Call to Order and Announce a Quorum is Present
1. Update of 1998 Comprehensive Plan
Marina Sukup, Director of Planning, presented the topics for the Community Workshop. She introduced
the representatives from each department and provided a synopsis of elements of the 2002-2022
Comprehensive Plan relating to public safety, economic development and the Central Business District.
The Planning & Zoning Commission recommended the following additions
Public Safety — Fire
Y Make note that Miscellaneous incidents include fire safety calls and tours, administrative, etc.
"r Add note that target response time is 4 minutes
Public Safety — Police
i Add text regarding drugs and alcohol programs at schools.
)e Add task force information to Intergovernmental Section.
Y Future Programs: officers in each fire station, store fronts, advocacy center
i Include a chart for total calls for service and a chart for response times.
Economic Development and Central Business District
', Note that non-residential permits includes schools.
{ Chief Bill Rushing responded to questions concerning administration of Animal Control. He noted that it
would be appropriate to consider moving the function to a different department in the future. At the
present time, training and support available within the Police Department Animal Control uses common

communication methods with Police Department and both work together on cruelty to animal cases. The
Chief noted that there was very little gang activity and no home-based gangs active in Allen.
Chansse Resume, Director of Economic Development discussed regional employment issues, including
the Allen Consortium.

Motion: Upon a motion by Commissioner Harvey, and a second by Commissioner Blake, the
Commission voted 6 I FAVOR and 0 OPPOSED to Adjourn the April 11, 2002
Community meeting at 7:30 p.m. The motion carried.

With a quorum of the Commissioners present, the Allen Planning & Zoning Commission was
called to order at 7,45 p.m by Chairman Caplinger, at the Allen City Hall Council Chambers, 305
Century Parkway, Allen, Texas.
Update on Council Action:
Ms. Manna Sukup, Director of Planning & Development, updated the Commission on the Council action
from their March 21, 2002 meeting
r County approval of City having exclusive jurisdiction in E.T.J.
r Charles Key property, 212.79± acres located west of US 75 south of Stacy Road.
CONSENT AGENDA
1. Approve Minutes of March 28, 2002 Regular Meeting
2. Final Plat -Consider a Final Plat for North Bethany Lake Estates, Phase One, Lot 16-A and Lot 16-B
being 7 4973± acres of land situated in the William Synder Survey, Abstract No. 821, City of Allen,
Collin County, Texas; located at the northwest corner of Bethany Drive and F.M. 2551
3. Final Plat -Consider a Final Plat for Lot 1, Alma Exchange Addition being a 0.76 acre of land situated in
the Henry Brandenburgh survey, Abstract No 110, City of Allen, Collin County, Texas; located on Alma

Motion: Upon a motion by Commissioner Harvey, and a second by Commissioner Grimes,
the Commission voted 6 IN FAVOR and 0 OPPOSED to approve the Consent
Agenda. The motion carried.

4. Presentation by City Staff and Gary Hendricks, P E., Bnkhoff,, Hendricks & Conley, L L.P , Consulting
Engineers updating the Water Master Plan and the Capital Improvements Program pursuant to Chapter
395 Texas Local Government Code relating to Impact Fees.

Ms. Sukup presented the background on the impact fees based on land use assumptions, noting the
Commission's role as the Capital Improvements Advisory Committee. She presented the proposed Land Use
Plan and discussed Land Use Assumptions and the changes from the 1998 plan.
Mr Gary Hendricks, Birkhoff, Hendricks & Conway, LLP, Consulting Engineer, presented the current and
future projects for water distribution, sanitary sewer collection system, and wastewater collection.
