OF THE TOWN COUNCIL OF THE TOWN OF ALLEN
APRIL 26th 1962
Meeting called to order by Mayor Gentry T. Jones
Minutes read and approved:
Aldermen present as follows; J.C. Hefner, C.E. Ottaway, F.Dean Sears,
Talmadge L. Oxford and Phil Pringle.
Mayor Jones reports that trees have been cut down on South Ave. E.
West. Also read letter he wrote to Mr. J.M. Clay in regard to fencing
across easement between the J.M. Clay and David Matthews property, and
a letter to Dr. Geo W. Apple about an open septic tank on his property.
Some discussion was made regarding future development with reference to
allies and easements.
Bill Reaves acting Fire Chief for the fire department presented a list
of the equipment on hand at this time. Also a list of equipment that is
needed at this time was passed. Mr. C.E. Ottaway suggested that the Fire
Dept. have a Fire Chief to be responsible for running the FIRE DEPARTMENT
and refer to the Town Council when they are in need of further help. The
Fire Chief to publish a list of the men chosen for the Fire Dept., also some
discussion about a two-way radio for the Fire Department.
Mr. Ottaway moved that the Town Council accept the fire equipment as the
fire dept. has presented it, and that the department select their FIRE
CHIEF and present to the Council for approval. Sec. by Phil Pringle. Motion
passed Ayes (5) Five / noes (0) none.
About the opening of East Avenue C north to the Col. section.
After a lengthy discussion among the Council and with Mr. Earl Young, who
favored opening of said street and Mr. W.F. Dutton who opposed opening of
said street, MAYOR Gentry T. Jones asked for a motion. Mr. Ottaway
made the motion that the street be put in (East ave. C north to
connect with North 3rd street east), and second by Talmadge L. Oxford.
Motion did not pass with votes as follows, Ayes (2) Two -- C.E.O. / T.L.O.
Noes (3) Three -- J.C.H. / F.D.S. & Phil P.
Motion by Mr. Ottaway to fix North 3rd Street W, between west Ave.B
north and west Ave. C north. Second by T.L. Oxford, Motion passed with
votes as follows; Ayes (4) / Noes (1) one / F.D.S.
Motion by Mr. Pringle to pay all bills, sec by Mr. Sears, ayes (5) Five.
Motion by Mr. Pringle to transfer $255.11 from the GENERAL fund to
the WATER & SEWER REVENUE fund to clear the LIABILITIES of one fund to
the other, for the year from July 1st 1960 through June 30th 1961. Second
by J.C. Hefner. Motion passed ayes (5) Five / noes (0) none.
Discussion about retaining the service of our present City Attorney or
securing the service of some other attorney, it was said that Mr. Orr
would take the job for $25.00 per month including Ordinance & etc. Motion
was made by Phil Pringle to dismiss the existing attorney (Mr. Paul Warden)
and secure another one. Motion was sec by F.Dean Sears, motion passed
Ayes (4) Four // noes (1) one J.C. Hefner.
Motion by Mr. Sears for the Mayor to appoint himself and two Aldermen
to secure an attorney for the Town of Allen, sec by Mr. Pringle.
Motion by Mr. Sears withdrawn.
Motion by Mr. Ottaway for the MAYOR to secure the service of Mr. Orr as
attorney for the Town of Allen. Sec by Talmadge Oxford motion passed
ayes (4) Four / noes (1) One J.C.H.
Motion by Mr. Sears that the MAYOR present a master plan for STREET
IMPROVEMENT and REPAIR in the Town of Allen - within 30 days, sec by
Mr. Pringle. Motion passed ayes (4) four / noes (1) One J.C.H.
Motion by Mr. Ottaway and sec by Mr. Pringle that the MAYOR buys a desk
for his office, not to exceed $75.00, motion passed ayes (4) Four, noes
(0) none.
Mayor Gentry T. Jones asked the City Police to retire from the
meeting, after a discussion as to the performance of his duties
and the way he had handled his duties as a Police Officer, the
Mayor asked the Town Council after a due consideration to either
replace the present officer or get behind him and give him a complete
vote of confident, after further discussion and deliberation
the COUNCIL voted to back the present Police Officer by giving him
a complete vote of confidence, and offered their support in any-way
in making Allen a better place in which to live.
Motion to adjourn by Mr Hefner / sec by Mr. Oxford
