REGULAR MEETING
NOVEMBER 23, 1999

CALL TO ORDER AND ANNOUNCE A QUORUM:
With a quorum of the Commission Member present, the Allen Planning & Zoning Commission was
called to order at 710, by Chairman Obermeyer, at the City Council Chambers, Allen Public
Library, Two Allen Civic Plaza, Allen, Texas.
WORKSHOP
The Commission was advised that the City Manager expected to recommend an engineering firm
to review hydrology on Cottonwood Creek to address the conservation of the historic dam site.

I CALL TO ORDER AND ANNOUNCE A QUORUM:
With a quorum of the Commission Member present, the Allen Planning & Zoning
Commission was called to order at 7:33 p.m., by Chairman Obenneyer, at the City Council
Chambers, Allen Public Librarv, Two Allen Civic Plaza, Allen, Texas.

A. Approve Minutes of November 11, 1999, as corrected.

B. Consider a request for a Final Plat for Allen Premium Outlets, Lots 12,3,4 and 5,
Block I, containing 55 i acres of land, situated in the J. Dixon Survey, Abstract
No 276, Collin County, Texas; further described as being located northwest of
U.S. 75 and Stacy Road,
C Consider a request for a Final Plat for Allen Village, Lots 5, 6, 7, and 8, containing
3.3909 acres of land located in the Michael See Survey, Abstract No 543, and the
David Nix Survey, Abstract No. 668, Collin County, Texas; further described as
being located southeast of McDermott Drive and Alma Drive.
D. Consider a request for a Final Plat for Allen Village, Ltd, Lot 1 Block A containing
1.2343 acres of land located in the Michael See Survey, Abstract No 543, City of
Allen, Collin County, Texas; further described as being located at the southeast
comer of McDermott Drive and Alma Drive.
Motion: Upon a motion by Commission Member Pacheco and a second by
Commission Member McGregor, the Commission voted 7 I FAVOR and
0 OPPOSED to approve the Consent Agenda subject to revisions to the
November 11, 1999 minutes as discussed. The Motion Carried.
III. Abbey Hill Park
Preliminary Plat
Consider a request for a Preliminary Plat for Abbey Hill Park, containing 41.644 acres of land
situated in the William Snider Survey, Abstract No. 821, City of Allen, Collin County, Texas,
further described as being located at the southwest comer of F.M. 2170 and F.M. 2551.
Mr. Keener presented the item to the Commission. He explained that this 42 -acre tract was
being platted into 102 residential lots and one retail lot as permitted in the Planned Development
District 44 district regulations. The area which was designated as multifamily was be platted for
single family The residential density would be 3.2 dwelling units per acre.
Staff recommended approval subject to completion of engineering for steno water detention on
Lot I, Block D will be completed prior to final plat, and the storm water detention facilities be
constructed prior to the issuance of Certificate of Occupancy for the houses in this subdivision
The Commission suggested that the location of the open space/amenity center area adjacent to
the Shopping Center be revised Warren Corwin, Corwin Engineering, 200 W Belmont, Suite
E, representing D.R Horton agreed to the tabling of the request to allow for an analysis of
alternative locations for the open space/amenity center.
Motion: Following discussion, a motion was made by Commission Member Pacheco
and a second by Commission Member McGregor, the Commission voted 7
IN FAVOR and 0 OPPOSED to table this item. The Motion Carried.
IV Other Business
Commission Member Kerr updated the Commission on the progress made and issues raised
in the Landscaping and Tree Ordinance Subcommittee. Ms Sukup distributed a Flow chart
and discussion on the development review process and stressed the need to revise the
existing ordinances to afford the Planning and Zoning Commission the opportunitv to review
developments prior to preliminary plat phase

Commission Member Grimes, the Commission voted 7 IN FAVOR
and 0 OPPOSED to Adjourn the November 23, 1999 meeting at 8:30
p.m.
