Call to Order and Announce a Quorum is Present.
With a quorum,Murry McKenzie called meeting to order at 12:00pm and announced a quorum was
present in the City Hall Conference Room at Allen City Hall,305 Century Parkway,Allen,Texas,75013.
1. Introductions.
City Councilmembers, Subcommittee members,and City staff also provided brief introductions.
2. Review Draft RFP/RFQ.
Murry McKenzie provided all attendees a copy of a draft RFP he had prepared.
Murry McKenzie discussed importance of using a consultant to help the subcommittee meet their
goals.
There was discussion regarding the potential availability of funding for engaging with a
consultant.City staff provided information that funds are available via FY21 allocated funds
and/or the potential of utilizing available TIF funds.
City staff provided a copy of a typical bid review public process to assist the subcommittee in
generating a draft timeline.
All attendees collectively reviewed the copy of the draft RFP provided by Murry McKenzie and
provided comments following review.
The subcommittee discussed contacting other municipalities that have recently undergone a similar
process to understand the timing allocated.
3. Review Items and Documents from City Staff.
The subcommittee briefly discussed the sample RFP links provided by City staff and concurred
that they did not require additional items from staff in this respect.
4. Discuss Coordination with Other Subcommittees.
Subcommittee discussed involving"Learning from Other Communities"subcommittee to contact
other municipalities.Additionally,subcommittee discussed coordinating with"Communications"
subcommittee to reach varying demographics within the City during outreach.
5. Discuss Communications Strategy and Microsoft TEAMS interface.
• Group concurred to continue using the platform to communicate with one another;and
• City staff would investigate if the Chair and Vice Chair can also have contact/involvement
with all Teams subcommittees.
6. Discuss Next Steps.
Murry McKenzie will meet individually with City staff members the following week to discuss
RFP process.The overall subcommittee will need to meet one more time before the overall
Committee meets again on July 28,2021.
