Mayor Terrell welcomed everyone to the meeting and stated the goals to be accomplished at the
meeting were as follows:
1. Clear understanding of the planning roles of the Staff, Commission, and Council.
2 Determine level of flexibility for interpretation of the Comprehensive Plan.
3. Obtain a consensus on:
a. Policy and/or ordinance for interpretation of Comprehensive Plan (rigid vs. Flexible)
b. Establish level of continuity (Staff, Commission, Council) in the Comprehensive Plan
administration.
4 Reach an overall consensus regarding residential density
Establish Rules of Engagement (Agenda Item IV)
City Manager Jon McCarty reviewed the roles of engagement to include:
I Honest Responses -- Acknowledge Different Views
a. Two-way discussion among equals
b. Hear and Respect Everyone's Opinion
c'Separate Critique of Ideas from Judgment of Person
d. Be Willing to Compromise
2 Agree to Disagree, but before Disagreeing, Paraphrase the Other Person

b. Maintain a Positive Attitude
C. Stick to the Issues
3 Brainstorm -- There are no Dumb Ideas! (Will Consider Anything within Reason)

MOTION: Upon a motion made by the two bodies, the bodies voted twelve (12) for and none (0) opposed
to adopt the rules of engagement. The motion carried.
Staff Presentation (Agenda Item V)
Community Development Director Bill Petty delivered a Staff presentation and discussed the
interpretation of the Comprehensive Plan being rigid versus flexible Mr. Petty reviewed the need of continuity
at all levels of Comprehensive Plan administration and discussed the process and development approval process
that involved various steps including the City adopting statutes, ordinances, and policies to base development
decisions on the Comprehensive Plan, Zoning Ordinance, Subdivision Ordinance, City of Allen Code of
Ordinances and the local government code. The developer/land owner/investor then determines what they
perceive to be the highest and best use for the property The next step is to meet with City Staff, at which time
the Staff reviews the request in relation to the Comprehensive Plan, development trends, and good planning.

The Staff then advises the proponent on the probability of receiving approval for their desired land use which
may not be exactly what they envisioned. Based on the Staff's recommendation, the proponent may proceed
with Staffs support to prepare the necessary documentation for submission or they may proceed without Staffs
support.
The next step is the Planning and Zoning Commission consideration of the request at a public hearing
which includes presentation by Staff as to the appropriateness of the request, presentation of the proponent, and
input by citizens. The Planning and Zoning Commission's recommendation should be based on compliance
with the Comprehensive Plan, other applicable policies, codes and ordinances, input from the public hearing,
good planning principles, and State laws, but not personal preference. The Planning and Zoning Commission's
recommendation options include approval, approval subject to modifications, or denial.
The final step is City Council action Here again, the public hearing includes presentation by Staff as
to the appropriateness of the request, presentation by proponent, and input by citizens. The City Council's
decision should be based on the Planning and Zoning Commission's recommendation, compliance with the
Comprehensive Plan, input from the public hearing, good planning principles, and State zoning laws. The City
Council has three options either approval, approval subject to modifications, or denial
Mr. Petty then reviewed the Housing Density Study and presented a slide show requesting responses
from the audience as to the density of the area.
Staff also presented various vision statements to be considered by the Council and Commission
members which included:
• Encourage a variety of residential densities in the community
• Encourage very low density housing
• Encourage medium density housing.
• Each Neighborhood District could be assigned a specific density with an established citywide
average of _/3.5/3.7 dwelling units per acre.
• Establish a residential density for each Neighborhood District, and eliminate the total number of
dwelling units as a factor.
• Promote the development of high density housing (apartments).
• Encourage neighborhood retail developments to be buffered from low density single-family by
multi -family developments, which is then further buffered from the single-family by medium
density housing.
• In the 1997 update to the Comprehensive Plan, eliminate the planning tables (Tables 19 and 20) and
zone properties by lot and housing size based on good planning principles and adjacent
development and zoning patterns.
Provide Direction to Staff on Comprehensive Plan (Agenda Item VI)
It was felt that density is only one factor to be considered in the overall picture. But good planning is a
vital issue as well. It is difficult to tell the difference between some of the densities in viewing neighborhoods.

We also need to look at the impact of services, taxes, and what the build -out of the neighborhood will look
like. Another key issue is to resolve in everyone's mind exactly how the calculation of density issues is
viewed
Communication needs to take place with each entity regarding any negotiations that have taken place
throughout the process. Discussion was held regarding the difference, if any, between lot sizes and density
issues. The group also decided that we may need to look at what rules come into place when a Planned
Development is being developed. All parties need to know the background of how something got to where it
was due to any possible bargaining or negotiating The Planning and Zoning Commission's findings will be
more complete and understandable for Council review by the time the issue gets to Council. Good planning
principles should be also tied to the memo. It was agreed that the Comprehensive Plan is the vision for the
City
Staff was directed to develop a standardized calculation for density A question was brought up
regarding water and sewer issues and streets when density is increased. Water and sewer is updated as needed
as well as streets since they are required as the development goes in
It was suggested that the Neighborhood District be looked at in its entirety with possible exceptions.
Application of he densities might be done on a Neighborhood District level.
Staff suggested the following issues be considered:
L Planning and Zoning Commission findings to be more detailed.
2 Design how densities are calculated, be consistent how it effects the Comprehensive Plan and
why there might be a higher density
3. Continue to use Neighborhood Districts as planning tools with regard to densities and number
of units. The Tables in the Comprehensive Plan are to be used only as guidelines with
flexibility
If the Council has questions and sends something back to the Planning and Zoning Commission, there
needs to be clear communication with the Planning and Zoning Commission telling them what Council's
concerns are
Finalization of issues include:
L Staff will be presenting recommendations to Planning and Zoning Commission and Council.
2 The bodies will continue to use the planning tables but with flexibility There may be a need to
redefine very low density
3 There needs to be flexibility in the Comprehensive Plan. It will be used as a guideline and cite
State law to that effect.
4. With regard to the density issues, there will be more deliberations on the overall City density
issues An agreement needs to be made on how it is calculated, net gross, etc. The bodies were
instructed that density definition is gross of net acres after flood plain is removed.

The vision statements will be brought back to Council and Planning and Zoning Commission for
additional comments and agreements Staff will then implement statements as those comments are brought
back to Staff

Smith, the Planning and Zoning Commission voted six (6) for and none (0) opposed to adjourn
the Joint Meeting of the Allen City Council and the Planning & Zoning Commission at
12:30 p.m. on Saturday, September 6, 1997 The motion carried.

voted six (6) for and none (0) opposed to adjourn the Joint Meeting of the Allen City Council

motion carried
