Workshop Session
With a quorum of the Councilmembers present,the Workshop Session of the Allen City Council was called to
order by Mayor Fulk at 6:01 p.m. on Tuesday,January 11,2022,in the Basement Meeting Rooms of Allen City
Hall,305 Century Parkway,Allen,Texas.
Mayor Fulk moved to Item 2.2 on the agenda.
2.2 Update on Police Headquarters Parking Lot.
2.1 Tour of Emergency Communications Center and Overview of Dispatch Operations.
2.3 Committee Updates from City Council Liaisons.
2.4 Questions on Current Agenda.
With no further discussion,Mayor Fulk adjourned the Workshop Session of the Allen City Council at 6:55 p.m.

1. Call to Order and Announce a Quorum is Present
With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was
called to order by Mayor Fulk at 7:01 p.m.on Tuesday,January 11,2022,in the City Council Chambers
of Allen City Hall, 305 Century Parkway,Allen, Texas.

3.2 Presentation of the Mayor's Distinguished Service Award to Chief Jonathan Boyd.
4. Consent Agenda
MOTION: Upon a motion made by Councilmember Clemencich and a second by Councilmember
Shafer,the Council voted seven(7)for and none(0)opposed to adopt all items on the
Consent Agenda as follows:
4.1 Approve Minutes of the December 14,2021,Regular City Council Meeting.
4.2 Declare a Vacancy in Place No. 3 on the Board of Adjustment, Building and Standards
Commission, and Sign Control Board.
4.3 Award a Professional Services Contract to Infrastructure Management Services for City-
wide Street and Alley Pavement Assessment in the Amount of$205,022.
4.4 Authorize the City Manager to Execute a Contract with TB2 Services, Inc., dba Aire
Dynamics, Inc., for Annual HVAC Preventative Maintenance and Repair Services for
City Facilities in the Amount of$450,000.
4.5 Authorize the City Manager to Purchase a Resilient Data Backup and Disaster Recovery
Platform for the Data Center from Datavox through the Texas Department of
Information Resources in the Amount of$159,273.
4.6 Authorize the City Manager to Execute a Contract with Whirlix Design, Inc., for
Playground Replacement at Greenville Heights Parks in the Amount of$205,798.
The motion carried.
Mayor Fulk noted that Item 4.3 was made possible by federal funds under the American Rescue Plan
Act(ARPA). With these funds,the City will be able to make a thorough assessment of all roadways in
Allen, identify the condition,repair costs and prioritize street repairs within our community.
5. Regular Agenda
5.1 Conduct a Public Hearing and Adopt an Ordinance to Amend the Development
Regulations of Planned Development No. 141 with a Base Zoning of Mixed Use Relating
to the Use and Development of Approximately 74.877 Acres Generally Located Directly

South of State Hwy 121, East and West of Exchange Parkway and West of Bending
Branch Way.
Mayor Fulk opened the public hearing and asked anyone wishing to speak for or against this
item to do so at this time.
With no one speaking,Mayor Fulk closed the Public Hearing.
ORDINANCE NO.3886-1-22: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF ALLEN, COLLIN COUNTY, TEXAS, AMENDING THE ALLEN LAND
DEVELOPMENT CODE ZONING REGULATIONS AND ZONING MAP, AS
PREVIOUSLY AMENDED, BY AMENDING AND RESTATING THE DEVELOPMENT
AND USE REGULATIONS FOR PLANNED DEVELOPMENT NO. 141 ("PD-141") FOR
MIXED-USE AS ORIGINALLY ADOPTED PURSUANT TO ORDINANCE NO. 3730-1-
20; PROVIDING FOR A CONFLICTS RESOLUTION CLAUSE; PROVIDING A
SEVERABILITY CLAUSE; PROVIDING A SAVINGS CLAUSE; PROVIDING A
PENALTY OF FINE NOT TO EXCEED THE SUM OF TWO THOUSAND DOLLARS
($2,000)FOR EACH OFFENSE; AND PROVIDING AN EFFECTIVE DATE.
MOTION: Upon a motion made by Mayor Pro Tern Brooks and a second by Councilmember
Schulmeister, the Council voted seven (7) for and none (0) opposed, to adopt
Ordinance No. 3886-1-22, as previously captioned, to amend the Development
Regulations of Planned Development No. 141 with a Base Zoning of Mixed Use. The
motion carried.
6. Other Business
6.1 Calendar.
6.2 Items of Interest.
• Councilmember Schulmeister announced the Collin County MLK Appreciation Day
service at Cottonwood Creek Church on January 17.
• Mayor Fulk announced a Town Hall meeting on ERCOT on January 24. The Town Hall
will be held in person in the City Council Chambers and will be available online.
• Councilmember Clemencich recognized Timothy George upon his deployment to the
Middle East and thanked him for his service and dedication to the City and our country.
• Mayor Pro Tern Brooks encouraged residents to attend the Dallas Card Show at the
Marriott Dallas Allen Hotel and Convention Center on January 13-16.

The Executive Session was not held.
8. Adjournment
MOTION: Upon a motion made by Councilmember Corneae and a second by Councilmember
Shafer, the Council voted seven (7) for and none (0) opposed to adjourn the Regular
Meeting of the Allen City Council at 8:18 p.m. on Tuesday, January 11, 2022. The
motion carried.
