CALL TO ORDER AND ANNOUNCE A QUORUM
With a quorum of the Commission Members present, the Allen Planning & Zoning Commission was
called to order at 7:05 p m. by Chairman Obermeyer, at the City Council Chambers, Allen City Hall,
One Allen Civic Plaza, Allen, Texas.
General Development Plan
General Development Plan— Consider a General Development Plan for Maple Trail
Apartments. The request contains 228 multifamily units on 15.276 ± acres of land out
of the Peter Wetsel Survey, Abstract No. 990, City of Allen, Collin County, Texas;
further described as being located west of SH 5 and south of Pebblebrook Drive.
Mr. Tom Keener, Development Coordinator, described the location of the request and the
surrounding development. He stated there are numerous trees on this site. The required tree row
easement is not delineated. Staff recommends reducing the number of parking spaces required
to preserve trees. Overflow parking should be resolved with a shared parking agreement with
the adjacent Cottonwood Creek Apartments which appears to have excess parking. There are no
3 -bedroom units, a factor which was included in the calculation of parking requirements.
Mr Keener recommended that the hike and bike trail issue be resolved prior to the final plat,
and the stabilization of the eastern bank of the creek be addressed
Li Mr. Baumgartner indicated that a centerlme radius of 375 designed for a speed of 30 mile for a
collector. Staff recommends approval subject to the curve being flattened.

Dennis Axberg, AWA Architects, 17300 No. Dallas Parkway, Suite 3090, Dallas, discussed the
Ll issue of the sharp curve. He described the paving texture to indicate to the driver to drive
slowly The shape of the road is designed to avoid trees. The road will require a guardrail
across the drainage easement Mr. Axberg stated that the northern edge of the property would be
grass.
Dan Ayers, 4401 Buena Vista, McKinney, stated that he is the president of the Corporation that
will own this complex. He addressed some of the parking issues. He stated that they may need a
bridge or tunnel to cross the street — HUD may mandate it to them.
Rich Tomes, 321 North Central Expwy., McKinney, stated that he manages Cottonwood Creek
Apartments. He stated that he also appreciates staff working with them on this difficult problem
(drainage, etc). He also discussed the access to Cottonwood Creek and mentioned the school bus
U-turns. They welcome the opportunity to have access to St. Mary's.
Motion: Upon a motion by Commission Member Grimes, and a second by
Commission Member Caplinger, the Commission voted 4 I FAVOR
and 0 OPPOSED to approve the General Development Plan for Maple
Trail Apartments subject to staff recommendation that the collector be
designed to meet design criteria of 30 mph. The Motion Carried.
Mr Keener introduced Laleh Sultan, Planner, to the Commission.

Motion: Upon a motion by Commission Member Grimes, and a second by
Commission Member Blake, the Commission voted 4 I FAVOR and 0
OPPOSED to Adjourn the September 19, 2000 meeting at 8:09 p.m.
The motion carried
