Commission voted 5 FOR and 0 OPPOSED to approve the final plat
for Cottonwood Bend 4F as presented.
Subdivision Ordinance (Aeenda Item V)
Chairman Garcia read the agenda item into the record as follows:
"Subdivision Ordinance - Consider final draft of Subdivision Ordinance."
Mr. Keener presented copies of the most recent revisions to the Subdivision Ordinance. In
addition, he advised that legal services had been requested to review the replat procedure.
The proposed text for Section 402 was presented to the Commission and reviewed. Mr.
Keener recommended removal of Section 401. 1, which allows variances to the Subdivision
Ordinance to be granted by the Commission, to be removed from the ordinance because State
law grants the Board of Adjustment the authority to grant variances to the Subdivision
Ordinance.
The consensus of the Commission was to delete Section 401.1 and include the new text for
Section 402 as proposed.
Mr. Conner reviewed the amended Sections 603.3, 605, 610.2.3, and 610.2.6.

The Commission discussed the addition of text limiting alleys parallel to a street to not more
than 200 feet.
MOTION: Upon a motion by Commissioner Crume and a second by Commissioner
Biggs, the Commission voted 5 FOR and 0 OPPOSED to recommend approval
of the Subdivision Ordinance, including the text regarding alleys parallel to
streets being not more than 200 feet, the deletion of Section 401.1, and the
replacement of the proposed text for Section 402 to be consistent with staff's
legal recommendation.
Mr. Keener advised that the next agenda will possibly include amendments to Planned
Development No. 26 and Planned Development No. 8, an amendment to Planned Develop-
ment No. 12, and final plat for Allen North Addition.

MOTION: Upon a motion by Commissioner Biggs and a second by Commissioner
Crume, the Commission voted 5 FOR and 0 OPPOSED to adjourn the Novem-
ber 11, 1993, meeting of the Planning & Zoning Commission at 8:30 p.m.
