SPECIAL CALLED WORKSHOP
AUGUST 11, 1998 - 5:45 P.M.

I. CALL TO ORDER
Chair, Barbara Eubanks called the meeting to order at 5'47 p.m.
II. WORKSHOP: DESIGN OF FOCUS GROUPS
Chair Barbara Eubanks called the meeting to order and announced that
she would be serving as the facilitator for this workshop since Mr Art
ff11 Lacy could not attend this meeting.

Barbara began the workshop by reviewing the purpose of the Focus
Groups being discussed this evening, and provided the group with a brief
outline of the goals to be accomplished this evening:
1) Identify 5 or 6 key customer groups that we can utilized as
our focus groups.
2) Identify 4-6 key questions that we want answered by the
focus groups.
3) Identify a key person within each focus group to help us
organize that group, and
Assign responsibilities:
a) Establish dates for focus groups
b) Make phone call to the key person within each
group
C) Write the letter to members of the focus groups
d) Volunteers for facilitators of focus groups.

It was determined that the following would serve as the focus groups for
this task:

Tess McKeown will serve as contact

Artists
Warren Johnson will serve as contact

Random Citizens
Evelyn Dawson will serve as contact

Teens
Greg Layton will serve as contact

Business
Sandy McGowan and Barbara Eubanks will serve
as contact

5) Civic Groups Danny McLarty will serve as contact
Barbara indicated that the purpose was to bring to the surface any
concerns or issues. In addition, it is anticipated that these groups can
bring up any ideas on how these things will happen. These groups can
also determine what are critical art needs in Allen, and what barriers
might be encountered in the process.
Lori Fairchild will draft a letter that will eventually be mailed to each of
the focus group members, and she will bring that draft to the meeting on
August 19 Each person who will be serving as the contact person will
bring their lists of participants to this meeting as well.
Barbara then began the exercise to determine questions that would be
attached to the above referenced letter for the participants to consider
prior to the meeting. The questions that were decided upon to be
included in the letter as an attachment are as follows:
1) What are three important things that would give Allen a strong
arts image?
2) How will art projects enhance the quality of life in Allen and
contribute to making it a more pleasing place to live?
3) How do you feel about funding for the arts?
4) What are the barriers?
5) What role should the City of Allen play in promoting the arts?
6) What other suggestions do you have for a comprehensive art plan
for the City of Allen?
Volunteers were recruited for training to become facilitators for these
focus group meetings, and the following members agreed to participate
in the training (2-3 hours):

Following a brief discussion, it was determined that the meeting
locations would be either the Allen Public Library, or the Joe Farmer
Recreation Center, and that the times (approximately 2 hours) for these
meetings would be somewhat dependent upon the focus groups and what
might best fit their schedule.

Barbara reminded the Board members that by next Wednesday, they
need to bring a list of 15-20 names of people representing their focus
group, along with the name of one person who will be the key person for
that group. They were reminded to bring a list of addresses, fax
numbers, e-mail addresses, phone numbers, anything that might prove
helpful in contacting these people.
III. ADJOURN
There being no further business, the meeting was adjourned at 8 p.m.
