ACTION ITEMS: 1. Approve Minutes from Called Meeting held on October 27, 2021. Motion: Upon a motion by Eric Strong, and a second by Michael Sizemore, the Committee voted 6 IN FAVOR, 0 OPPOSED to approve the minutes from the October 27,2021 meeting. The motion carried. 2. Consider a Design Plan for Lots 1-9, Block 6, Original Donation for a Dwelling, Single-Family (Attached)Use. Ms. Angel presented the item to the Committee and noted that staff is in support of the request with the - following conditions: 1. Under Section 4.08.19.2.g.iii.a Lots 9 through 16 on the design plan have an increased maximum front yard setback of twenty feet; 2. Under Section 4.08.19.2.c,pedestrian crossings at the northeastern corners of Boyd Drive and Butler Drive and corners of Coats Drive and Butler Drive; 3. A recommendation to City Council that half of the required visitor parking be counted through on-street parking; and Central Business District Design Review Committee December 8,2021 Page 2 4. Building elevations be remanded back to DRC after the applicant meets general compliance with building code is met and changes to meet the requirements of Section 4.08.19.2.c; Section 4.08.19.3.f.v.b; 4.08.19.2.g.iii.c; and Section 4.08.19.3.e. The Committee discussed the following: • Proposed driveway widths; • Increased front yard setback; • The abandonment of the existing 20-ft alley identified as a 20-ft right-of-way on the west side of the design plan between the proposed Lots 4 and 5; • The increase in the width of the existing 25-ft north/south alley to 26-ft; • Proposed configuration of the site and number of buildings; • The proposed screening material along the detention pond; • Clarification of the suggested pedestrian crossings at southeastern corner of Coats Drive and Butler Drive and the northeastern corner of Boyd Drive and Butler Drive; • Austin Drive is not being extended in DART's right-of-way and will remain as is; • The location, screening, and protection of HVAC units and/or proposed transformers; • Building elevations and ensuring the street-facing façades had more prominent articulation; and • The proposed back door adjacent to the garage off the alley. Motion: Upon a motion by Michael Sizemore and a second by Eric Strong, the Committee voted 6 IN FAVOR, 0 OPPOSED to approve the Design Plan for Lots 1-9, Block 6, Original Donation for a Dwelling, Single-Family Use (Attached),with the conditions that front yard setback be increased; a recommendation to City Council that half the required visitor parking be counted through on-street parking; the addition of pedestrian crossings at southeastern corner of Coats Drive and Butler Drive and the northeastern corner of Boyd Drive and Butler Drive; and that the application be remanded back to DRC once the applicant is able to provide more information on the screening around the detention pond, demonstrate general compliance with building code, and meet the requirements of Section 4.08.19.2.c, Section 4.08.19.3.f.v.b, 4.08.19.2.g.iii.c, and Section 4.08.19.3.e.
