Call to Order and Announce a Quorum is Present:
With a quorum of the Committee members present, Ogden "Bo" Bass called the meeting to order
at 4 p.m. in the Council Conference Room at Allen City Hall, 305 Century Parkway
Action Items:
Agenda Item #1: Approve Minutes from August 27, 2009 meeting.
Motion: Upon a motion by Bret McCullough and a second by John Baumgartner, the
Committee voted 6 IN FAVOR and 0 OPPOSED, to approve the minutes.
The motion carried.
Agenda Item #2: Consider a Request to Approve the Architectural Design Plan for the
Northcutt Building, located at 205 Cedar Drive.
Ogden "Be" Bass, Director of Planning and Development presented to the Committee. The
applicant proposes to develop the property into an office building for herself and a tenant. The
existing structure would be raised. She is currently officing out of a facility southwest of the
site. The proposed use is considered a good use by staff. The applicant is currently working on
a parking agreement with the church to the north of the property. There is a question about the
proposed architectural style. The vision is to have urban style architecture in the CBD. The
proposed architecture has a residential look.
Carolyn Northcutt, applicant, spoke to the Committee. She stated that she understands the City's
vision for the CBD is an urban style. However, she prefers the residential look. She believes it
fits with the neighboring buildings.
Larry Wainwright asked if there was a parking agreement in place. Ms. Northcutt answered that
a verbal agreement is in place; however a written agreement has not been drawn up yet.
Bret McCullough asked if the prior owner has a parking agreement with the church. Ms.
Northcutt stated that the prior owner has an access agreement in place.
Shelli Siemer stated the proposed building is aesthetically appealing. However, she is concerned
with it complying with the current design standards. She noted that some of the buildings named
were built prior to the DRC being formed.
Ms. Northucit responded by saying she understands the design standards, but the pitched roof
style is what she prefers.
Mr. McCullough asked the applicant if she was open to adjusting the roof pitch. Ms. Northcutt
responded no
Mr. Bass proposed a pitch roof that flattens out. Ms. Northcutt stated she was not open to that
style of roof.
Mr. Wainwright asked if the applicant had considered noise due to the proximity of the building
to Main Street. Ms. Northcutt answered yes. She has had discussions with the architect to add
design elements that reduce noise.
Tim Deader stated he is concerned with the style, building size and fit with the vision of the
CBD district.
Mr. Wainwright stated he is concerned with parking and the size of the building.
Byron McCollum, applicant representative, stated it would be possible to pull the budding back
and add landscaping to alleviate the noise concerns.
Ms. Northcutt stated she wants the building to look like an office budding. She would agree to
build a building similar to the neighboring styles.
Motion: Upon a motion by Bret McCullough and a second by Larry Wainwright, the
Committee voted 5 IN FAVOR and 1 OPPOSED (by John Baumgartner) to
deny the request to approve the architectural design plan for the Northcutt
Building, located at 205 Cedar Drive.
The motion carried.
