With a quorum of the Commissioners present, Chairman Caplinger called the meeting to order at 7:00
p.m. in the City Hall Council Chambers, 305 Century Parkway

1. Approve Minutes of September 2, 2003, Regular Meeting.
2. Final Plat — Consider a Final Plat for Suncreek Retail Corner Addition, Lot 1, Block A. The property
is a .571 acre tract of land situated in the Joseph Russell Survey, Abstract No. 775, City of Allen,
Collin County, Texas; located at the northwest comer of Alma Drive and Hedgecoxe Road.
3. Final Plat— Consider a Final Plat for Waterford Parks, Phase 2A -East. The property is 88 residential
lots on 26.24471 acres of land out of the Henry Brandenburg Survey, Abstract No. 1 10, and the
Seaborn & Clements Survey, Abstract No. 879, City of Allen, Collin County, Texas; located south of
the intersection of Ridgeview Drive and Stacy Road.
Commissioner Grimes noted a correction for page two of the minutes of September 2, 2003.
Motion: Upon a motion by Commissioner Grimes and a second by Commissioner Harvey,
the Commission voted 7 I FAVOR and 0 OPPOSED, to approve the Consent
Agenda with a correction on page two of the minutes. The motion carried.

4. Public Hearing — Conduct a public earing and consider a request for a change in zoning from MF -
24 Multifamily, R-7 Residential and R-4 Residential; to TH-Townhome, R-4 Residential, R-5
Residential, R-6 Residential and R-7 Residential. The property is 118.946+ acres of land situated in
the J. Roberts Survey, Abstract No. 777, and the Henry Wetsel Survey, Abstract No. 1026, City of
Allen, Collin County, Texas; located east of SH5 and south of Stacy Road.

David Hoover, Director of Planning & Development, presented the request to the Commission. He
described the current zoning on the property stating that the total allowable units would be 725 — resulting
in an average density of 6.0 units per acre. He stated that the proposal would result in a total of 440 lots
and an average density of 3.7 units per acre.
Mr. Hoover described a large greenbelt which traverses the tract along an east -west axis and separates the
higher density uses from the lower ones; and would be maintained by the HOA.
Staff supports the request.
Bret Pedigo, Director of Engineering, Centex Homes, 2800 Surveyor Blvd., Carrollton, the applicant,
stated that he is looking forward to development of the property and was available to answer any
questions.
Chairman Caplinger opened the Public Hearing.
Donald Congdon, 1704 Wagon Wheel Drive, questioned the Townhome portion. Are they for sale or
rent? Will there be pools or tennis courts adjacent to SH5? What would the price range be of the homes
proposed for development?
Chairman Caplinger read the public hearing letters received (attached).
Chairman Caplinger again asked if anyone wanted to speak or ask questions.
Ann Dreis, Sunrise Drive, Spring Meadow addition, questioned the access to Greenville Avenue and the
school
Jeff Wood, 61 Buckingham Lane, questioned how Buckingham Estates would be buffered and questioned
the meaning of R-4.
Mr. Hoover responded to the questions. He read the dimensions of the various Residential categories. He
stated there would be two access points onto Greenville Avenue — directly adjacent to the existing
openings in the Reid Farm addition. He noted that there is no screening requirement to screen residential
from residential; however, the plan at this point is to find out what would be best— landscaping, fencing,
or something else —what is most compatible is still to be determined.
Mr. Pedigo stated that there are no amenities planned adjacent to Greenville Avenue. Any amenities
would be developed around the greenbelt. Product prices are market driven and he stated that was yet to
be determined. He addressed the collector system proposed and stated it will connect into Stable Run
adjacent to the AISD. He also noted that this would be signalized at SH5.
Mr. Pedigo described the alley proposed along the R-4 side and stated there would be no driveway access
off of the collector road. He also noted that the tree line would be protected.

