Call to Order and Announce a Quorum is Present:
With a quomm of the Committee members present, Chairman Bass called the meeting to order at 10:02
a.m. in the Council Conference Room at Allen City Hall, 305 Century Parkway.
Agenda Item #1: Approve Minutes from Called Meeting held on June 30, 2014.
Motion: Upon a motion by Dwight Burns and a second by Beverly Pruitt, the Committee
voted 7 I FAVOR and 0 OPPOSED to approve the minutes from the June 30, 2014
meeting.
The motion carried.
Action Item #2: Consider a Design Plan for Allen Heritage Village, 450 E St. Mary Drive, Allen,
TX.
Chairman Bass introduced the Allen Heritage Village project and stated that the presentation would be
made by City staff members Tiffany McLeod and Brian Bristow.
Tiffany McLeod, Senior Planner, introduced the design plan for the Allen Heritage Village. She stated
that the property is located south of St. Mary Drive and east of Cedar Drive in the Central Business
District. She stated that the surrounding zoning is also Central Business District CBD, and further to the
east the zoning includes the Shopping Center SC, Multi -Family MF, and Community Facilities CF
Districts.
Ms. McLeod then discussed that the Allen Heritage Village is a public park that is being developed by the
Parks and Recreation Department, and is in place to educate the public of Allen's history. She discussed
that the master plan shows a total of seven main buildings, a public restroom facility, a pavilion and on-
site parking. The older homes have been relocated to this area to be restored over time. She discussed that
parking areas on the western and eastern sides of this site will be added and the elevations for the I -House
will be refurbished.
Brian Bristow, Assistant Director of Parks and Recreation, presented the project in further detail. He
stated that the project has been ongoing for the past 15 years. He provided additional orientation to the
property and stated that there is a church on the western comer and the St. Mary's Church on the eastern
side. This project focuses on two of the buildings: the I -House and the Lynge House. He said that the I -
House is the oldest residential structure in Allen, and that the Lynge House is commonly known as the
brown house."
Mr. Bristow then provided detail of each of the houses. He said that the I -House is two stories. Both
interior and exterior restoration will occur. Interior changes will include new walls, flooring, and ceiling.
New roofing, chimney, and new railing are some of the changes that would occur on the exterior. The
lower floor of the house would be utilized for the public, while the upstairs would include an area for
archives and storage. Mr. Bristow then discussed the Lynge House. He stated this house was restored in
2007; therefore, only interior changes will occur for the kitchen area, living room, and bedroom. He
emphasized that again, no exterior changes would take place.
Mr. Bristow stated that neither of the two houses is legitimately historical in the sense that neither is
registered with the State or the Federal government. The houses are only historical for Allen as the
architecture style reflects 1925 or older. Mr. Bristow stated that wooden ramps were used for another
house in this area, but over time, the wood has rotted. Therefore, small hydraulic wheelchair lifts will be
installed — this will be less visually intrusive and would also be less expensive than installing a ramp.
Civil drawings have been submitted to the Engineering Department One of Engineering's comments was
to include a sidewalk along St. Mary Drive. Mr. Bristow stated that he would comply with that
requirement if necessary, but would prefer an internal sidewalk so pedestrian traffic could move through
the site.
Chris Flanigan, Director of Engineering, stated that the ordinance requires sidewalks along streets, but
agrees with Mr. Bristow's logic. He wasn't sure how to address Mr. Bristow's preference given the
Code's requirement. Mr. Flanigan also stated that people might not want to take the longer path.
Mr. Bristow stated that he does not know the pedestrian traffic patterns in that area.
Mr. Bass stated that having no sidewalks along St. Mary would be a zoning issue.
Shelli Siemer, Assistant City Manager, asked about lights in the parking lot. Mr. Bristow stated that
pedestrian lights would be in place and along main walkways.
Kurt Kasson, Building Official, stated that the light styles would not comply.
Mr. Bass stated that an alternative lighting request would need to be heard before the Planning and
Zoning Commission if the lights do not comply. He stated that the Planning Division will support the
decorative lights.
Mr. Bristow said that he would circulate the lighting plans to the members who want to see the plans. He
also stated that a decorative fence would be placed along St. Mary to the north to replicate the original
fence of the house. Then he stated that signs would also be added, and wanted to know the permitting
process.
Ms. McLeod stated that a separate sign permit would be required
Mr. Bass stated that if the signs do not comply with ALDC standards, that the request may need to be
heard before the Sign Control Board.
Mr. Bristow stated that currently, he is in the process of asking for pricing of civil work and hopes to
finish the parking lot to show progress on the ground. He stated that the Fire Department has already
looked over the plans and do not require sprinkling of the buildings.
Mr. Bristow then handed out a packet for the Heritage Pavilion and explained that this would be
considered at a later time. He explained that the pavilion would be open air with supporting columns and
a roof with concrete floors. His handout showed a few options and said he sought input from the board.
Tim Dentler, Director of Parks and Recreation, stated he would abstain from voting
Everyone on the committee was in agreement that the "Orlando Pavilion' as shown in the packet would
be their first preference. Mr. Flanigan stated he liked this pavilion over the others due to the shingle roof
material (rather than the standing seam roof shown on the other pavilions) which would match the houses
within the site.
Mr. Kasson and Mr. Bass asked about the roof and whether outlets are provided in the pavilion, to which
Mr. Bristow stated that the roof would be a 30 -year shingle roof and that outlets would be provided.
Mr. Bass asked what the design relation would be to the fence. Mr. Bristow stated he would bring that up
to his Committee. Mr. Kasson then stated that a fence could be allowed in the front yard, and Mr. Bass
added that it would have to be three feet or less. Mr. Bristow stated he would check the proposed height
of the fence.
Mr. Bristow and Mr. Kasson discussed the restrooms on-site and that they could be used for the facility.
Dwight Bums, Citizen Representative, asked when the project would be implemented. Mr. Bristow
answered that the Civil and Site work would be implemented within a month, and that he hopes the
project is completely finished by October or November of this year.
Mr. Bass opened the discussion for voting, and stated that Mr. Dealer would abstain from voting

approve the Design Plan for Allen Heritage Village, 450 E St. Mary Drive, Allen,
