CALL TO ORDER AND ANNOUNCE A QUORUM:
With a quorum of the Commission Member present, the Allen Planning & Zoning
Commission was called to order at 7 30 p in, by Chairman Obermeyer, at the City Council

Allen, Collin County, Texas; further described as being located at the southwest comer
of Bethany Drive and F.M. 1.551
Motion: Upon a motion by Commission Member Smith and a second by
Commission Member McGregor, the Commission voted 4 I FAVOR and
0 OPPOSED to approve the consent agenda as submitted, except to remove
Item B, Echelon at Watters Creek, for discussion. The Motion Carried.
B. COMBINATION PLAT
Echelon At Watters Creek
Consider a request for a Combination Plat for Echelon At Watters Creek, Lots I, 2, & 3, Block
A, containing 17 494 acres of land situated in the Michael See Survey, Abstract No. 543, City of
Allen, Collin County, Texas; further described as being located southwest of McDermott Drive
and Watters Road.
Mr. Tom Keener, Development Coordinator, advised the Commission that the Engineering had
been approved and that staff recommends approval of this item as presented.
Motion: Following discussion, a motion was made by Commission Member Smith,
and a second by Commission Member McGregor, the Commission voted 4
IN FAVOR and 0 OPPOSED to approve the item as submitted.
The Motion Carried.

III. PRELIMINARY PLAT
Glendover Park North
Consider a request for a Preliminary Plat for Glendover Park North, containing 53 713 acres of
land situated in the Mary Standifer Survey, Abstract No. 812, City of Allen, Collin County,
Texas; further described as being located northwest of Ballantrae and Alma Drive.
Mr. Tom Keener, Development Coordinator, advised the Commission that staff recommends
approval.
Mr. Warren Corwin, Corwin Engineering, representing the applicant, stated he was available to
answer any questions.
Motion: Following discussion, a motion was made by Commission Member Smith
and a second by Commission Member Kelley, the Commission voted 4 I
FAVOR and 0 OPPOSED to approve the item as submitted. The Motion
Carried.
IV PUBLIC HEARING
Whisenant
Consider a request for a zoning change from Agriculture Openspace (AO) to a Shopping Center
District (SC). The property is 7 32 ± acres of land located in the Henry Brandenburg Survey,
Abstract No. 110, in the City of Allen, Collin County, Texas; further described as being located
at the northeast corner of Exchange Parkway and Alma Drive.
Ms. Carolyn Thomas, Planning Technician, described the request to the Commission and stated
that the proponent was available to answer any questions.
Chairman Obermeyer opened the Public Hearing.
With no one wishing to speak, the Public Hearing was closed.
The Proponent, Mr. Mark Thomas, Thomas Architects, 4040 Los Robles Drive, Plano, stated
that it is not yet determined what would be developed; however, the shopping center designation
would meet their needs
Ms. Marcie Diamond, Senior Planner, stated that the Comprehensive Plan supports the proposed
zoning designation. She reminded the Commission that the non-residential design standards
under consideration, should provide appropriate safeguards when applied in conjunction with
site plan review
Motion: Following discussion, a motion was made by Commission Member Kelley,
and a second by Commission Member McGregor, the Commission voted 4
IN FAVOR and 0 OPPOSED to approve the request as submitted. The
Motion Carried.

VI. PUBLIC HEARING
Sonic
Consider an amendment to Tract 3 of Planned Development No. 52 (PD No. 52) to allow one
Restaurant with Drive -In The property is 19 4 acres of land located in the McDermott Towne
Crossing addition in the City of Allen, Collin County, Texas; further described as being located
at the northwest comer of McDermott Drive and Alma Road.
Ms. Marcie Diamond, Senior Planner, stated that staff recommends approval as submitted, with
the attached Site Plan and Elevations.
The Proponent, Mr. Dennis Clark, President of Encore Realty, 1705 West Northwest Hwy.,
Grapevine, Texas, stated that the neighbors support his project, as reflected in the letters
provided for the Commission
Chairman Obermeyer opened the Public Hearing.
With no one wishing to speak, the Public Hearing was closed.
Motion: Following discussion, a motion was made by Commission Member
McGregor, and a second by Commission Member Smith , the Commission
voted 4 I FAVOR and 0 OPPOSED to approve the request with the
addition of a Development Standard that reads as follows: Mechanical
units shall be roof top mounded and screened from view by the parapet
wall. The Motion Carried.
VI Planning & Zoning Commission in its capacity as Capital Improvements Plan Advisory
Committee pursuant to Chapter 395 to the Texas Local Government Code.
a Impact Fee Capital Improvement Plan
b. Impact Fees
Mr. Gary Hendricks made a presentation to the Commission, in its capacity as Capital
Improvements Plan Advisory Committee. Mr. George Conner, Director of Public Works, stated
that this should be considered as a preliminary review The full Impact Fee Analysis will be
presented on September 23, 1999
Mr Jody Short, Lee Engineering, presented the Thoroughfare Analysis. The Committee took no
action; this item was for discussion only.
VII. Other Business
Chairman Obermeyer advised the Commission that a Joint Meeting with the City Council
would be held at 6:00 p.m on September 23, 1999 Any regular business of the Commission
would begin at 8:30 p.m.

VIII Adjourn
Motion: Upon a motion by Commission Member McGregor and a second by
Commission Member Kelley, the Commission voted 4 I FAVOR and
0 OPPOSED to Adjourn the September 9, 1999 meeting at 9:30 p.m.
The Motion Carried.
