Regular Agenda
Call to Order and Announce a Quorum is Present:
With a quorum of the Committee members present, Bo Bass called the meeting to order at 8:20
a.m. in the Planning Conference Room at Allen City Hall, 305 Century Parkway
Action Items:
Agenda Item 1: Allen Towne Square — 104 & 106 McDermott Drive
Mr. Bass presented the project to the Committee. He stated that his main goal was to determine
the general architectural feel of the CBD district.
The Committee discussed what the general and definitive architectural style of the CBD district
should be. The location of this project is somewhat separated from the main CBD district;
however the design of the buildings for this project would set the tone for the main CBD district.
Mr. Bass suggested that a design portfolio/pattern book (with pictures representing the preferred
architectural style of the district) should be created as a reference tool for developers in the
future.
The Committee made the following comments as it relates to the project
I. Eliminate one (1) row of parking spaces along McDermott Drive.
2. Increase depth of buffer to the south of proposed buildings D, E, R G and H.
3. Architectural styles within the development must be consistent. It is recommended that
the architectural style of proposed buildings D through H be comparable to the style of
proposed buildings A through C.
4. Architectural style of eastern elevations, for proposed buildings C and H, must reflect the
style of northern elevations of proposed buildings A through C.
5. Define label "D" as it is used in the site plan.
6. It is recommended to join proposed buildings A, B and C to form a streetwall.
7 Please note that an 8ft. masonry screening wall is required where the property abuts the
residential district, as per Article 7, Section 7.07 4 of the Allen Land Development Code.
8. DRC believes the number of buildings on the southern end of the property will result in a
negative impact to the adjacent residential community It is recommended to reduce the
number of buildings on the southern end of the property or increase the depth of
buffering.
Motion: Upon a motion by Steve Shafer and a second by Tim Dentler, the Committee
voted 6 I FAVOR, and 0 OPPOSED, to conditionally approve the project
contingent on the DRC comments being fully addressed. The motion carried.
Agenda Item 2: Suleman Medical Office — 200 Central Expressway
Mr. Bass introduced the project to the Committee. He stated that the project is located within the
main CBD district.
Bret McCullough questioned whether any building in the CBD district should front US 75.
Steve Shafer answered that he did not believe so. In addition, Mr. Shafer suggested to delay
development until suitable architecture was presented.
The Committee made the following comments as it relates to the project:
1. The maximum building setback allowed in the CBD district is 10 ft.
2. A 25 ft. landscape buffer is required along US 75.
3. It is required for parking to be located behind the building.
4. The architecture is not compatible with the CBD district.
Motion: Upon a motion by Shelli Siemer and a second by Bret McCullough, the
Committee voted 6 IN FAVOR, and 0 OPPOSED, to deny the project. The
motion carried.
These minutes approved this day of 2008.
