REGULAR AGENDA
Call to Order and Announce a Quorum is Present:
With a quorum of the Commissioners present, Chairman Caplinger called the meeting to
order at 7:00 p.m. in the City Hall Council Chambers, 305 Century Parkway
Director's Report on November 12, 2002 Council Action:
Marina Sukup, Director of Planning and Development, reported that the Council
approved the requests for Advantage Self Storage, Bellegrove Commercial, and Wynne
Jackson Town Homes. The request for an SUP for outside storage for Cornerstone
Addition was denied.
CONSENT AGENDA
1. Approve Minutes of October 1, 2002, Regular Meeting
Motion: Upon a motion by Commissioner Sedlacek, and a second by Commissioner
Wendland, the Commission voted 6 I FAVOR and 0 OPPOSED to approve
the Consent Agenda. The motion carried.

2. Preliminary Plat — Consider a Preliminary Plat for The Orchards, being 68.9421 acres out of the
William Snyder Survey, Abstract No. 7821, City of Allen, Collin County, Texas, located at the
northeast corner of Malone Road and Bethany Drive.
Mr. David Hoover, Assistant Director of Planning and Development, presented the item to the
Commission. He reviewed the issues and discussed how each would be addressed:
Park location determination — The Park will be located at the northeast corner of the property
Drainage Study — The study is complete and no on-site detention will be needed.
Entrance to subdivision from Bethany Drive — Until improvements are made to Bethany
Drive and additional right-of-way is acquired: Bethany will not be an entrance to this
subdivision.
Mr. Jeff Miles, Jones and Boyd, 16800 Dallas Parkway, Representing D.R. Horton, Owner, stated
that he was available for any questions.
The Commission questioned the drainage of the subdivision.
Dennis Abraham, Civil Engineer, stated that the detention pond to the east was designed to accept
the drainage from this subdivision.
Commissioner Grimes stated he would like to add a condition for approval that the applicant
properly delineates the park on the plat.
Motion: Upon a motion by Commissioner Grimes, and a second by Commissioner
Culbertson, the Commission voted 6 I FAVOR and 0 OPPOSED to
approve the request subject to the following conditions:
1. No traffic will be allowed to use the entrance off of Bethany Drive until
improvements have been made to Bethany and Malone.
2. The Park shall be properly delineated on the plat.
The motion carried.
3. Floodplain Reclamation — Consider a request for Gulf Coast Package, Ltd. for Floodplain
Reclamation on 118± acres of land located at the southeast comer of Custer Road and SH

Mr. Hoover presented the item to the Commission and explained the request. He stated that the
Planning Commission is the body with the authority to approve floodplain reclamation.
Mr. Hoover stated that the City's position and philosophy have changed and the policy of not
allowing any type of floodplain reclamation has now been established. It is a policy embraced
by the Planning Commission and the City Council. Technically, the request is sound and the
Engineering Department agrees with the applicant's consultants that this process would work.
However, there is still the issue of the policy and how it relates to this request.

Kirk Williams, 5400 Renaissance Tower, Dallas, representing the applicant, stated applicant's
E belief that the ordinance establishing zoning for Planned Development No. 63 included approval
of the floodplain reclamation. He requested that the Planning Commission reaffirm the approval
of the floodplain reclamation. He stated that he is agreeable to work with staff on parks, open
space dedication, etc.
David Dodd, Attorney's Office, stated that the ordinance for Planned Development No. 63 is just
a zoning ordinance — it is not noted in the ordinance or on the exhibit that floodplain reclamation
was approved. He requested that he have the opportunity to review the ordinance and the
minutes of the meetings at which the zoning was considered before offering an opinion.
The Commission agreed that additional time is needed to gather more information on the history
of this request, for review by Staff and the City Attorney's office.
Motion: Upon a motion by Commissioner Wendland, and a second by Commissioner
Culbertson, the Commission voted 6 I FAVOR and 0 OPPOSED to table
the item to the November 19, 2002 meeting. The motion carried.
Other Business
• Preliminary Discussion — Draft of 2002-2022 Comprehensive Plan. — Ms. Sukup briefly
discussed the new revised draft of the Plan and stated that she expected it to be published on
the City's web site by the end of the week for the purposes of securing additional public
comments. She stated that staff was available to present the Plan to any organization or
group that the Commission would request.
• Upcoming Agenda Items
Sally Leeper, Planner, reminded the Commission of the Boards and Commission Banquet to be
held on December 12, 2002 at the Allen Hilton Hotel. Ms. Leeper also briefly discussed the
Planning & Zoning Seminar to be held November 22, 2002, Allen Council Chambers; invitations
were distributed.
Adjourn
Motion: Upon a motion by Commissioner Grimes, and a second by Commissioner
Stocker, the Commission voted 6 IN FAVOR and 0 OPPOSED to adjourn
the November 5, 2002 Planning & Zoning meeting at 8:05 p.m.
