` Call to Order and Announce a Quorum is Present:
With a quorum of the Commissioners present, the Allen Planning & Zoning Commission was
called to order at 7:00 p.m. by Chairman Obermeyer, at the Allen City Hall Council Chambers,
305 Century Parkway, Allen, Texas.
Update on Council Action:
Ms. Marina Sukup, Director of Planning & Development stated that Council approved an SUP for
First Baptist Church, Fairview for a church and day care, and stated that the recommendations
regarding the amendments to the Allen Land Development Code were approved, with one exception,
the height of buildings in the CBD. The Council left the maximum height at 4 stories and reduced the
minimum height to 2 stories. Ms. Sukup noted that the development of a sidewalk plan for the CBD
had been deferred because of the pending application for funding at the time it was considered. Staff
would initiate work on the development of a sidewalk plan for consideration in the near future.

situated in the A.B Perrin Survey, Abstract No. 713, City of Allen, Collin County, Texas; located
northwest of US 75 and Village Way.
Motion: Upon a motion by Commissioner McGregor, and a second by Commissioner
Grimes, the Commission voted 4 IN FAVOR and 0 OPPOSED to approve the
Consent Agenda. The motion carried.

7 General Development Plan —Consider a General Development Plan for Chaparral Town
Homes, Lot 1, Block], being 126 units on 10.179-+ acres of land situated in the McBain Jamison
Survey, Abstract No. 491, City of Allen, Collin County, Texas; located northeast of SH 5 and
Chaparral Road.
Mr. David Hoover presented the item to the Commission by describing the location of the property
and the surrounding zoning and development. He stated that the main access to the site is off of
Chaparral Road, and emergency access is off of Collin Drive. It was annexed into the City in
December, 2000, with ME 18 zoning. The proposal is for 126 units, 12.38 dwelling units/acre.
The proposal meets parking and open space requirements although garages were included in the
parking calculations, since only parking would be permitted. He also presented the landscape plan
and site fence plan and stated that staff recommends approval. The north, west and south side of the
property will have masonry columns with wrought iron, while the east fence will be constructed of
wood to screen headlights from adjacent properties and the street.
Phil Fishler, Kimley Hom, 12700 Park Central Dr., Suite 700, stated that they are preserving the trees
in the tree line and the fence is set back from the fence row easement. He stated that most of the
proposed shrubs are internal to the development and that a stone retaining wall was intended to
preserve the existing trees. The certain dictates the size of the wall. The fence will be located on top
of the retaining wall. The height of the fence will follow the retaining wall and be placed 7 % feet off
of the property line. The fence row is located at the property line.

Motion: Upon a motion by Commissioner Grimes, and a second by Commissioner Caplinger,
the Commission voted 4 I FAVOR and 0 OPPOSED to approve the request as
presented.
The motion carried.
8. Discussion of Land Use, Housing and Population Forecast
Ms. Sukup discussed the population forecast, and reminded the Commission that they were appointed as the
Capital Advisory Committee. She compared the density on the east and west sides of town. She stated that
the build -out forecast is based on 80 percent of present permit activity, assuming that all the property in Allen
will be developed.
She stated that an amendment to the impact fee ordinance would be brought to the Commission on October
11, 2001 with a public hearing to be held by the Council on October 18, 2001.
