CITY OF ALLEN Called Meeting
August 4, 2015

Call to Order and Announce a Quorum is Present.
With a quorum of the Committee members present, Chairman Bass called the meeting to order at 1'02
p.m. in the Council Conference Room at Allen City Hall, 305 Century Parkway
Agenda Item #1: Approve Minutes from Called Meeting held on April 9, 2015.
Motion: Upon a motion by Dwight Burns and a second by Shelli Siemer, the Committee
voted 6 I FAVOR and 0 OPPOSED to approve the minutes from the April 9, 2015
meeting.
The motion carried.
Action Item #2; Consider a request for Lakeland Marketing for parking lot improvements at 207
E. Main Street, Allen, Texas.
Madhuri Kulkarm, Planner, presented to the Committee. She stated that the property is generally located
north of Main Street and west of Cedar Drive. The existing Lakeland Marketing building is located on
207 E. Main Street The applicant is proposing to add a parking lot (for additional parking) on the vacant
lot north of their existing budding
Any new construction, addition, or alteration in the Central Business District is subject to the review and
approval of the DRC, such as this parking lot expansion. Since a Parking Lot is not a permitted primary
use, the lots are ultimately required to be consolidated. The attached Site Plan shows the consolidated site
layout.
Ms. Kulkami concluded by stating that should the DRC grant approval of the request, the next steps will
include:
Abandoning the alley between the two lots with approval from the City Council
Submitting Civil Plans to the Engineering Department for review and approval
Consolidating the two lots and alley into one lot — requiring a replat and approval from the
Planning and Zoning Commission
The applicant stated that he is glad to be a part of the project and that the goal is to improve the parking
lot. The parking lot is infested with chiggers and he can lose employees very quickly He also stated that
his team is trying to be a company that will continue to grow. He also intends to have the nicest facility in
the area but the goal for now is to get the parking lot complete.
Mr Bass explained that the City ordinance is specifically structured in a way to prevent an entire City
block in the Central Business District to be turned into parking. If parking is required, then structured
parking is preferred to surface parking. He stated that surface parking is wasteful in the downtown area
Staff supports the parking lot expansion for this project as the area is small in scale.
Mr. Tim Dentler asked if the alley is defined by the right-of-way
Mr. Bass agreed that the alley is defined in the right-of-way Half of each side of the alley will go to the
adjacent property owners. He also stated that Engineering plans need to be completed and the new alley
needs to be concrete to comply with Code. The process for the applicants will include constructing the
parking lot, abandoning the alley, and filing the plat. With a public access easement, the Church and trash
1 service can continue to utilize the alley
The applicant commented that their goal is to make the facility look nice and the work will motivate the
surrounding properties.
Motion: Upon a motion by Tim Dentler and a second by Dwight Burns, the Committee voted
6 IN FAVOR, 0 OPPOSED, to approve the parking lot improvements at 207 E.
Main Street, Allen, Texas.
The motion carried.
