ALLEN CABLE TV AND TELECOMMUNICATIONS ADVISORY COMMITTEE
REGULAR MEETING
January 11, 1996

CALL TO ORDER AND ANNOUNCE A QUORUM:
With a quorum of the committee present, the Regular Meeting of the Allen Cable TV and
Telecommunications Advisory Committee was called to order by Donald Wing at 7:03 p.m. on
Thursday, January 11 1996, in the Meeting Room of the Allen Public Library, Two Allen Civic
Plaza, Allen, Texas. The following items were discussed:
APPROVAL OF MINUTES
The November 9, 1995 minutes were approved as written with a motion made by Mark Pacheco
and seconded by Sherry Bennett. All approved. The December 14, 1995 minutes were approved
as written with a motion made by Ty Westfall and seconded by Doug Dreggors. All approved.
WORK PLAN LEARNING SUBJECTS
Public Access Channel (PAC) - Don Wing
Mr. Wing had passed out information he received off the Internet regarding City of Austin's
PAC guidelines. He will continue to look for any helpful information he can find on PAC
guidelines. At this point a video tape from TCI about the PAC was viewed. Mr. Pacheco
commented the PAC is going to require extensive work regarding rules, regulations, equipment,
taping room, training, etc., and suggested the City's attorney assist in reviewing the guidelines.
Mr. Westfall asked if staff would check on what equipment TCI has now for our PAC and where
the video room is going to be. Mr. Westfall also suggested the committee set a time frame on
completing all of the tasks associated with starting up the PAC. Mr. Dreggors asked Michael
Stanger if the attorney in Washington that assisted the City with the franchise work could help

with guideline wording, and Mr. Stanger agreed to check

Had no information at this time.
Channel Offerings - Mark Pacheco
Passed out an information sheet (attached) about channel offerings. After reviewing the hand
out, suggested we find out what the community knows about channels, and what they want. Mr.
Wing suggested a survey by TCI might be a good way to obtain this information.
Rate Issues - Ty Westfall
Mr. Westfall felt this issue was mostly pre -determined with little intervention allowed. Most
rates are already regulated. He suggested we keep updated on TCI filings and time frames. Mr.
Stanger passed out a letter from TCI Central to the City regarding FCC Form 1240 and a
forthcoming rate adjustment. Mr. Westfall will still seek information and plans to visit TCI for
more information.
Mr. Stanger mentioned that TCI offered to do another walk-thr presentation for the members
who were not able to attend the December 14 meeting.
Community Customer Information - Sherry Bennett
Ms. Bennett had several comments from citizens about the committee meetings not being
publicly advertised. She reported that citizens want the committee dates and times put in the
newspaper and on the City channel. Mr. Stanger mentioned that a "Citizens Comments" section
could be added to the agenda outline whenever the committee was ready to do this. Mr. Westfall
suggested the first meeting in February be publicly announced. All members agreed.
Mr. Stanger offered and idea to produce, with input from TCI, a flyer/brochure to answer
frequently asked questions about cable television. Mr. Westfall said he would like consistent
information be given to all members of the committee and staff so we all give out consistent
answers to commonly asked questions.
Mr. Stanger suggested that the next meeting we focus on time lines and task lists, and schedule
discussion of a mailout for the committees' first meeting in February
Mr. Dreggors asked what role would the committee play in the PAC. Mr. Westfall said it was
his opinion that the committee develop and provide guidelines to the City Council. Mr. Westfall
suggested we clarify who administers the PAC, video taping, etc. Mr. Stanger said it would be
E City staff. Mr. Dreggors and Mr. Westfall want to check with other cities about their PAC
staffing and administration.

NEW BUSINESS
None
ITEMS OF INTEREST TO THE COMMITTEE
Mr. Pacheco received a comment from a citizen stating they called in to TO about a cable outage
and TCI responded by saying they had to receive at least five calls on an outage before they
would create a service call. He would like to know if this is a actual, current guideline.
Mr. Stanger mentioned the By -Law rules on absenteeism: three unexcused absences will cause
retirement" from the committee. Mr. Dreggors mentioned he thought the intent of this was on
the basis on one meeting per month, but we are having two per month. Mr. Westfall offered that
it would be disruptive to the committee to have vacancies so early in the life of the committee.
Mr. Wing and Mr. Stanger agreed that if a member would miss his or her third consecutive
meeting on January 25, the committee would consider formal action to excuse the member or
members for the absence.
Next meeting will be January 25, 1996, 7:00 p.m. at the Library meeting room. Mr. Wing will
not be able to attend this meeting.
ADJOURNED
Ms. Bennett moved to adjourn the meeting and Mr. Westfall seconded. This meeting was
officially adjourned at 8:45 p.m.
