1. Call to Order and Announce a Quorum is Present.
With a quorum of the members present, the Downtown Steering Committee Meeting was called to
order by Chair Baril at 7:00 p.m. on Wednesday, December 8, 2021, in the City Council Conference
Room at Allen City Hall located at 305 Century Parkway,Allen,Texas 75013.
2. Approve Minutes of the November 8,2021, Committee Meeting.

Upon a motion by Committee Member Watling and a second by Committee Member Sherlip, the
Committee voted ten(10) for and none (0) opposed to approve the minutes of the November 8, 2021,
Downtown Steering Committee. The motion carried.
3. Receive Update from Consultant.
Shai Roos,former Project Manager with Stantec Consulting Services,introduced Erin Perdu as the new
Project Manager who will lead the project going forward.
4. Discuss November and December Outreach Results.
Committee Members updated the Committee on community outreach events.
• Allen High School Playoff Football Game — Most people didn't engage with committee
members as they were busy walking to and from their seats.
• Rolling Hills Park Event—Attendance w s low but answered many questions.
• Turkey Skate—Very busy but not the target audience.
• Holly Jolly—Successful event with lots orf community engagement.
• ACO North Pole Toy Drive—Mainly a rive-thru event, not conducive for speaking one-on-I i.)
one with people; committee members we en't discernable, and no publicizing of the event.
• Rotary Parade—successful event and DS entry won Best Volunteer Entry.

Vice-Chair McKenzie updated the Committee on Outreach Survey results.
• 116 responses from events held.
• Many prefer the DSC to reach out/provide information via social media or website.
• Many visit downtown on a weekly basis and travel there via car.
• Many like the library, small-town feel and maintaining the history.
• Many dislike the fact there isn't much to do, etc.
• Large percentage of people requested restaurants and breweries/wineries.
• Top challenges facing downtown:no shopping,no restaurants,no entertainment, etc.
Results were widespread and from a variety of the HOAs. The committee needs to look at the use
of texts and email to send out the survey and engage the community on upcoming workshops.
5. Discuss 2022 Outreach Plan.
Chair Baril provided a project timeline for community input workshops and community engagement
campaigns.
6. Next Meeting Date.
The next meeting of the Downtown Steering Committee is scheduled for Wednesday,January 26,2022.
7. Adjourn.
Upon a motion by Committee Member Schnick and a second by Committee Member Gould, the
Committee voted ten (10) for and none (0) opposed to adjourn the Downtown Steering Committee at
8:39 p.m. on Wednesday,December 8,2021. The motion carried.
