Call to Order and Announce a Quorum is Present:
With a quorum of the Commissioners present, the Allen Planning & Zoning Commission was
called to order at 7'00 p.m. by Acting Chairman McGregor, at the Allen City Hall Council
Chambers, 305 Century Parkway, Allen, Texas
Update on Council Action:
Ms. Marina Sukup, Director, advised that the City Council has referred the request for Clearview
Estates, Lot 1, Block 6 for a 7-11 (item 7 on tonight's agenda) back to the Planning & Zoning
Commission for a recommendation.
The City Council tabled the request for a Specific Use Permit for a fueling station at the Kroger
center at Bethany and Allen Heights, requesting access redesign.

I. Approve Minutes of July 12, 2001, Workshop Meeting.
2. Approve Minutes of July 12, 2001, Regular Meeting.
3. Final Plat— Consider a final plat for Waterford Trails Phase 1, being 33.4342 acres of land situated in
the John Fyke Survey, Abstract No. 325, City of Allen, Collin County, Texas, located south of Stacy
Road and west of Curtis Lane.
4. Final Plat — Consider a final plat for Ten Oaks Phase I1, being 14.293 acres of land situated in the
James T Roberts Survey, Abstract No. 777, City of Allen, Collin County, Texas, located north of
Exchange Parkway and east of Allen Heights Drive.
5. Combination Plat — Consider a combination plat of Lot 2, Block A, Benton Pointe Addition, being
18.58+ acres of land situated in the Catherine Parsons Survey, Abstract No. 711, City of Allen Collin
County, Texas, located north of McDermott Drive and west of Benton Drive
Motion: Upon a motion by Commissioner Grimes, and a second by Commissioner Harvey,
the Commission voted 6 I FAVOR and 0 OPPOSED to approve the Consent
Agenda as presented. The motion carried.
REGULAR AGENDA
6. Public Hearing, Continued —Consideration of an ordinance amending the Allen Land Development
Code and Zoning Map, as previously amended by rezoning 0.24+ acres of land situated on part of Lots
3, 4, 13 and 14, Block 9, of Original Donation, an Addition to the City of Allen, Texas, City of Allen,
Collin County, Texas, located north of McDermott Drive, between Butler Drive and the railroad from
Central Business District -Office to Central Business District-Office/Retail.
Acting Chairman McGregor stated that the Public Hearing remains open.
Mr. David Hoover, Assistant Director, described the location, noting that the property was zoned Central
Business District (CBD) in 1983 and rezoned to CBD -Office in 2000 as part of the adoption of the Central
Business District Redevelopment Plan. He observed that the proposed zoning establishes physical boundaries
such as McDermott Drive and the railroad, and that the zoning would be that of contiguous property north of
McDermott Drive. Staff recommends approval.
With no one wishing to speak, the Public Hearing was closed.
Motion: Upon a motion by Commissioner Caplinger, and a second by Commissioner Blake,
the Commission voted 6 I FAVOR and 0 OPPOSED to approve the request as
presented.
The motion carried.

7 Reconsider Recommendation -Reconsider a request by the Dimension Group, representing
Mohamed F Wazirali, for a Specific Use Permit for a fueling station on 1.816± acres of land
situated in the William Snyder Survey, Abstract No. 821, Lot 1, Block 6, Clearview Estates, an
addition to the City of Allen, Collin County, Texas; located at the southeast corner of Main Street
(FM 2170) and Malone Road.
This item was considered ahead of item 6.
Motion: Upon a motion by Commissioner Nelson, and a second by Commissioner Blake, the
Commission voted 6 I FAVOR and 0 OPPOSED to table the request to the August
9, 2001 meeting, as requested by the proponent.
The motion carried.
Acting Chairman McGregor reminded the audience that no public hearing would be held on this item until
it was sent back to the City Council.
Bruce Anderson, 1601 Haven Place, Allen, stated that he was told this would be a public hearing.
David Dodd, City Attorney's Office, stated that the public hearing is still open at City Council, and stated
that no action will be taken tonight, as the request is tabled.
8. Consideration of amendments to the Allen Land Development Code and Set a Date for a Public
Hearing
Mr. Hoover briefly discussed the amendments considered at the workshops and noted that additional items
had been added He stated that the issue relating to churches located in a shopping center would be
considered at a later time to allow staff adequate time for research.
A public hearing will be held to consider these amendments on August 23, 2001.
Motion: Upon a motion by Commissioner Grimes, and a second by Commissioner Blake, the
Commission voted 6 I FAVOR and 0 OPPOSED to hold a public hearing on
August 23, 2001 to consider the amendments to the Allen Land Development Code.
The motion carried.

the Commission voted 6 I FAVOR and 0 OPPOSED to Adjourn the June 26, 2001
meeting at 7:30 p.m. The motion carried.