Randy Friemel, 65 Buckingham Lane, questioned when the development would start and would it
coincide with the expansion of SH5?
Mrs. Gilbert, 1515 Redeemer, stated that as a neighbor, she would like to know the price range of this
development to be sure it's not a lower scale development.
With no one else wishing to speak, the public hearing was closed.
Mr. Hoover stated that the expansion of SH5 would be in a year or more
The Commission questioned the appropriateness of lots within the R-6 zoning north of the school
property that appear to be disconnected from the rest of the lots. It was noted that this would be
addressed in the plat stage but the apparent separation was due to the desire to save trees in the greenbelt
The Commission discussed the proposal and indicated their support of the request. Commissioner
Sedlacek strongly suggested the developer hold meetings with the neighborhood as development
progressed.
Motion: Upon a motion by Commissioner Harvey, and a second by Commissioner
Wendland, the Commission voted 7 I FAVOR and 0 OPPOSED to approve the
request. The motion carried.
Commissioner Culbertson left the meeting at 745 p.m.
5 Preliminary/Final Plat— Consider a Preliminary/Final Plat for Allen Village Addition, Lots 9, 10, &
11, Block A. The property is 5.3695f acres of land situated in the Michael See Survey, Abstract No.
543 and the David Nix Survey, Abstract No. 668, City of Allen, Collin County, Texas; located east of
Alma Drive and South of McDermott Drive.
Mr. Hoover presented the request to the Commission. He stated that the plat is consistent with the Allen
Land Development Code and the General Development Plan. Staff recommends approval.
Motion: Upon a motion by Commissioner Harvey, and a second by Commissioner Sedlacek,
the Commission voted 6 IN FAVOR and 0 OPPOSED to approve the
Preliminary/Final Plat for Allen Village Addition, Lots 9, 10 & 11, Block A.
The motion carried.
6. General Development Plan — Consider a General Development Plan for Quail Run. The property is
110.952 acres of land and 413 lots out of the John Fyke Survey, Abstract No. 325, and the L.K.
Pegues Survey, Abstract No. 702, City of Allen, Collin County, Texas; located south of Stacy Road
between Watters Road and Curtis Lane
Mr. Hoover presented the request to the Commission. He explained that Watters Road would be
realigned slightly to remove it from the adjacent property The new portion of Curtis Lane will be
connected to the existing Curtis Lane via Stockton Drive to allow for additional access and circulation.
As development to the south occurs, Curtis Lane will be extended to the service road of US 75.
Mr. Hoover stated that there were some drainage issues and the need for on-site detention or proof of off-
site capacity— which would all be addressed prior to Preliminary Platting.
Staff recommends approval of this request.

Commissioner Grimes stated that Lots 31 and 32 on Panther Lane need to be checked. The current lay-
out may not be appropriate.
The Commission discussed the configuration of several other lots and Mr Hoover addressed the concerns
regarding driveways and lot spacing.
Chairman Caplinger questioned the drainage issues, and Mr. Hoover stated that there are issues that
would have to be addressed by engineering prior to platting.
Christopher Jackson, Representative for Villages of Watters Creek, 600 North Pearl, Dallas, addressed a
temporary road connection at the far northwest corner of the development at Watters Road. Mr. Hoover
emphasized that this was only temporary
Motion: Upon a motion by Commissioner Wendland, and a second by Commissioner
Sedlacek, the Commission voted 6 I FAVOR and 0 OPPOSED to approve the
General Development Plan for Quail Run. The motion carried.

Subject: Hassle Hunt P&Z meeting
David,
I'm not going to be able to make it to the P&Z meeting tomorrow However, I wanted to
pass on a couple of concerns that my neighbors (on Buckingham Lane) and I have
regarding the Hassie Hunt re -zoning.
On the base issue of the re -zoning, everyone is in favor of the change. However, after
talking to my neighbors, there have been several items raised regarding the proposed
plat map First and foremost is the protection of the existing tree line on the far South
side of the Hassle Hunt property. I alerted my neighbors to the relevant zoning
requirements that are already in place regarding to protect the trees. I also gave them
Susan Campbell's contact information to make sure that nothing is done to jeopardize the
trees. However, you may want to touch on this during the P&Z meeting as most of my
neighbors will be watching the meeting on TV Only a few of them are going to actually
be at the meeting.
Second, is the issue of the alley on the south side (and east side by the school) of the
Hassie property. A common theme is that fact that no one wants to look at trash bins and
traffic. One neighbor wanted a brick wall, but that's not going to happen! I've heard a
couple of acceptable alternatives (in no particular order):
1) Don't have an alley at all. Just have an 8' fence all along the tree line I talked to
the developer at Centex and he said that the alley way was for drainage. However,
unless Centex is planning to completely change the grade of the property, then all
the water actually flows directly to the East according to the USDA topo map. In
any case, the only water drainage would be from the one row of lots that are
adjacent to our property. I don't want to discount drainage at all since we do have a
serious amount of water in our ditches. I've attached a picture from about a year
ago of the front of my property.
2) Put an 8' fence between the alley and the fence line. I would imagine that the HOA
would be the one that would have to provide upkeep for the fence.
3) Put some sort of greenery between the alley and the tree line. Something that
within a few years would provide a solid, evergreen screen. Eastern Red Cedars,
Cypress, etc trees come to mind. Red Tip Photina's wouldn't be acceptable since
there is a fungus disease that is going around decimating the plants.
None the less, if the alley is a part of the plan, then a restriction on parking vehicles and
trailers on the tree row side of the alley would be requested.
