Call to Order and Announce a Quorum is Present:
With a quorum of the Committee members present, Ogden `Bo" Bass called the meeting to order
at 8:15 a.m. in the Council Conference Room at Allen City Hall. 305 Century Parkway
Action Items:
Agenda Item #A: Approve Minutes from September 28, 2009 meeting.
Motion: Upon a motion by Shelli Siemer and a second by Tim Dentler, the Committee
voted 7 IN FAVOR and 0 OPPOSED, to approve the minutes. The motion
carried.
Agenda Item #B: Consider a Request to Approve a Garage Enclosure for the property
located at 305 Young Drive.
Ogden "Be" Bass, Director of Planning and Development presented the request to the
Committee. In May of 2009 it was discovered that a garage enclosure was being built without a
permit at 305 Young Drive. The owner was unaware of the CBD and DRC review process.
Staff has since worked with the owner to acquire drawings and specifications for the proposed
modification to the garage. The application has been submitted and at this time photographs of
the conversion in progress is the limit of information provided for DRC review The owner has
provided a siding sample and a paint sample that match the existing home.
Young Drive is a dead-end street (no cul-de-sac) and consists of six residential homes. One of
the homes has already made a garage conversion to living space. While this street falls within
the CBD a vast majority of the homes in the neighborhood to the south have undergone garage
conversions.
Bret McCullough, Building Official, stated that the Building and Code Department received the
permit application. The department has no problems with the improvements.
Tim Derider, Director of Parks and Recreation, asked if the improvements would be permitted if
the house was not located within the CBD. Mr. McCullough stated yes.
Dora Lozano, applicant, was invited to speak. She stated the expansion is for a game room.
There are no plans at this time to finish the inside of the garage.
Shelli Siemer asked if the garage door will be removed once complete. Ms. Lozano answered
yes.
Motion: Upon a motion by John Baumgartner and a second by Bret McCullough, the
Committee voted 7 IN FAVOR and 0 OPPOSED to approve the request to
approve a garage enclosure for the property located at 305 Young Drive.
The motion carried.
Items for Future Agendas:
An architectural pattern book is being created. Once complete, it will be presented at the
next available DRC meeting.
A construction company has purchased the property located at 400 W Boyd.

The meeting was adjourned at 8:45 a.m.
