CALL TO ORDER AND ANNOUNCE A OUORUM
With a quorum of the Commissioners present, the Allen Planning & Zoning Commission was
called to order at 7:30 p.m. by Acting Chairman Crume at the Allen Municipal Annex, One
Butler Circle, Allen, Texas.
Approve Minutes
October 12. 1995 (Agenda Item II)
Acting Chairman Crume read the agenda item into the record as follows
"Approve minutes of October 12, 1995, Regular Meeting."
LMOTION: Upon a motion by Commissioner Obermeyer and a second by Commissioner
Heller, the Commission voted 6 FOR and 0 OPPOSED to approve the minutes of
October 12, 1995.

October 17. 1995 (Agenda Item III)
Acting Chairman Crume read the agenda item into the record as follow -
"Approve minutes of October 17, 1995, Workshop Meeting."
MOTION: Upon a motion by Commissioner Biggs and a second by Commissioner
Bartlemay, the Commission voted 6 FOR and 0 OPPOSED to approve the
minutes of October 17, 1995.
Public Hearing
City of Allen (Agenda Item IV
Acting Chairman Crume read the agenda item into the record as follows:
"Public Hearing - Consider a request by the City of Allen to rezone 3.0023 acres of land
in the G. W Ford Survey, Abstract No. 328, City of Allen, Collin County, from
Agriculture -Open Space (A -O) to Community Facilities (CF); further described as a tract
of land located at the northwest corner of Allen Heights Drive and Bethany Drive."
Mr. Bill Petty, City of Allen Director of Community Development, presented the request to the
Commission. The property was zoned A -O when it was annexed. It was purchased by the City
during acquisition of right-of-way for the reconstruction of Allen Heights. The City is requesting
CF zoning, which will accommodate a number of public facilities. The property could be used
for any use as allowed by the Schedule of Uses.
Acting Chairman Crume opened the public hearing.
With no one wishing to speak FOR or AGAINST the request, Acting Chairman Crume
closed the public hearing.
The Commission discussed the different possible uses for this property and questioned Mr Petty
as to the uses that is intended at this time. Mr. Petty informed the Commission that the City
Council is considering the site as an animal shelter, which was recently approved by the citizens
in the bond election. This would be a fully enclosed facility
MOTION: Upon a motion by Commissioner Biggs and a second by Commissioner
Bartlemay, the Commission voted 6 FOR and 0 OPPOSED to approve the request
to rezone this property to Community Facilities.

Review of Zonine Ordinance (Agenda Item Vl
Acting Chairman Crume read the agenda item into the record as follows -
"Review of Comprehensive Zoning Ordinance."
The Commission continued the review of the Definitions section
1. Screening Device - Remove this definition, it is fully defined in the text of Section 3.06 (Fences
and Walls). The Commission discussed the issue of height and materials of screening devices,
and the consensus was that the text should indicate a requirement for 8 feet masonry or
wrought iron, with the wrought iron areas to be allowed only in front of a landscaped view
Section 3.06.2.£.8 should be changed to eliminate the word "variance" and state "alternatives."
2. The Commission discussed the possibility of removing the public hearing process from site plan
approval in Planned Developments and the consensus of the Commission was to leave that
process as it is

Zoning District Map - OK. Check Section 1.07 for consistency of "Zoning Map" and "Zoning
District Map." The Commission discussed the possibility of replacing the atlas set of maps
with the newly developed AutoCAD drawing on a single sheet. The consensus was to use the
single sheet if possible

Laboratories - The following definitions and use districts were developed:
Laboratory, Dentate Any place where a person would perform the duties of a Dental
Technician as defined in Article 455.1f Section 1 of the Texas Dental Practice Act. Allow this
use by right in GO, O, SC, LC, CBD, GB, CC, IT, LI, GI, HI, and PD, and by accessory use
in CF
Laboratory, BIO Safety Level 2: A facility in which work is done with the broad spectrum of
indigenous moderate -risk agents present in the community and associated with human disease
of varying severity Allow this use by SUP in GO, O, SC, LC, CBD; by right in GB, CC, IT,
LI, GI, HI, and PD; and by accessory in CF
Laboratory, BIO Safety Level 3 A facility in which work is done with indigenous or exotic
agents where the potential for infection by aerosols is real and the disease may have serious or
lethal consequences. Allow this use by right in LI, GI, HI, PD, and CBD; by SUP in SC, LC,
GB, CC, IT, O, and GO.
Laboratory, Scientific, BIO Safety Level 4: A facility in which work is done with dangerous
and exotic agents which pose a high individual risk of life-threatening disease Allow this use
by SUP in IT, LI, GI, HI, CF, and PD.

The Commission discussed the upcoming holiday schedule (Thanksgiving and Christmas) and
the consensus was to cancel the November 23, 1995, and the December 28, 1995, meetings.
Special called meetings could be set if necessary

MOTION: Upon a motion by Commissioner Obermeyer and a second by Commissioner
Bartlemay, the Commission voted 5 FOR and 0 OPPOSED to adjourn the
October 26, 1995, meeting at 9:55 p.m.
