With a quorum of the Commissioners present, the Allen Planning & Zoning Commission was
called to order at 7:30 p.m. by Chairman Fulk at the City Council Chambers, One Butler
Circle, Allen, Texas.
Approve Minutes
June 22. 1995 (Agenda Item II)
Chairman Fulk read the agenda item into the record as follows:

July 6.1995 (Agenda Item III)
Chairman Folk read the agenda item into the record as follows:
"Approve minutes of July 6, 1995 Workshop Meeting."
MOTION Upon a motion by Commissioner Obermeyer and a second by Commissioner -
Btggs, the Commission voted 4 FOR and 0 OPPOSED to approve the minutes
of July 6, 1995, as presented.
Tabled Item (Azenda Item V)
Sumeer - MF
Chairman Fulk read the agenda item into the record as follows:
"Tabled Item - A request by Sumeer, Inc. To consider Multi -family 2 (MF2) zoning
concomitant with annexation on 5.092 acres in Tract 17 of Abstract No. 491 and 5.087
acres in Tract 18 of Abstract No. 491, currently in the City of Plano, Collin County.
Texas."
Staff indicates no change on this item at this time. No request for deannexation from Plano
has been received. The Commission requested staff to send a certified letter to the proponent
indicating that this item will be removed from the table for action at the next meeting. No
action was taken on this item.

Review of Zoning Ordinance (Agenda Item VI)
Chairman Falk read the agenda item into the record as follows:
"Review of Comprehensive Zoning Ordinance."
Landscape and Tree Preservation:
Mr Keener provided copies of revisions made by the landscape subcommittee regarding tree
preservation credits, and the Commission discussed this issue.
The replacement concept remains as previously proposed; for every tree taken down, one
equivalent tree will be planted. Trees that are saved on the property can be used to satisfy the
landscaping requirement outside the parking area. Credit will not be given for required
parking lot trees, except for trees that are existing in the parking area that are saved.
It was suggested that parking lot trees should be evenly distributed or located as approved by
the Director of Community Development. The number of parking spaces that generate a need
for a tree should be changed from 15 to 14 to accommodate even numbered double stacking.
It was suggested that front yard setbacks adjacent to major thoroughfares should be irrigated
and landscaped with the exception of future building sites. This minimum distance should be
the same as that approved for the Allen Central Joint Venture Planned Development.
The grandfather clause should be amended to indicate that any major renovation (to be
defined) to a site shall trigger the requirements of this ordinance to the extent that the number
of required parking spaces shall be maintained and irrigation is not required within the existing
pavement.
The next meeting of the Commission was set for Tuesday, July 18, 1995, 7:00 p.m., at the
Allen Municipal Annex.
The next agenda will include two public hearings and a plat for the Green Tract.
