Call to Order and Announce a Quorum is Present:
With a quorum of the Commissioners present, Chairman Wendland called the meeting to order at 7:00
p.m. in the City Hall Council Chambers at Allen City Hall, 305 Century Parkway
Director's Report
I. Action taken on the Planning & Zoning Commission items by City Council at the November 13,
2012 and November 27, 2012 regular meeting.
Consent Aeenda
2. Approve minutes from the November 6, 2012 regular meeting.
3. Final Plat — Consider a request for a Final Plat for Boss) Boots Addition, Lot 1, Block D being
1.782f acres located northeast of Exchange Parkway and Bossy Boots Drive. (FP -10/1/12-66)

Regular Agenda
Agenda Item 44 Residential Replat/Public Hearing — Conduct a Public Hearing and
consider a request for a Residential Replat of Lots 1 — 51, Bethany
Mews/Pecan Homes, being 15.0691 acres located east of Alma Drive
and south of Bethany Drive. (RP -11/12/12-83) [Bethany Mews/Pecan
Homes]
Ms. Tiffanv McLeod, Senior Planner, presented to the Commission. The property is located east of Alma
Drive and south of Bethany Drive.
Ms. McLeod stated that the purpose of the Replat is to revise the lot configuration and reduce the number
of residential lots from forty-three (43) lots to thirty (30) lots. The most significant changes were made to
the "slice of bread" lots located at the southeastern end of the subdivision. These lots have been
reconfigured to standard residential lots. The base zoning for this section of the subdivision is Single
Family Residential R-7 The new lots significantly exceed the lot size requirements for this zoning
district.
The primary access, street configuration, building setbacks and open space are all consistent with the
approved Final Plat.
Ms. McLeod stated that the Replat has been reviewed by the Technical Review Committee and meets the
standards of the Allen Land Development Code.
Chairman Wendland opened the Public Hearing.
With no one choosing to come forward the Public Hearing was closed.
1" Vice Chair Cocking confirmed that the design guidelines approved with the Planned Development No.
105 will remain in place. Ms. McLeod stated that the development regulations would stay the same.
Motion: Upon a motion by Commissioner McNutt, and a second by Commissioner
Platt, the Commission voted 7 IN FAVOR, and 0 OPPOSED to approve the
Residential Replat for Bethany Mews Pecan Homes.
The motion carried.
Agenda Item N5 General Development Plan — Consider a request for a General
Development Plan for Avondale Commercial Addition, Lots 1 and 2,
Block A, being 2.152± acres located at the southwest corner of Alma
Drive and Ridgeview Drive (GDP -10/15/12-68) [Avondale Commercial
Addition]
Ms Shelby Griffin, Planner, presented to the Commission. The property is located south of Ridgeview,
Drive and west of Alma Drive and is zoned Planned Development No. 67 for Local Retail "LR."
Ms. Griffin explained that the property was zoned Local Retail in February of 2004 as part of the overall
Avondale development. At the time of zoning, there was not a General Development Plan (GDP)
associated with this piece of property The proposed General Development Plan is for 2.152± acres and
shows 2 commercial lots. Lot I is 1.234± acres and will be used for commercial uses that are allowed in
the Local Retail zoning district. Lot 2 is 0.918±acres and will be used for a veterinary clinic.
There are two access points into the site; one being off of Ridgeview Drive and one access point off
being off of Alma Drive. An 8 foot masonry screening wall will run along the southern and western
boundary of the property
Ms Griffin added that the GDP has been reviewed by the Technical Review Committee and meets the
requirements of the Allen Laid Development Code.
Motion: Upon a motion by Commissioner Platt, and a second by I" Vice Chair
Cocking, the Commission voted 7 IN FAVOR, and 0 OPPOSED to approve
the General Development Plan for Avondale Commercial Addition.
The motion carried.

IDirector's Report from 11/13/12 City Council Meeting
There was one item taken to the November 13, 2012 City Council meeting for consideration:
• Adopt an Ordinance to add building elevations, and amend the Concept Plan and development
regulations for Planned Development No. 93 Townhome TH for The Villas at Cottonwood Creek
located south of Stacy Road and east of Curtis Lane was approved.
Director's Report from 11/27/12 City Council Meeting
There were three items taken to the November 27, 2012 City Council meeting for consideration:
• A request to Adopt an Ordinance for a Specific Use Permit for an Assisted Living use for Allen
Assisted Living located north of Prestige Circle and west of Greenville Avenue was approved.
• A request to consider a Resolution adopting the 2011-2012 Comprehensive Annual Performance
Evaluation Report (CAPER) for the Community Development Block Grant (CDBG) Program
was approved.
• A request to Adopt an Ordinance to amend various sections of the Allen Land Development
Code, including amending Appendix B "Filing Fees and Charges" and amending Sections 1.08,
2.03 3, 3.03; 4.06, 7.06.4; and 8.04 to provide for adoption of various fees and charges by city
council resolution, moving from Section 4.15.2 to Section 4.15 1 language authorizing uncovered
front porches and uncovered patios to extend a limited distance into the front yard in the R -I, R -
1.5,R -2, R-3, R-4, R-5, R-6 and R-7 zoning districts; amending Section 6.06 and adding a new
Section 6.06.11, "Solar Panels" providing for supplemental use regulations for solar panel
systems; amending Section 7.03.4 regarding the regulation of outdoor lighting; amending Section
7.07 1 to add an exception to the prohibition of fences and walls in the front yard; amending
Section 8 05 1.7 regarding the regulation of driveway cuts; amending Section 8 11 regarding the
regulation of street lights; amending Appendix A by adding, amending or repealing certain
definitions was approved.
