Call to Order and Announce a Quorum is Present
With a quorum of the Commissioners present, Chairman Wendland called the meeting to order at 7,00
p.m. in the City Hall Council Chambers at Allen Citv Hall, 305 Century Parkway

City Council at the July 26, 2011 regular meeting.
Consent Aeenda
2. Approve minutes of the July 19, 2011 regular meeting.
3. Final Plat - Consider a Final Plat for Allen Center North Addition, Lot 4, being 1.3603± acres
located south of Stacy Road and east of G,o j ... P!e Avenue/SH 5. IFP -7/13/11-133) [Murphy Oil

Motion: Upon a motion by 2"d Vice Chairman Dreggors, and a second by Commissioner
Trahan, the Commission voted 7 IN FAVOR, and 0 OPPOSED, to approve the
Consent Agenda.

Agenda Item #4: Preliminary Plat — Consider a Preliminary Plat for Lot I and Lot 2, Block A,
Fellowship Christian Cerle,' Turch Addition, being 13 2001 acres located north
of Lake Travis Drive and eas, of Malone Road (PP -5/23111-126) [Fellowship
Christian Center Church]
Tiffany McLeod, Planner, presented to the Commission. The property is located north of Lake Travis
Drive and east of Malone Road. Prior to 2010 the church, temple or rectory use was required to have a
Specific Use Permit In January of 2010 the ALDC was amended to allow this use by right in all
residential zoning districts. Therefore the Preliminary Plat is the first step in the development process for
this project The subject Preliminary Plat shows two lots. Lot 1 is designated for the Fellowship
Christian Center Church; which plans to develop in two phases. Lot 2 is City of Allen future parkland
property The plat shows two detention easements; to serve the drainage needs for Lots 1 and 2
individually The plat also shows various easements (firelane, utility, etc.) required for the development
of Phase I of the Fellowship Christian Center Church.
The Preliminary Plat has been reviewed by the Technical Review Committee and meets the requirements
of the Allen Land Development Code.
Staff recommends approval.
Commissioner Kizer asked for clarification on the change in the zoning requirement for church, temple or
rectory use. Ms. McLeod stated the purpose of that ALDC amendment was to merge with federal and
state standards. Kevin Laughlin, Attorney, stated th^ ("rv, identified a need to restudy the requirement for
this use to have an SUP in residential zoning distriJ' "s a result the code was amended.
Commissioner Platt asked if the screening wall would box in Phase 2 of the property; the property that the
City purchased Ms McLeod clarified that the City purchased Lot 2 and access to that lot is being
discussed.
1" Vice Chairman Cocking asked if the church will have to come back and preliminary plat Phase 2. Ms.
McLeod answered if the intent is to break up Lot 1 into two separate lots then they will have to come
back and preliminary plat the second phase. Otherwise Lot 1 will be final platted. When development of
Phase 2 occurs staff will require a Replat in order to identify, easements associated with that development
2"d Vice Chairman Dreggors asked if the drainage easement on Lot 2 will be connected to any sanitary
sewer or storm system. Ms. McLeod answered the plans for the park are in the preliminary stages. Chris
Flanigan stated the pond will be used to detain storm water flows. The location of the pond is shown on
the plat for illustrative purposes and more than likely will be relocated as the plans for the park develop

Motion: Upon a motion by Commissioner Platt, and a second by Commissioner Mangram,
the Commission voted 7 IN FAVOR, and 0 OPPOSED, to approve the Preliminary
Plat for Lot 1 and Lot 2, Block A, Fellowship Christian Center Church.
The motion carried.
