Call to Order and Announce a Quorum is Present
With a quorum of the Committee members present, Chairman Bass called the meeting to order at 8:00
a.m. in the Council Conference Room at Allen City Hall, 305 Century Parkway
ACTION ITEMS:
Agenda Item 91: Approve minutes from the called meeting held on April 15, 2011
Motion: Upon a motion by John Baumgartner and a second by Shelli Siemer, the Committee
voted 6 IN FAVOR and 0 OPPOSED to approve the minutes from the April 15,
2011 meeting.
The motion carried.
Agenda Item 42: Consider a Request for Modifications to the Exterior Building Material of the
Existing Building Located at 200 N. Central Expressway.
Tiffany McLeod, Planner, presented the request to the Committee. In April of 2011 it was discovered that
exterior modifications were made to the building, located at 200 N. Central Expressway, without a permit
The owner was ordered to stop work until the proposed modifications were submitted to DRC for
consideration. The applicant proposes to remove the existing horizontal wood siding and install vertical
siding. The siding material is specified as 111" thick "Smartside" siding and will be painted "Hushed
White." Staff supports the replacement of the old siding. However, staff recommends that the siding be
installed horizontally to reflect the original architectural style of the home.
Paula Ross presented a photo, taken in 2002, showing the architectural features of the home. She inquired
about plans to add detail to the window and door trim.
Tim Dentler asked if there was a difference between the width of the proposed siding and the width of the
original siding. Omid Charm, applicant representative, explained that the width of the original siding was
roughly three and one half (3.5) inches; as compared to the six (6) inch siding that is currently used in
standard applications. He further explained that this property will be used for personal storage by the
owner.
Michael Orr stated that he is not supportive of vertical siding on the building
Ms. Ross asked if all of the original siding had been pulled off at this time. She asked if the new siding
had been placed on top of the original siding.
Mr. Ort followed by asking if there was any attempt to salvage part of the original siding.
Mr. Charm responded to both committee members by stating that nearly 70% of the original siding was
rotted.
John Baumgartner asked if there had been any code action associated with the disrepair of the building.
Ms. McLeod stated that she was not aware of any code violations.
Shelli Siemer stated she is concerned with this property's use. She asked if DRC is able to consider the
use of this property as being storage, instead of a residential use. Ogden 'Bo" Bass informed the
committee that if this property changed from a residential use to a commercial use the proposed
improvements would have to go back through DRC. At that time the property would have to meet all
commercial standards and code requirements.
Ms. Siemer and Mr. Dentler inquired about the amount of new siding that had already been installed as
well as the estimated time of completion. Mr. Charm stated only one-third of the building remained
without siding It would take approximately one week to complete the project.
Mr Orr asked if the owner intends to add trim which is similarto what existed prior to the remodel of the
building. He made a recommended for similar trim to be added
Ms. Ross agreed with Mr. Orr about the trim needing to be similar to what was on the original home
Ms. Ross also stated that she believed it would be appropriate to allow the vertical siding as long as the
trim around the windows, doors and porch are added to reflect the original trim of the house.
Chairman Bass reminded the committee that this area is in transition and that the property is located right
off of US 75; making it relatively visible.
Motion: Upon a motion by Paula Ross and a second by Tim Dentler and Michael Orr, the
Committee voted 3 IN FAVOR, 2 OPPOSED and 1 ABSTENTION (Chairman
Bass) to approve the Exterior Building Modifications to 200 N. Central Expressway
with the following conditions:
All siding must he painted white, as application stated.
Window and door frame trim must be added to mimic photo taken in 2002,
as shown on attachment.
The motion carried.
The meeting was adjourned at 8:42 a.m.
