Workshop Session
With a quorum of the Councilmembers present,the Workshop Session of the Allen City Council was called to
order by Mayor Terrell at 6:28 p.m. on Tuesday, March 12,2019, in the City Council Conference Room of the
Allen City Hall, 305 Century Parkway,Allen,Texas.
1. Introduction of Ryan Smith,Keep Allen Beautiful Board Vice Chairperson.
2. Update Regarding the City's Legislative Agenda & Collin County Day.
3. Update on City of Allen 2019 Strategic Plan.
4. Committee Updates from City Council Liaisons.
5. Questions on Current Agenda.
With no further discussion, the Workshop Session of the Allen City Council was adjourned at 7:00 p.m. on
Tuesday,March 12,2019.
Call to Order and Announce a Quorum is Present
With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to
order by Mayor Terrell at 7:05 p.m. on Tuesday, March 12, 2019, in the Council Chambers of the Allen City
Hall, 305 Century Parkway,Allen,Texas.

Public Recognition
1. Citizens'Comments.
Kevin Handy, 1858 Villa Dr.,Allen,Texas, spoke regarding open government.
2. Presentation of Proclamations by the Office of the Mayor.
• Present a Proclamation to Cornerstone Ranch Proclaiming March 2019 as "Developmental
Disabilities Awareness Month."
3. Presentation of the Keep Allen Beautiful Board's Annual Report by Vice Chairperson, Ryan
Smith.
Consent Agenda
MOTION: Upon a motion made by Councilmember Clemencich and a second by Councilmember
Doherty,the Council voted seven(7)for and none(0)opposed to adopt all items on the Consent
Agenda as follows:
4. Approve Minutes of the February 26,2019,Regular City Council Meeting.
5. Adopt a Resolution Requesting the Members of the 86'Legislative Session of the State of Texas
Support Legislation that Provides Stewardship, Health and Well Being, and Connectivity for
Local and State Parks.
RESOLUTION NO.3649-3-19(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, REQUESTING THE MEMBERS OF THE 86T"
LEGISLATIVE SESSION OF THE STATE OF TEXAS SUPPORT LEGISLATION THAT
PROVIDES STEWARDSHIP, HEALTH AND WELL BEING, AND CONNECTIVITY FOR
LOCAL AND STATE PARKS; AND PROVIDING AN EFFECTIVE DATE.
6. Authorize the City Manager to Execute a Change Order with Central North Construction,LLC,
in the Amount of$62,376.25 for the Median Improvements Project.
The motion carried.

7. Motion to Accept the Fiscal Year 2017-2018 Comprehensive Annual Financial Report(CAFR).
MOTION: Upon a motion made by Councilmember Sedlacek and a second by Councilmember Brooks,
the Council voted seven(7)for and none(0)opposed to accept the 2017-2018 Comprehensive
Annual Financial Report.The motion carried.
8. Conduct a Public Hearing and Adopt an Ordinance Establishing Standards of Care Necessary
for a Day Care Licensing Exemption for Youth Camp Programs Operated by the Allen Parks and
Recreation Department.

Mayor Terrell opened the public hearing and asked anyone wishing to speak for or against this item to
do so at this time.
With no one speaking,Mayor Terrell closed the public hearing.
ORDINANCE NO. 3650-3-19: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, ESTABLISHING STANDARDS OF CARE NECESSARY
FOR A DAY CARE LICENSING EXEMPTION FOR YOUTH CAMP PROGRAMS OPERATED
BY THE CITY OF ALLEN PARKS AND RECREATION DEPARTMENT; PROVIDING FOR A
REPEALING CLAUSE;PROVIDING FOR A SEVERABILITY CLAUSE;AND PROVIDING FOR
AN EFFECTIVE DATE.
MOTION: Upon a motion made by Councilmember Doherty and a second by Mayor Pro Tem Caplinger,
the Council voted seven (7) for and none (0) opposed to adopt Ordinance No. 3650-3-19, as
previously captioned, to establish Standards of Care necessary for a Day Care Licensing
exemption for Youth Camp Programs operated by the Allen Parks and Recreation Department.
The motion carried.
9. Authorize the City Manager to Negotiate and Execute Contract Documents with CentralSquare
Technologies for the Purchase of Public Safety Computer Aided Dispatch and Records
Management System in the amount of$2,100,000.
MOTION: Upon a motion made by Mayor Pro Tem Caplinger and a second by Councilmember Brooks,
the Council voted seven(7)for and none(0)opposed to authorize the City Manger to negotiate
and execute contract documents with CentralSquare Technologies for the purchase of Public
Safety Computer Aided Dispatch and Records Management System in the amount of
$2,100,000. The motion carried.

11. Items of Interest.
• Council wished happy birthday to Councilmember Doherty.
• Council recognized Boy Scouts from Troops 285 and 1914 in attendance as a requirement for
earning a Merit Badge
• Councilmember Brooks expressed his appreciation to the Council for their continued support of
the City's public safety.
• Councilmember Doherty announced she will join in the upcoming performance of the Allen
Philharmonic Orchestra and Symphony Chorus marking its 20th anniversary on March 23 at the
Allen High School Performing Arts Center.
• Councilmember Sedlacek reminded everyone to check the calendar, on the City's website, for
upcoming Keep Allen Beautiful event dates and other upcoming City activities.

The Executive Session was not held.

MOTION: Upon a motion made by Councilmember Doherty and a second by Councilmember Brooks,the
Council voted seven(7)for and none(0)opposed to adjourn the Regular Meeting of the Allen
City Council at 8:14 p.m. on Tuesday, March 12,2019. The motion carried.
