CALL TO ORDER AND ANNOUNCE A OUORUM:
With a quorum of the Commissioners present, the Allen Planning & Zoning Commission was called
to order at 7:05 p.m. by Chairman Obenneyer, at the City Council Chambers, Allen City Hall, One
Allen Civic Plaza, Allen, Texas.

REGULAR MEETING
Consent Agenda
1 Approve Minutes of May 25, 2000, Regular Meeting.
2. Revised Final Plat — Consider a request for a Revised Final Plat for the First Baptist
Church. The property is 8.945 t acres of land situated in the James L. Reed Survey,

Abstract No. 758, City of Allen, Collin County, Texas; further described as being
located northwest of McDermott Drive and Cedar Drive.
Motion: Upon a motion by Commission Member McGregor and a second by
Commission Member Pacheco, the Commission voted 6 I FAVOR and 0
OPPOSED to approve the consent agenda as presented. The motion
carried.
Regular Agenda
3. Preliminary and Final Plat — Consider a request for Preliminary and Final Plats for
Parkside No. 4, Phase B. The property is 75 residential lots on 17 043 ± acres of land
situated in the Simon Bums Survey, Abstract No. 92, City of Allen, Collin County,
Texas; further described as being located northwest of Bethany Drive and Malone Road.
Mr. Tom Keener, Development Coordinator, advised the Commission that Lot 1, Block G would
be reconfigured to allow alley access. Mr. Keener stated that staff recommends approval.
Mr Tony Krauska, 4142 Rose Hill Road, Garland, the proponent, stated that the lot will be
reconfigured to allow alley access, similar to the surrounding lots.
Motion: Upon a motion by Commission Member Pacheco and a second by
Commission Member Blake, the Commission voted 6 I FAVOR and 0
OPPOSED to approve the Preliminary and Final Plats for Parkside No. 4,
Phase B with the reconfiguring of Lot 1, Block G to have alley access. The
motion carried.
Public Hearings:
4. Public Hearing/Replat— Consider a request for a Replat for Bray Central One Addition,
Lots IR, 3R1, 4R, 5R, 14 15 and 16 of Bray Central One Addition, an addition to the City
of Allen. The property is 29.32 ± acres of land out of the Catherine Parsons Survey,
Abstract No. 711, the A.B. Perrin Survey, Abstract No. 713 and the W.J. Jackson Survey,
Abstract No 484, City of Allen, Collin County, Texas; further described as being located at
the northwest corner of U.S.75 and McDermott Drive.
Mr.Keener presented the item to the Commission, recommending approval as submitted. It was
noted that the proponent was not present.
Chairman Obermeyer opened the Public Hearing.
With no one wishing to speak, the Public Hearing was closed.
Motion: Following brief discussion, a motion was made by Commission Member
McGregor, and a second by Commission Member Grimes, the Commission
voted 6 I FAVOR and 0 OPPOSED to approve the replat as submitted.
The motion carried.

5 Public Hearing—Proposed Allen Land Development Code
Ms. Marina Sukup, Director of Planning explained in detail the substantive changes that have
been made to the Development Code since their last review. She stated that when the Sign
Ordinance is updated, it would also be added to Development Code.
(See attached list of comments made by the Planning Commission.)
Chairman Obermeyer opened the Public Hearing.
Gary Stocker, 1305 Cassandra Lane, Allen, inquired as to whether Section 8, Mandatory
Homeowners Association would be required of existing subdivisions and questioned Article I
concerning the licensing of businesses, and the definition of Specific Use Permit (Conditional).
With no one else wishing to speak, the Public Hearing was closed.
Motion: Upon a motion by Commission Member McGregor and a second by
Commission Member Grimes, the Commission voted 6 I FAVOR and 0
OPPOSED to forward the Allen Land Development Code to the Allen City
Council with the Commissioner's comments. The motion carried.
Chairman Obermeyer stated that he wants the Council to know that the Planning Commission is
trying to do the best job they can, and stated that he wished he had had more time to review the
Development Code.

Motion: Upon a motion by Commission Member Blake a second by Commission
Member Grimes, the Commission voted 6 I FAVOR and 0
OPPOSED to Adjourn the June 8, 2000 meeting at 10:15 p.m.

COMMENTS MADE BY
THE PLANNING AND ZONING COMMISSION
1. Reverse flag lots should be allowed in residential districts, but no flag lots should be allowed
in commercial districts. (§8._0.6, Subsection l.b.ii, Page 8.23)
2.
Remove fee from Parkland Dedication section. (§ 10.4. Page 10.1)
3.
The Commission desires Hackberry trees to be added to the unprotected tree list.

The Commission had a question on fence row trees. (§Section 7.06.6, Page 7.19)
