CALL TO ORDER AND ANNOUNCE. A O OTi RU :
With a quorum of the Commissioners present, the Allen Planning & Zoning Commission was
called to order at 7:35 p.m. by Acting Chairman Gallagher at the City Council Chambers,
One Butler Circle, Allen, Texas.
Approve Minutes
Acting Chairman Gallagher read the agenda item into the record as follows:
"Approve minutes of September 22, 1994, Meeting."
MOTION: Upon a motion by Commissioner Fulk and a second by Commissioner Biggs,
the Commission voted 5 FOR and 0 OPPOSED to approve the minutes of

Preliminary Plat
Shadow Lakes North Phase B (Agenda Item IIII
Acting Chairman Gallagher read the agenda item into the record as follows:
"Preliminary Plat - Consider Preliminary Plat for Shadow Lakes North Phase B for
Douglas Properties, represented by Tipton Engineering, being 11.8 acres out of the
John Davis Survey, Abstract No. 255, and the J. A. Taylor Survey, Abstract No.
908, in the City of Allen, Collin County, Texas; further described as being south of
F.M. 2170 (Main Street) and west of Allen Heights drive."
Mr. Tom Keener presented the preliminary plat to the Commission. He discussed the fact
that there is not the normal collector street within the subdivision; however, the entrance
itself to the subdivision will be 60 feet wide. This subdivision is small, and city staff has
approved this design. The minimum lot size of 5,000 square feet is met.
Mr. Pat Atkins, Tipton Engineering, representing the owner of the property, indicated that
the preliminary plat conforms to the concept plan that was presented during the zoning
request. The proponent had originally intended to allow only one entry point along Allen
Heights, with a cul-de-sac arrangement with crash gates at the second point however, the
Fire Marshal requested a second point of entry
The Commission discussed the need for the second entry point, especially in view of the fact
that there is no median cut at that location. They discussed the fact that traffic will tend to
enter Allen Heights southbound, and immediately make a U-turn to travel north to Main
Street, and that this might cause concern. The Commission discussed the distance from this
curb cut to the potential curb cut north into the commercial tract.
The Commission further discussed the request of the Fire Marshal and staff advised [hat he
was definite in his decision to require the second access point.
MOTION: Upon a motion by Commissioner Fulk and a second by Commissioner Biggs,
the Commission voted 5 FOR and 0 OPPOSED to approve the preliminary plat
for Shadow Lakes North Phase B as presented.

Custer Hills Estates (Agenda Item IVl
Acting Chairman Gallagher read the agenda item into the record as follows:
"Preliminary Plat - Consider Preliminary Plat for Custer Hills for Drogheda Partner-
ship Fund Ltd represented by Tipton Engineering, being 36.610 acres out of the John
Huffman Survey, Abstract No. 416, in the City of Allen, Collin County, Texas;
further described as being south of F.M. 2170 (W. McDermott Drive) and east of
Custer Road."
Mr. Tom Keener presented the preliminary plat to the Commission. The plat represented the
allowable density on the property The hike and bike trail is shown on the eastern edge of
the property, which was one of the designs considered at the time of zoning. Mr. Keener
discussed the fact that there will be room only for one additional median cut on Custer and
one on McDermott for the retail site.
Mr. Keener provided a letter to the Commission written by Ms. Mary McDermott Cook,
adjacent property owner, requesting a connection from this property to hers. He also
provided information from the City of Plano as to the zoning on the west side of Custer and
the thoroughfare plan for that area.
Mr. Keener stated that the Commission should consider whether there is a need for an
east/west access and if so, where should it be located. He added that it would be ideal to
have the east/west collector street located half -way between McDermott Drive and
Hedgecoxe.
The Commission discussed the issue of the need and location of the east/west collector, and
also the request for a stub -out from this development to Ms. Cook's property The consen-
sus was that the proposed stub -out would not solve the problem of east/west access, but
rather would create a problem of traffic coming from the Cook property into a residential
street. The Commission further concluded that the appropriate location for an east/west
collector would be on the Opubco property south of this tract, which would place it approxi-
mately half -way between McDermott and Hedgecoxe.
The Commission also discussed the need for public access to the Cook property future
amenities (the lake). Mr. Atkins, Tipton Engineering, indicated that the proponent would be
agreeable to placing a sidewalk with pedestrian easement adjacent to the alley between lots
22 and 23 to allow access to the greenbelt area.
Mr. Keener indicated that the delineation of a tree line should be shown on the plat, and Mr.
Atkins stated that if it is determined that the tree line is in fact on this property, it will be
shown; however, he felt it was to the east of this property

Mr. Keener recommended that any approval of this preliminary plat be contingent upon the
requirement for 50' lots at the building line.
The Commission discussed the naming conventions for the streets indicated on this prelimi-
nary plat, and the need to redirect the alley behind Hardwick, and turn it out to Wrotham.
The alley between lots 14 and 15 should be moved to be placed between lots 1 and 15
MOTION: A motion was made by Commissioner Biggs and seconded by Commissioner
Allen to approve the preliminary plat as presented, with the addition of a
pedestrian walkway to the greenbelt area between Lots 22 and 23, to be a 5 -
foot sidewalk easement, with a 4 -foot sidewalk; to be sure all lots are 50 feet
at the front building line; and, if it is determined that there is a tree line on the
property, that it be identified.
MOTION TO AMEND- A motion to amend the motion was made by Commissioner Falk
and seconded by Commissioner Kelley to relocate two alleyways
as agreed by the proponent between Lots 14 and 15 to between
Lots I and 15; and the alley along Ravenhurst should be turned
toward Wrotham between Lots 57 and 58. The Commission
voted 5 FOR and 0 OPPOSED to approve the motion to amend
the original motion.
VOTE. The Commission voted 5 FOR and 0 OPPOSED to approve the motion as
amended.
THE FOLLOWING FINDINGS WERE STATED BY THE COMMISSION REGARDING
THE NEED AND LOCATION FOR AN EAST/WEST COLLECTOR STREET
The east/west collector street needs to be located south of this property
2. The east/west collector street needs to be located an equal distance between
McDermott and Hedgecoxe.
The stub -out requested by Ms. Cook would not solve the problem.

A final plat for Twin Creeks Phase 2A and B will be on the next agenda.

the Commission voted 4 FOR and 0 OPPOSED to adjourn the October 13,
1994, meeting at 8:50 p.m.
