CALL TO ORDER Chair, Barbara Eubanks called the meeting to order at 5:40 p.m. II. APPROVE MINUTES FROM AUGUST 4, 1998 REGULAR CALLED MEETING MOTION: Warren Johnson moved approve the Minutes from August 4, 1998 as presented. Evelyn Dawson seconded and the Motion carried 6 for 0 against. Page 2 Allen Arts Alliance Board Meeting September 1, 1998 APPROVE MINUTES FROM AUGUST 11, 1998 SPECIAL CALLED WORKSHOP MOTION: Warren Johnson moved approve the Minutes from August 11, 1998 as presented. Tess McKeown seconded and the Motion carried 6 for 0 against. APPROVE MINUTES FROM AUGUST 19, 1998 SPECIAL CALLED WORKSHOP MOTION: Warren Johnson moved approve the Minutes from August 4, 1998 as presented. Tess McKeown seconded and the Motion carried 6 for 0 against. III. CITIZENS COMMENTS There were no citizens wishing to speak to the Board at this time. IV. DISCUSSION ON UPCOMING FOCUS GROUP SESSIONS Chair Barbara Eubanks began the meeting by verifying the following information with the Board Members and soliciting the following Scribes for each meeting: DATE TIME PLACE GROUP FACILITATOR SCRIBE 9/9 (Wed) 5:30 Pat Rec Center (A) Educators Candy Slocum Tess McKeown 9/12 (Sat) 10:30 am Allen Library Random John Scovil Evelyn Dawson 9/15 (Tues) Noon Clubhouse Business Lori Fairchild Don Horton 9/16 (Wed) 7 pm Allen High School Teens GreggLayton Evelyn Dawson 9/17 (Thurs) 7 pm Rec Center (B) Artists Warren Johnson Danny McLart 9/24 (Thurs) 7 am Clubhouse Civic Grou Evelyn Dawson Gre La ton Barbara Eubanks asked each of the facilitators to be responsible for doing reminder telephone calls prior to their scheduled focus group meetings. Don Horton suggested that he compile the data received prior to 9/21 into a Power Point Presentation that might facilitate the Board Meeting scheduled for Saturday, September 26. Following a brief discussion, it was determined that this would be done, noting how many times any one issues was mentioned in the focus groups. Page 3 Allen Arts Alliance Board Meeting September 1, 1998 Barbara indicated she had faxed the above meeting information to the Allen Community Development Corporation Board Chairman, Debbie Stout, and that Debbie would be sharing that information with her Board members. A brief discussion was held on the sub -questions that might be asked by the facilitators. It was determined that with a few guidelines, it might be best to let the information come from the citizens participating in the focus groups, rather than leading them into certain areas. Art Lacy indicated that a focus group could be very effective with only 4 people. He also indicated that 10 would be the maximum he would recommend for a group. V. ITEMS OF INTEREST A discussion was held centered around the percent for art program, and the timing that the Board should utilize while pursuing this program. Art I also indicated that the focus group input could be very helpful with any presentations to the Allen Community Development Corporation Board as well as City Council. This information is needed to form a baseline for public art in our community Board members were asked to survey other cities on the percent for art programs and that information might help the City of Allen develop their master plan for this project. It was suggested that in October a report be generated that outlines what the Board has done since their appointment. This report would contain information on the trends and analysis of the focus groups. Short, medium and long-term process should be developed as soon as possible. Barbara Eubanks indicated she would call the Acting City Manager to inquire as to the status of the proposed by-laws of the Allen Arts Alliance Board. These were submitted to the City, but have never been placed on the City Council Agenda for action to be taken. Don Horton indicated he would prepare the necessary materials to place the Allen Arts Alliance on the next City Council Workshop session for a brief presentation by the Chair regarding where this Board is headed. Page 4 Allen Arts Alliance Board Meeting September 1, 1998 This meeting will be held on September 17, 1998. Barbara indicated she would have a preliminary report ready for this meeting. VI.
