I. CALL TO ORDER AND ANNOUNCE A QUORUM
With a quorum of the committee present, the Special Called Meeting of the Allen Cable
TV and Telecommunications Advisory Committee was called to order by Chairperson
Don Wing at 7:05 p.m. on Wednesday, May 14, 1997 at the Joe Farmer Recreation
Center, 1201 East Bethany, Allen, Texas. The following items were discussed:

The April 10, 1997 minutes were approved as written with a motion made by Ms. Bennett
and seconded by Mr. Westfall.
III. CITIZENS' COMMENTS
None present. Mr. Stanger reported he received three phone calls from citizens protesting
the TCI rate increase.

I. CALL TO ORDER AND ANNOUNCE A QUORUM
With a quorum of the committee present, the Special Called Meeting of the Allen Cable
TV and Telecommunications Advisory Committee was called to order by Chairperson
Don Wing at 7:05 p.m. on Wednesday, May 14, 1997 at the Joe Farmer Recreation
Center, 1201 East Bethany, Allen, Texas. The following items were discussed:

The April 10, 1997 minutes were approved as written with a motion made by Ms. Bennett
and seconded by Mr. Westfall.
III. CITIZENS' COMMENTS
None present. Mr. Stanger reported he received three phone calls from citizens protesting
the TCI rate increase.

Mr. Stanger recommended the City join the coalition and rate setting process to oppose
the rate increase. The estimated expense is expected to be $2,000 plus expenses, with a
possible benefit of $.01 - $.35 reduction in rates if the case is won. Members discussed
the issue and the following motion was made.
MOTION: Motion made by Mr. Willard and seconded by Mr. Pacheco to approve a
recommendation to the City Council that the Council authorize joining the
coalition to conduct a rate study Mr. Dreggors, Ms. Bennett, and Mr.
Wing all were in favor. Mr. Westfall opposed the motion and Mr. Huber
abstained; therefore, his vote is considered a negative vote. The motion
carried.

VI. OTHER BUSINESS
A. Update: TCI's Compliance with Franchise Agreement
Members absent from the last meeting were given an update by Mr. Wing. Mr.
Stanger reported he sent a letter to TCI requesting updates on the upgrade and
franchise agreement obligations. Members asked staff to convey to TCI that they
believe subscribers want a greater number of channels in the expanded basic tier;
at least as many as McKinney, for the same price. Mr. Stanger invited committee
members to a meeting at the Allen Library, May 15, 1997 at 10:00 a.m., to view a
video on TCI's new digital compression technology.
B. Items of Interest to the Committee
Articles from the Dallas Morning News were handed out to members.
C. Calendar
Next meeting is scheduled for June 12, 1997 at the Joe Farmer Recreation Center.
VII. ADJOURN
Mr. Willard moved to adjourn the meeting and Ms. Bennett seconded. This meeting was
officially adjourned at 8:02 p.m.
